RESOLUTION NO. OC SAN 26-13
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
ORANGE COUNTY SANITATION DISTRICT
COMMENDING JOHN B. WITHERS FOR HIS
OUTSTANDING CONTRIBUTIONS AND DEDICATION TO
PUBLIC SERVICE AS BOARD MEMBER AND FORMER
CHAIRMAN OF THE ORANGE COUNTY SANITATION
DISTRICT'S BOARD OF DIRECTORS
WHEREAS, John Withers is completing his tenure as Board member of
the Orange County Sanitation District (OC San) Board of Directors, having served
from January 2009 through August 2026; and
WHEREAS, he has provided leadership and vision to the OC San Board
of Directors as Board Vice-Chairman from December 2018 through June 2021
and as Board Chairman from July 2021 through June 2022. Mr. Withers also
served as the Administration Committee Vice-Chairman and Chairman,
Operations Committee Chairman, and as a member of the Steering Committee,
Legislative and Public Affairs Committee, Headquarters Complex Ad Hoc
Committee, Groundwater Replenishment System Steering Committee; and OC
San/Santa Ana Watershed Project Authority Joint Policy Committee; and
WHEREAS, Mr. Withers was a strong advocate for modernizing the
Orange County Sanitation District’s branding, including the adoption of the
streamlined name and abbreviation “OC San,” reflecting the organization’s
evolving identity and mission;
WHEREAS, Mr. Withers supported the Supercritical Water Oxidation
Project and encouraged OC San’s application for funding assistance through the
Orange County Congressional Delegation;
WHEREAS, Mr. Withers and the Board of Directors continued to support
OC San’s financial stewardship, contributing to OC San maintaining AAA credit
ratings from all three major agencies for the 15th consecutive year, reinforcing
affordability and responsible rate management;
WHEREAS, under the leadership of Mr. Withers and the Board of
Directors, OC San’s Capital Improvement Program continued to expand. In fiscal
year 2025-26 OC San actively worked on 140 projects with a total construction
value of $310 million, helping support the Orange County economy;
WHEREAS, Mr. Withers worked closely with the Board on efforts for the
2025 Strategic Plan update, including the addition of a new policy focus on
potable water salinity control and continued emphasis on environmental
stewardship and fiscal discipline; and

WHEREAS, John Withers has demonstrated his determination, vision, and
leadership to OC San and its ratepayers through the commitment of his time,
professional dignity, and devotion to the residents and businesses of Orange County.
NOW, THEREFORE, the Board of Directors of the Orange County Sanitation
District DOES HEREBY RESOLVE:
That the Board of Directors and the staff of the Orange County Sanitation
District express to former Board Chairman John B. Withers their sincere appreciation
for his outstanding public service to the citizens of Orange County, and his 17 years
of meritorious efforts on behalf of OC San and its mission of protecting public health
and the environment by providing effective wastewater collection, treatment, and
recycling.
PASSED AND ADOPTED by unanimous acclamation at the regular meeting of
the Board of Directors of the Orange County Sanitation District held on August 26,
2026.
