Harper General Manager FAH: j NOTE: This meeting immediately precedes the 7:30 p.m. Joint Board meeting, January 5, 1973 MANAGER'S REPORT TO THE SPECIAL COMMITTEE ON COMPENSATION OF DEPARTMENT HEADS Meeting Date: January 10, 1973 The Committee met on July 12, and at that time directed the staff to submit specific information concerning the duties and assignments of the Department Heads and salary survey in- formation of like positions in other organizations. At the request of the General Manager, the Committee deferred further meetings because of some pending shifts in assignments of the Department Heads because of the retirement of Paul G. Brown, the Districts' Assistant General Manager and Chief Engineer. (1) Enclosed is some salary information which may not be directly applicable to the consideration of the Department Heads' compensation; however, it does indicate the salary schedules for responsible positions in the major sewering .entities and Orange County municipalities. Additional informa- tion will be prepared for the Committee members' consideration at the meeting. (2) Pursuant to the Joint leased vehicles, the Committee matter further. A copy of the Vehicle Leasing Agreement will Boards' discussion concerning may wish to consider this existing County of Orange be available at the meeting. (3) In accordance with a Minute Order adopted in April, 1968, the Executive Committee conducts an annual review of the performance and compensation of management personnel. On December 6th, the Committee referred this to the Special Committee on Compensation for Department Heads for recommenda- tion. The General Manager has advised the Executive Committee that the Boards increased the General Manager's and Assistant General Manager's salaries in July; therefore he suggested that consideration of additional compensation at this time would not be appropriate. (1) To supervise the maintenance and repair of all mechanical and electrical equipment and physical structures and all maintenance personnel. (2) To supervise the installation of altera- tions to the electrical system of the sewage treatment plants and sewage pumping plants. The Committee met on July 12, and at that time directed the staff to submit specific information concerning the duties and assignments of the Department Heads and salary survey information of like positions in other organizations. ALL DISTRICTS Director Baker reported that revenue Report on revenue sharing sharing legislation, HR 14370, legislation HR 1F370 sponsored by the League of Cities and the National Association of Counties, was presently being heard in committee and urged Directors to contact Orange County Congressional representatives in support of the proposed legislation which would provide $28.6 million. annually for local agencies in Orange County. ALL DISTRICTS This being the annual meeting fixed Annual Nominations for by the Boards at which nominations Chairman of the Joint are to be made for the office of Administrative Organization Chairman of the Joint Administrative Organization, the Secretary declared nominations open. Director Finnell was nominated as a candidate for the office of Chairman of the Joint Administrative Organization. There being no further nominations, the Secretary declared nominations closed, and reported that the election would be held at the regular July meeting in accordance with the Rules of Procedure for the Conduct of Business.
