• First house deadline was June 4
• All Senate bills are in the Assembly and all Assembly bills are in the
Senate
•2ndHouse policy committee deadline is July 14
• Summer Recess is July 16 to August 16
• Only three weeks left when they return from Summer Recess

State Budget Update
• Total Budget expenditures in 2021-
2022 set at $262.6 billion
• Includes roughly $76 billion of
surplus plus $27 billion in federal aid
• Additional Budget trailer bills still
need to be negotiated that
implement key policy areas of the
Budget, including:
– Climate Resiliency
– Water Quality and Drought
– Fire Prevention

extended until September

• Cal/OSHA guidelines for
workplace regulations

AB 339 (Lee)
•Details:
o Significantly amended to no longer include special districts
o New language only applicable to cities and counties over 250,000
population
o Will require public access via telephone OR internet (not “and”) giving local
agencies flexibility in implementation
o Remove all language requirements, including translation and
interpretations provisions
o Remove language allowing local agencies to require members of the
public to register in order to provide public comment
o Sunsets on December 31, 2023

o Currently in the Senate Judiciary Committee

AB 818 (Bloom) – Flushable Wipes
• Reintroduction of AB 1672 (Bloom) from last year
• “DO NOT FLUSH” labeling and a
universal moniker required in accordance with widely accepted voluntary guidelines established by the
Association of the Nonwoven Fabrics
Industry’s code of practice
• Adds enforcement provisions including
civil penalties and fines
• Currently in the Senate Appropriations Committee
