Background
•Agreements with City of Fountain Valley: follow building
code, ADA compliance, permit occupied buildings
•Aging buildings, multiple trailers, extensive rehabilitation
•Desire consolidation of employees and business functions
•New buildings provided the lowest cost alternative
•OCTA asked us to move our front entry to support I-405 widening and Ellis freeway on-ramp
•Master planning efforts underway identifying great need
to preserve space for treatment process

None of these buildings are permitted by the City, all require code
compliance upgrades, and all require relatively significant wear and
tear refurbishment work.

Replacement of OCSD’s administrative facilities is the best long-term business solution and provides for:
•Logical, low-risk implementation plan
•Project certainty
•Enhanced site security
•Improved public access
•Productive work practices and operational efficiency
•Lower overall cost
Administration Facilities Implementation Planning
November 11, 2013 –Board directs staff to create Administrative Facilities Implementation Plan for new administrative buildings
•The AFMP highlighted that the continued rehabilitation of the aging administrative facilities is not the most economical long-term solution
•Implementation Plan focused on options for replacement of the facilities and determining the most efficient and cost-effective plan
•Board directed staff to find onsite solutions: a permanent treatment plant needs permanent facilities
