The Original Equipment Manufacturer (OEM) Sole Source List was established in December 2016
Its purpose was to increase efficiency, enhance transparency, and reduce repetitive creation and review of like requests for approved equipment and/or services
As a reminder, the list does not affect staff’s obligations under both the Ordinance and the General Manager Purchasing Policy as they relate to sole source and competitive procurement

The OEM Sole Source List ensures that we are able to secure the necessary parts and/or services for critical items, such as:
Central Generation Engines
Various Pumps throughout the Plants and the pump stations
Trickling Filters
Centrifuges
Bar Screens
Current State

The list has been recently reviewed for updates as well as changes to OEMs by all department managers
The removals listed are due to an increase in bid thresholds, where a sole source no longer applies, obsolete equipment, or the parts/services are no longer utilized by OC San
Additionally, several items were combined when they were for the same manufacturer approved at different times but for different equipment/services

Staff has evaluated the OEM distributors and obtained updated sole source letters that declare whether that distributor was still their sole authorized vendor. If distributors changed,
staff updated the list to reflect.
Moving forward, staff will audit the list on a regular basis and ensure that sole source letters are no older than three (3) years

Recommend to the Board of Directors to:
Approve the removals to the pre-approved OEM Sole Source List as stated on the Agenda Report.
