2019 Legislative Priorities
SB 332 (Hertzberg): Ocean Discharge Ban
AB 1672 (Bloom): Wet wipe labeling
SB 69 (Wiener): Ocean Resiliency Act (Denitrification
requirement)
Housing Bills (ADUs, Developer Fees)
SB 332 (Hertzberg): Ocean Discharge
Required 50% reduction in ocean discharges by 2030,
95% reduction of ocean discharges by 2040
Baseline for reductions set by averaging 2008-2018
discharges
Mandated reductions subject to non-compliance penalties
for both wastewater operators and affiliated water
suppliers
Died in the Senate Appropriations Committee “on
suspense”
AB 1672 (Bloom): Wet wipe labeling
CASA sponsored legislation
Requires mandatory disposal labeling for all wet wipes
products sold in California
Requires “Do Not Flush” labeling for non-flushable wipes
Requires manufacturers of “Flushable” products to self
certify that products meet performance requirements for
dispersibility
Held over as a “two-year bill” in Assembly Appropriations
Committee
SB 69 (Wiener): Ocean Resiliency Act
Objective: address ocean acidification and hypoxia
Required State Water Resources Control Board to reopen
CA Enclosed Bays and Estuaries Plan and CA Ocean
Plan
•Required adoption of water quality objectives for both plans,
including a requirement for all POTWs that discharge into oceans or
bays to adopt, implement, or improve denitrification protocols
(treatment technology for nutrient management)
