CALL TO ORDER
A special meeting of the Board of Directors of the Orange County Sanitation District was
called to order by Board Chairman Ryan Gallagher on Wednesday, March 19, 2025 at 5:01
p.m. in the Orange County Sanitation District Headquarters. Chair Gallagher led the Pledge
of Allegiance.
ROLL CALL AND DECLARATION OF QUORUM
The Clerk of the Board noted attendance as follows:
PRESENT: Debbie Baker, Pat Burns, Jon Dumitru, Ryan Gallagher, Glenn
Grandis, Johnathan Ryan Hernandez, Lisa Landau, Carlos Leon,
Tom Lindsey, Melinda Liu, Christine Marick, Jose Medrano, Scott
Minikus, Jordan Nefulda, Andrew Nguyen, Robert Ooten, David
Shawver, Jamie Valencia, Chad Wanke, Erik Weigand, John Withers,
Jordan Wu, Ted Bui (Alternate), Dan Ferons (Alternate), Gene
Hernandez (Alternate), Lamiya Hoque (Alternate), Kelly McBride
(Alternate), Janet Nguyen (Alternate), Vikesh Patel (Alternate),
Bonnie Peat (Alternate), Art Perry (Alternate), Gracey Van Der Mark

STAFF PRESENT: Rob Thompson, General Manager; Lorenzo Tyner, Assistant General
Manager; Jennifer Cabral, Director of Communications; Mike Dorman, Director of
Engineering; Laura Maravilla, Director of Human Resources; Riaz Moinuddin, Director of
Operations and Maintenance; Wally Ritchie, Director of Finance; Lan Wiborg, Director of
Environmental Services; Kelly Lore, Clerk of the Board; Mo Abiodun; Jackie Castro; Sam
Choi; Al Garcia; Mark Kawamoto; Rebecca Long; Joe Manzella; Tom Meregillano; Aldwin
Ramirez; Vianey Sorto-Gaona; Thomas Vu; and Kevin Work were present in the Board
Room. Rob Michaels was in attendance virtually.
OTHERS PRESENT: Mal Richardson, General Counsel; and Joe Pena were present in the
Board Room.
PUBLIC COMMENTS:
None.
NON -CONSENT:
1. ORANGE COUNTY SANITATION DISTRICT - STRATEGIC PLAN 2024-4018
PRESENTATION
Originator: Rob Thompson
General Manager Rob Thompson provided a welcome and a brief overview of the
Strategic Plan. Staff provided PowerPoint presentations related to the following topics

for Strategic Planning Purposes: Budget Control and Fiscal Discipline, Cybersecurity,
Property Management, Organizational Advocacy and Outreach, Resilient Staffing,
Safety and Physical Security, Asset Management, and Chemical Sustainability.
WITHOUT OBJECTION ACTION TAKEN TO RECEIVE AND FILE THE FOLLOWING:
Receive and file the Orange County Sanitation District - Strategic Plan Presentation.
ADJOURNMENT:
At 6:05 p.m., Chair Gallagher adjourned the meeting until the next Regular Meeting of the
Board of Directors to be held on Wednesday, March 26, 2025 at 6:00 p.m.
