What is an Industrial User?.
As defined by OCSD's Ordinance and the EPA
Federal Code of Regulations (CFR)
• Any facility that discharges a large volume of industrial
wastewater.
• Any facility subject to a Federal Category listed in the
CFR.
• Any industrial facility that has a potential to violate local ,
state, or federal pretreatment standards.

• Most dischargers are motivated to comply with regulations
and don't intentionally pollute.
• This particular case led us to another violating company in
another city under the same owner. The case is currently
being handled by Orange County's District Attorney as an
environmental crime.
