•Legislature returned December 3 to start the first year of a
new two-year session
•Bill introduction deadline is February 22
•Approximately 600 bills have been introduced so far
•It is anticipated that 2,400 bills will be introduced before the bill
introduction deadline

•Governor Newsom included the Safe and Affordable
Drinking Water Fund in his Budget request
–Consistent with Governor Brown’s January 2018 Budget
request and SB 623 (Monning, 2017)
–Includes the same urban water system tax
•Senator Monning has introduced SB 200
–Spot bill that is expected to be a legislative vehicle for the
water tax

•ACWA is expected to introduce a proposal that would
establish a Drinking Water Trust that would be funded
through the State’s General Fund, Bonds, donations,
etc.
•Legislature hosted a joint informational committee
hearing on safe and affordable drinking water on
February 6
–Speakers included:
•Natural Resources Secretary Wade Crowfoot
•Community Water Center Executive Director Susana De Anda
•Eastern Municipal Water District General Manager Paul Jones
