•February 21 was the bill introduction deadline
•More than 2,300 new bills were introduced
•Over 2,700 bills to consider in 2020
•April 24 is the deadline for fiscal bills to pass policy committees

•Given to a joint session of the Assembly and the Senate on February 19
•Governor Newsom lauded the largest rainy-day fund in the State’s history and
the highest credit rating in nearly two decades
•Majority of the address was focused on housing/homeless
•Governor is making 286 state properties
available for homeless solutions
•Threatened State intervention in counties’
Prop 63 funding if they do not spend it
•Continued emphasis in legislative session
on permanent supportive housing

AB 1672 (Bloom) –Flushable Wipes
•Requires labels indicating that a
product should not be flushed on
specified nonwoven disposable
products.
•Passed the Assembly Floor before
the deadline in January 2020
•Stakeholders, CASA, and the
nonwoven disposable industry have
been negotiating for almost a year
•AB 1672 will likely continue to take
amendments while it is in the Senate

SB 931 (Wieckowski)
•SB 931 would require that local agencies email meeting agendas and agenda packets to members of the public upon request
•Current law requires local agencies to send agendas and agenda packets by mail when requested to do so
•Significant technical barriers to implementing this bill, as many agenda packets are over the size limit
•Could have significant individual costs per agency to implement. CSDA taking the lead in the industry. Currently in the fact-finding stage
•Will be heard in the Senate Governance and Finance Committee on March 18

AB 2560 (Quirk)
•AB 2560 (Quirk) is sponsored by OCWD and California Municipal Utilities Association (CMUA)
•Would require the State Board to undergo a public notice and comment review period for notification and response levels
•Currently, the Division of Drinking Water has full authority to implement the levels. They do not go to the Board for adoption

SB 996 (Portantino)
•SB 996 (Portantino) is sponsored by Metropolitan Water District (MET) and CMUA
•Would require the State Board to create a Constituents of Emerging Concern Program (Program)
•The Program would support and conduct research regarding constituents of emerging concern in drinking water that may pose risks to public health
•The bill would also create a Stakeholder Advisory Group and the Science Advisory Panel to assist in the gathering and development of information for the program, among other functions

•SB 1056 (Portantino) is sponsored by
Natural Resource Defense Council
•Would require the State Board to
certify a methodology for testing all
types of water for PFAS/PFOA
•Would also direct the State Board to
accredit qualified laboratories in
California to analyze PFAS/PFOA
•Currently in the Senate Environmental
Quality Committee
