Bill was not successful. •Key Policy Discussions on Microfiber Legislation Success Rate: The ultimate fate of 9 out of 11 bills were consistent with OCSD’s position Slide 6 Looking Ahead to 2019 Slide 7 Legislative Proposals Bill Concept 1 –Bid Advertising Requirements Presented to CSDA and discussed at CSDA Legislative Planning Meeting on November 2 Bill Concept 2 –Job Order Contracting Presented to CASA and will be discussed at the CASA Legislative Planning Meeting in December Bill Concept 4 –Raising the Contract/Bid Threshold Presented to CASA and will be discussed at the CASA Legislative Planning Meeting in December OCSD Led Legislative Proposals Bill Concept 3 –Video Surveillance Presented to CSDA and discussed at CSDA Legislative Planning Meeting on November 2 Slide 8 Looking Ahead to 2019 –Plan of Action •Increased Visibility and Leadership in Sacramento •Anticipated Policy Discussions in 2019: Microfibers, Biosolids, Non-Flushable Products, Direct Potable Reuse, Water Tax •Continued Relationship Building and OCSD Plant Tours with Key Sacramento Stakeholders Including: •Members of the Legislature •The New Administration •Key Committee Staff •State Water Resources Control Board Members and Staff •CalRecycle Staff (Biosolids Policy and Funding Opportunities) •Increased Involvement and Collaboration with CASA, CSDA, and other Statewide Associations Slide 9 2019 Legislative Plan Slide 10 2019 Legislative Plan •In August,TPA met with OCSD policy experts in each Department to discuss their challenges and frustrations and to identify opportunities •TPA worked to draft updates to the Legislative Plan to address those concerns.Those updates were submitted to staff for inclusion in the 2019 Legislative Plan. Slide 11 2019 Legislative Plan Section Page New Policy Statement Air Quality 12 Support legislation that would facilitate emission reduction credits for wastewater treatment plants Oppose additional redundant requirements and double reporting requirements with respect to air quality or greenhouse gas emissions,including but not limited to reporting requirements associated with AB 617 (Garcia) Biosolids AND Biogas 12 and 13 Support streamlined legislation,regulations and policies that encourage the procurement of biogas,biosolids,and compost Support CalRecycle,California Air Resources Board (CARB),California Public Utilities Commission,(CPUC),California Energy Commission (CEC),California Department of Food and Agriculture (CDFA),and State Water Resources Control Board (SWRCB)accepting quality standards that allow wastewater treatment plants to inject biogas production into existing pipelines for use Limit redundant reporting requirements on organics,recyclable material,and solid waste as mandated by AB 901 Slide 12 2019 Legislative Plan Section Page New Policy Statement Source Control (new section) 13 Support statewide or targeted public education programs and initiatives that teach appropriate “What To Flush”practices Support legislation and funding opportunities that aim to decrease the amount of microplastics deposited through the sewer system Support legislation that regulates the disposal of flushable wipes Support legislation and funding mechanisms that reduce the amount of trash,waste, chemicals,and harmful organic material that enter the sewer system Grant Funding 13 Support regional collaboration and funding for public agencies for food waste co digestion and recycling projects Security (new section) 14 Support legislation that would create efficiencies around the retention policy of surveillance video for innocuous recordings Support funding for the hardening of essential regional facilities such as water recycling and sewer collection and recycling sites Support legislation and funding for regional emergency management collaboration to protect critical infrastructure Slide 13 2019 Legislative Plan Section Page New Policy Statement Public Health 15 Monitor legislation that provides additional occupational safety and health standard requirements for employees,contractors,or subcontractors. Public Works 15 Support legislation and regulation that allow OCSD to utilize the Best Value Design/Build option for the construction of public works projects.
