HomeMy WebLinkAboutPPP Item 3 - ACC-OC OCSD PresentationACC-OC Legislative Update OCSD October 8, 2018 Who We Are The Association of California Cities –Orange County (ACC-OC) represents the interests of Orange County cities on regional public policy issues.The Association believes in education that empowers,policy development that is collaborative,and advocacy that is service orientated. The ACC-OC membership base consists of the cities of Orange County, dozens of local government special districts,businesses,non-profits and higher education institutions.The Association is governed by a Board of Directors and operates as a 501c3. AB 448 –Orange County Housing finance Trust Over the course of 2017 and 2018, ACC-OC worked in partnership with the County of Orange and others to develop an Orange County Housing Finance Trust (OCHFT). In May 2018, AB 448 was introduced by Assembly members Daly and Quirk-Silva. This legislation, co-authored by Senators Moorlach, Bates, and Nguyen, created a JPA that acts as a financial and funding vehicle for homelessness solutions –including but not limited to the planning and construction of permanent supportive housing. The OCHFT will have the ability to receive both public and private funding, bond against those funds, utilize tax credits, and service debt. It would not act as a regulator of land use, an owner or operator of housing units, or as a substitute for local control.
