CALL TO ORDER
A special meeting of the Board of Directors of the Orange County Sanitation District was
called to order by Board Chairman Ryan Gallagher on Wednesday, October 17, 2025 at
11:34 a.m. in the Orange County Sanitation District Headquarters.
PRESENT:Debbie Baker, Ryan Balius (Alternate), Ted Bui (Alternate), Doug Chaffee, Tyler
Diep (Alternate), Ryan Gallagher, Glenn Grandis, Johnathan Ryan Hernandez,
Stephanie Klopfenstein, Lisa Landau, Carlos Leon, Tom Lindsey, Melinda Liu,
Kelly McBride (Alternate), Christine Marick, Cindy Ngoc Tran (Alternate),
Andrew Nguyen, Janet Nguyen (Alternate), Bob Ooten, Bonnie Peat (Alternate),
Art Perry (Alternate), David Shawver, Gracey Van Der Mark (Alternate), Chad
Wanke, John Warren (Alternate), Erik Weigand, John Withers, Ben Wong

Chair Gallagher led the Pledge of Allegiance.

SPECIAL PRESENTATIONS:
1.STATE OF OC SAN PRESENTATION 2025-4387
Originator: Kelly Lore
Chair Gallagher recognized attendees Janet Brown from the Office of Congressman
Lou Correa, and Orange County Board Supervisor Janet Nguyen. Chair
Gallagher provided a general overview of the Orange County Sanitation District (OC
San), and introduced distinguished guest speaker Chair of the State Water
Resources Control Board Joaquin Esquivel. Mr. Esquivel highlighted the importance
of water reuse and sustainable water treatment and shared that their board is
focused on innovation and emerging technologies that will shape California's future
for the next two hundred years. Chair Gallagher ended with a presentation of a
program related to the State of OC San.
ADJOURNMENT
At 12:06 p.m., Chair Gallagher adjourned the Special Board meeting until the Regular
Meeting of the Board of Directors to be held on Wednesday, October 22, 2025 at 6:00 p.m.
