October 15, 2025 TO: Chair and Members of the Board of Directors FROM: Robert C. Thompson General Manager SUBJECT: October Status Report The following status report is submitted for your review and consideration. 1. Public and Environmental Health Recognizing Industrial Stewardship OC San’s Pretreatment Honor Roll Program celebrates environmental leadership of Class I Industrial Wastewater Dischargers and OC San’s Wastehaulers. For the 2025 Class, 142 applications for Bronze or Silver awards were distributed to eligible Class I Dischargers, and 18 eligible Bronze awards for wastehaulers. • Bronze Award: Two consecutive fiscal years of 100 percentage compliance • Silver Award: Four consecutive fiscal years of 100 percentage compliance. Compliance is determined by meeting or exceeding all OC San permit and Ordinance requirements, as well as all applicable local and federal regulations. The 2024 award recipients will be recognized at the upcoming State of OC San event. 2. Sound Finances and Increasing Efficiency Earning Top Credit Ratings OC San presented to the financial rating agencies Moody's, S&P Global, and Fitch, all which reaffirmed OC San’s AAA rating, making it the only California special district to earn this distinction from all three agencies. The agencies highlighted OC San’s strong operations, fiscal management, and financial stability. Refinancing Saves $16.8 Million OC San actively monitors its debt portfolio and seeks opportunities to refinance debt when appropriate. OC San is currently refinancing its callable 2016A obligations totaling $109.9 million. Fifteen bids were received, with true interest costs ranging from 2.66% to 2.78%. This results in $16.8 million savings for ratepayers over the life of the bonds, or about $1.3 million annually. Chair and Members of the Board of Directors October 15, 2025 Page 2 of 4 Showcasing Success in the Annual Report The 2024/2025 Annual Report, themed Driven by Our Mission, Powered by Innovation, will be unveiled at the State of OC San on October 17. The report highlights OC San’s continued leadership in protecting public health and the environment through innovative wastewater management, infrastructure modernization, and sustainable resource recovery. It showcases key achievements and strategic initiatives that reflect OC San’s commitment to excellence, accountability, and long-term community benefit. The report will be available at www.ocsan.gov. 3. Recovering Valuable Resources Advancing Biosolids Innovation Factory testing for the Supercritical Water Oxidation (SCWO) project continues in Orlando, Florida. The AirSCWO6 system is scheduled to be installed by 374Water at Plant No. 1 in December, followed by pilot testing. The system is designed to process up to six tons of biosolids, sludge, or food waste per day, advancing OC San’s commitment to sustainable resource recovery. 4. Community Outreach and Transparency Engaging with our Public OC San hosted ten tours welcoming students and community groups, including Rancho Santiago High School, Cal State Long Beach, iLead Exploration Charter School, and groups from Huntington Beach Fishing and Recreation Club, Orange County Water District, Huntington Beach Chamber of Commerce, Costa Mesa Sanitary District, Wastewater 101 Citizens Academy, California Association of Sanitation Agencies, and State of OC San attendees. Staff also participated in a speaking engagement at Golden West College, participated in the Costa Mesa Sanitary District Eco Expo and Yorba Linda Water District’s Open House. Community Newsletter – Fall Issue The Fall 2025 Connection Newsletter will reach over 3,000 email subscribers and shared throughout OC San’s social media outlets. This edition features updates on construction projects happening within the OC San service area, Fats, Oils, and Grease focused content as a reminder to keep the holidays mess-free, and some construction safety tips to help keep the community and our crews safe. The newsletter is available at www.ocsan.gov/newsletter. Chair and Members of the Board of Directors October 15, 2025 Page 3 of 4 Graduation of the Largest Citizens Academy Class The Fall Wastewater 101 Citizens Academy concluded with over 40 graduates. Participants completed four sessions and had the chance to tour both reclamation plants and the Steve Anderson Lift Station. Graduates will be recognized at this month’s Board meeting in appreciation of their commitment to learning about OC San’s mission and operations. Interest remains strong, with over a dozen people already signed up for the 2026 sessions. Those interested can register at Wastewater 101 - Citizens Academy. 5. Legislative and Industry Affairs Tracking Local and State Developments Fountain Valley and Fullerton are considering transitions to charter city status for greater local control. At the state level, Senator Monique Limón was elected Senate President Pro Tempore-elect and will formally assume the position on November 17. The Legislature is now in recess, until January 2026. Navigating Federal and EPA Update The Senate remains gridlocked over a Continuing Resolution as of October 3, with no compromise in sight. Meanwhile, the U.S. EPA is reviewing over 20,000 comments on its biosolids risk assessment model. Encouragingly, EPA staff have acknowledged flaws in PFAS exposure assumptions and plan revisions. Despite the federal shutdown, OC San’s PFAS/SCWO pilot project funding remains on track. Preparing for the State of OC San Event The State of OC San takes place on October 17, featuring updates from OC San’s Board Chair Ryan Gallagher and guest speaker Joaquin Esquivel, Chair of the State Water Resources Control Board. Approximately 150 local, state and federal dignitaries are expected to attend. Planning Legislative and Regulatory Priorities for 2026 OC San’s 2026 Legislative and Regulatory Plan is in development, following staff and consultant reviews of the current plan. The draft plan was presented to the October Administration Committee and scheduled for Board adoption in November. 6. Workforce and Administration Prioritizing Safety and Training OC San met all safety compliance requirements during the first quarter of Fiscal Year 2025-26, achieving 100 percent completion of assigned safety trainings and inspections. Additionally, 55 percent of the work groups voluntarily submitted safety observations or near miss reports, reinforcing OC San’s proactive safety culture. Chair and Members of the Board of Directors October 15, 2025 Page 4 of 4 Measuring Strategic Performance The Quarterly Performance Dashboard continues to track progress against OC San’s Strategic Plan Levels of Service, providing a high-level overview of performance metrics that demonstrate commitment to customers, regulators, employees, and the Board. Each quarter, I include the attached report with a selection of the performance metrics.
