A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
ORANGE COUNTY SANITATION DISTRICT APPROVING THE
ELEVENTH AMENDED JOINT POWERS AGREEMENT
CONFIRMING THE CREATION OF AN AGENCY KNOWN AS
SOUTHERN CALIFORNIA COASTAL WATER RESEARCH
PROJECT AUTHORITY (SCCWRP), PROVIDING FOR
CONTINUATION OF SCCWRP FOR FIVE YEARS FROM JULY
1, 2026 THROUGH JUNE 30, 2031
Resolution No. OC SAN 25-20, adopted on November 20, 2025, was inadvertently
assigned a number that had been used for a separate Resolution adopted in December
2025. To correct this duplication, the Resolution will be renumbered as OC SAN 25-01.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
ORANGE COUNTY SANITATION DISTRICT APPROVING THE
ELEVENTH AMENDED JOINT POWERS AGREEMENT
CONFIRMING THE CREATION OF AN AGENCY KNOWN AS
SOUTHERN CALIFORNIA COASTAL WATER RESEARCH
PROJECT AUTHORITY (SCCWRP), PROVIDING FOR
CONTINUATION OF SCCWRP FOR FIVE YEARS FROM JULY
1, 2026 THROUGH JUNE 30, 2031
The Board of Directors of the Orange County Sanitation District DOES HEREBY
RESOLVE, DETERMINE AND ORDER as follows:
Section 1: That certain Eleventh Amended Joint Powers Agreement Confirming
the Creation of an Agency Known as Southern California Coastal Water Research Project
Authority (SCCWRP), dated July 1, 2026, by and between Orange County Sanitation
District and the City of Los Angeles, County Sanitation District No. 2 of Los Angeles
County, and the City of San Diego, providing for continuation of SCCWRP for a five-year
period from July 1, 2026, through June 30, 2031, is hereby approved and accepted.
Section 2: That payment of Orange County Sanitation District's proportional share
of the contribution by the signatory agencies, in a total amount not to exceed $3,185,000,
is hereby approved, as follows:
FY 2026-2027 $ 600,000
FY 2027-2028 $ 618,000
FY 2028-2029 $ 636,000
FY 2029-2030 $ 656,000
FY 2030-2031 $ 675,000
Section 3: That the Chairman and Clerk of the Board of the Orange County
Sanitation District are hereby authorized and directed to execute said Agreement in a
form approved by the General Counsel.
PASSED AND ADOPTED at a regular meeting of the Orange County Sanitation
District Board of Directors held November 19, 2025.
