RESOLUTION NO. OC SAN 26-06 A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE ORANGE COUNTY SANITATION DISTRICT COMMENDING RYAN P. GALLAGHER FOR HIS CONTRIBUTIONS AND DEDICATION TO PUBLIC SERVICE AS CHAIRMAN OF THE ORANGE COUNTY SANITATION DISTRICT'S BOARD OF DIRECTORS
WHEREAS, Ryan P. Gallagher is completing his tenure as Chairman of the Orange County Sanitation District (OC San) Board of Directors, having served from July 2024 through June 2026; and
WHEREAS, in various positions, Chairman Gallagher has provided nearly six years of continuous leadership and vision to the OC San Board of Directors, Administration Committee, Steering Committee, Operations Committee, Groundwater Replenishment System Steering Committee, General Manager Recruitment Ad Hoc
Committee; General Legal Services Ad Hoc Committee; and OC San/Santa Ana Watershed Project Authority Joint Policy Committee; and WHEREAS, Chairman Gallagher supported initiatives that strengthened workplace culture, including a highly successful employee engagement survey with
strong participation and positive feedback on meaningful work and growth opportunities; and WHEREAS, under his leadership, Mr. Gallagher directed Board efforts on the 2025 Strategic Plan update including the addition of the new policy focus on potable
water salinity control and continued emphasis on environmental stewardship and fiscal discipline; and WHEREAS, Chairman Gallagher has reinforced OC San’s leadership in regulatory compliance and environmental protection through programs like the
Pretreatment Honor Roll and long-standing ocean monitoring efforts that protect coastal water quality; and WHEREAS, with his guidance, Chairman Gallagher helped champion the rollout of the Resource Innovation for a Sustainable Environment program a forward-looking
initiative focused on water, energy, solids, and air: positioning OC San to meet future environmental and operational challenges; and WHEREAS, Mr. Gallagher and the Board continued to support OC San’s AAA credit ratings from all three major agencies for the 15th consecutive year, reinforcing
affordability and responsible rate management; and WHEREAS, Chairman Gallagher has demonstrated his determination, vision, and leadership to OC San and its ratepayers through the commitment of his time, professionalism, and devotion to the residents and businesses of Orange County.

NOW, THEREFORE, the Board of Directors of the Orange County Sanitation District DOES HEREBY RESOLVE:
That the Board of Directors and the staff of the Orange County Sanitation District express to Chairman Ryan Gallagher their sincere appreciation for his outstanding public service to the citizens of Orange County, and his meritorious efforts on behalf of OC San and its mission of protecting public health and the
environment by providing effective wastewater collection, treatment, and recycling. PASSED AND ADOPTED by unanimous acclamation at the regular meeting of the Board of Directors of the Orange County Sanitation District held on May 27, 2026.
