CDR Provides
Maintenance of a centralized, single source of Orange
County demographic information
A consistent and accurate set of small-area, annual
population and housing unit estimates
Orange County Projections (OCP)-Demographic
projections of population, housing, and employment
(OCP) that are valid, independent, and objective
through a long-established process (40+ years) and
collective effort from Orange County jurisdictions with
uniform usage in the region
Technical participation in regional and local activities
to ensure, on Orange County agencies’ behalf, that a
technical review and local efforts and information are
incorporated into regional planning efforts
CDR Budget
3-Year MOU with the Sponsors: 7/2017-6/2020
FY17/18: $ 87,605
FY18/19: $ 94,089
FY19/20: $100,312
Funds core staff of 7 full & part time plus operating expenses to produce multi-year core products and services
Includes healthcare cost increases, minimum wage increases, merit-based salary increases based on a comp & class survey, & updated work program.
Salary increases-no merit or COLA since 2012
Sale of products to non-sponsors offsets partial costs
Add-on projects
Funds additional hours and staff
Covers project-related costs
If non-sponsor, includes a surcharge

Benefits of CDR Sponsorship
Technical, managerial, and policy participation in
process through technical advisory and
management oversight committees
Access to GIS & demographic data, including
census data processing
Population, housing unit and employment
projections covering a minimum 20-year period for
agency service area
Annual housing unit and population estimates for
agency service area
Gives sponsors the opportunity to contract for CDR
services without paying the non-sponsor rate
How does sponsoring the CDR
benefit the agency’s current activities?
Daily planning activities of the sponsoring agencies
deal with planned and projected residential and
economic growth in Orange County and how this
growth will affect demand & delivery of services in the
present and in the future
The CDR produces the uniform data set of
projections for population, housing and employment
used in local and regional planning in an efficient and
cost-effective manner
