Senate staff is still working via a hybrid work schedule OC San LaPA: Legislative Update: March 14, 2022 1 2 3/7/2022 2 Page 3 Budget Next Steps/Key Dates • Budget Committee and Sub-Committee continuing to hear and negotiate line items in the Governor’s January Budget framework • Governor will release his May Revise Budget with updated tax revenue numbers o Revenues for first seven months of the fiscal year now almost $16 billion above most recent forecast • Legislature must approve a Budget by June 15, 2022 OC San LaPA: Legislative Update: March 14, 2022 Page 4 California State of Emergency Executive Orders •Governor rescinded all but 30 executive orders, relinquishing gained executive power from the pandemic •California continues to be in a “state of emergency” •Allows for continued access of Federal relief funding •Maintains flexibility for state and local virtual meetings and remote technology implementation •SCR 5 (Melendez) heard in Senate G.O. Committee on March 15 •Would end the State of Emergency if passed by both houses with a majority vote OC San LaPA: Legislative Update: March 14, 2022 3 4 3/7/2022 3 Page 5 Indoor Residential Water Use Standards OC San LaPA: Legislative Update: March 14, 2022 SB 1157 (Hertzberg) SB 1157 (Hertzberg) with Proposed ACWA, CMUA, WateReuse Amendments Until January 1, 2030, the standard for indoor residential water use shall be 52.5 47 gallons per capita daily From January 1, 2025 until January 1, 2030, the standard for indoor residential water use shall be 52.5 47 gallons per capita daily Beginning January 1, 2030, the standard for indoor residential water use shall be 50 42 gallons per capita daily Removes any further lowering of the standard in 2030 Require DWR to conduct a study on the impact of a 2030 standard using a technical advisory committee of water and wastewater experts Page 6 2022 Additional Legislation of Interest Bill Author Description Status AB 1001 C. Garcia [D] Makes changes to CEQA in DAC areas. Requires mitigation to compensate for adverse air or water quality impacts in a DAC to mitigate those impacts directly in the affected community. Currently in the Senate AB 1724 Stone [D] Would require that all washing machines sold as new in California contain a microfiber filtration system by 2024. Referred to the Asm. ESTM Committee AB 1817 Ting [D] Would prohibit any person from distributing, selling, or offering for sale in the state any textile articles that contain regulated PFAS. Requires least toxic alternative. Referred to the Asm. ESTM Committee SB 230 Portantino [D] Would establish a Constituents of Emerging Concern Program to recommend areas for further study on the occurrence of CECs in drinking water.
