Gentlemen: When our Committee was appointed, its purpose was specifically to interview engineering firms for design of Project No. 2, Joint Works Improvements for 1972-73 fiscal year. Our Com- mittee reported to the Joint Boards on February loth that because of the lack of State and Federal funding, the Districts will not proceed with Project Report No. 2 during this fiscal year, and the staff has been directed to inform the engineering firms who submitted design proposals for the project, As Chairman of the Committee, may I advise the Committee members that the purpose for which it was formed has been served, or is it the intent of the Executive Committee and the Boards of Directors to keep our committee intact for the purpose of con- sidering and recommending engineering firms for a specific Joint Works project in the future? Twelve proposals have been received (see attached). At the time of the first meeting of the Committee, it appeared that the selection of an engineering firm should be accomplished within a 60-90 day period; however, in the meantime the State Water Resources Control Board has established rules to set Grant fund priorities and at the present time it is not known whether or not the Districts' Project Report No. 2 will be approved for this fiscal year. It is our understanding that by February lst the Districts will know whether or not this project will be funded in 1972-73. Lewis, Deputy Chief Engineer William Clarke, Maintenance Superintendent Convened: 12:00 noon Adjourned: 1:15 p.m. The Committee discussed its purpose and responsibility to the Joint Boards. It was determined that the Committee was to make a recommendation to the Joint Boards for the design services to be rendered on Project Report No. 2 for 1972-73 Joint Works Improvements and Additions. The Committee discussed with the staff the engineering services to be provided (see enclosed). The staff was directed to solicit proposals from firms listed on the attached, and that at least three proposals would be sub- mitted from firms included in the attached list plus a proposal from John Carollo Engineers. The four or.more- firms would be interviewed by the Committee. The staff advised that the Committee had from 60 to 90 days to make their recommendation to the Joint Boards in -that the Project Report No. 2 had not yet been approved by the State Grant Division of the Water Resources Control Board. A design contract should not be awarded until after this approval has been received. The Committee directed that John Carollo Engineers would be the first engineering firm interviewed by the Committee. COUNTY SANITATION DISTRICTS of ORANGE COUNTY, CALIFORNIA P.O. BOX 8127 10844 ELLIS AVENUE FOUNTAIN VALLEY, CALIFORNIA 92708 (714) 540-2910 (714) 962-2411 PROJECT -REPORT NO. 2 - 1972-73 The work basically consists of three projects: (1) Odor Control Facilities at Reclamation Plant No. 1, (2) Boiler Addition at Plant No. 2 and Digester Gas Metering Facilities and (3) Outfall Pumping Facilities Expansion. The following is a description of each of the projects and a recommended time schedule which is now out of date. The.' cost estimates for the three projects total $1,070,000. ODOR CONTROL FACILITIES AT RECLAMATION PLANT NO. 1 This project will include addition of ventilation equipment in the new metering and diversion structure which is presently under construction. These facilities will be arranged to ventilate the present headworks at Plant No. 1, the metering and diversion structure and the six incoming sewers (5 existing plus 1 under construction). It will also be sized to handle the grit hopper area. This will require about 20, 000 CFM capacity with 10, 000 CFM standby capacity. These figures should be confirmed during final design, however, as required capacity will depend on exactly how much air must be removed from the headworks area and the grit hopper area. The project will include for covering the grit hopper area at Plant No. 1 to enclose this odor producing area. Air will be moved from this enclosure to prevent odors from escaping and to provide for a safe atmosphere for workmen. Facilities should also include a stack for disposal. Plate No. 1 herein shows layout for Plant No. 1 and the general location of the proposed facilities. Exact location for the foul air treatment facilities and proposed stack will be determined during final design. Type of foul air treatment system will be selected during final design and following evaluation of the pilot foul air scrubber which is presently under construction at Plant No. 2. BOILER ADDITION AT PLANT NO. 2 AND DIGESTER This job will consist of addition of a new 300-horsepower boiler in the existing boiler building at Plant No. 2. Boiler will be capable of being fired with either natural gas or digester gas. Boiler will be designed for operating pressure not less than 125 psi. Normal operating pressure will be 70 psi. Boiler will be a horizontal fire tube unit similar to the existing unit. Digester gas metering facilities will be installed at Plant No. 1 and Plant No. 2 in order to be able to determine the amount of gas produced, the amount of gas presently used, and the amount of gas being wasted through the waste gas burner system. Gas meters will be either the turbine type or orifice type. This will be determined during final design. Meters will be installed at the following locations: Waste gas burners at Plant No. 2; waste gas burners at Plant No. 1; Interplant pipe- line facilities (two meters should be installed such that gas can be metered in either direction); at the compressor station at Plant No. 2 to meter total gas compressed at this station; at compressor station at Plant No. 1 to meter total gas compressed at this station; supply pipe to Headworks C at Plant No. Z; supply pipe to Rothrock Booster Station at Plant No. Z; supply pipe to Headworks B at Plant No. 2 and supply pipe to Headworks No. 1 at Plant No. 1. OUTFALL PUMPING FACILITIES EXPANSION This job will consist of installation of two 70-MGD, two -stage propeller pumps in the existing Foster Booster Pump Station. These pumps will be driven with gas engines with variable speed capability. Fuel systems for extra digester gas or natural gas will be provided. Digester gas supply system will be metered. These pumps will be de- signed to operate in conjunction with existing pumps in the Foster Station, as well as the existing Rothrock Pumping Station. The surge tower extension will consist of a steel extension to the existing concrete section. It will be increased from its present height of elevation 38. 9 to elevation 68. 9• It will be the same height as the present surge tower No. 1. The diameter of surge tower extension will be 29 feet. A stairway will be installed to gain access to top of surge tower. Consideration will be given to architectural treatment of both surge towers in final design. TIME SCHEDULE The work described herein will be accomplished in accordance with the schedule set forth below: Odor Control Facilities at Reclamation Plant No. 1 1. Prepare final detailed plans and specifications for public bid. Plans shall be prepared on mylar with pencil using District standard title block. Specifications shall be suitable for Xerox. All reproduction costs for the plans and specifications for public bid will be borne by the Districts. C.• Meet with the District staff on a periodic basis (at least monthly) in design conferences to keep the Districts appraised of the job, review detailed plans prepared to date and receive Districts' comments and approval on proposed designs. Prepare and submit to the Districts notes on the above conferences. The engineer meeting with the Districts shall be a principal or other responsible member of the firm who is in direct charge of the project. D. Prepare a "Design and Operational Concept Manual" for use by Districts during construction, start up and operation of new facilities. This Manual shall be .prepared in accordance with the State Water Resources Control Board and EPA guidelines. E. Prepare final construction estimates of the project. F. Assist the Districts in securing bids, tabulation and analysis of the bid results and furnish recommendations on the award of the construction contracts. III. CONSTRUCTION PHASE A.
