HomeMy WebLinkAboutItem 3 PPP LaPA Comm 09-10-18 - TPA Legislative UpdateWWW.TOWNSENDPA.COM SACRAMENTO • WASHINGTON, DC SOUTHERN CALIFORNIA • NORTHERN CALIFORNIA TPA Presentation to: Orange County Sanitation District September 10, 2018 Slide 2 2018 Legislative Session •August 31 was the last day for any bill to pass •Any bill that failed to pass by August 31 is now dead and will need to be re-introduced in 2019/2020 •Governor has until September 30 to sign or veto all legislation •Approximately 1,000 bills are still on the Governor’s Desk •Legislature will reconvene in January 2019 Slide 3 Looking Ahead: November 2018 Election •All 80 Assembly seats are up for election –Democrats currently hold 55 Assembly seats –One more than needed for a supermajority •20 out of 40 Senate seats are up for election –Democrats currently hold 26 Senate seats –One less than needed for a supermajority •New Administration –potential change of priorities Slide 4 Bill Status and Advocacy Bill Description OCSD Position Status AB 1933 (Maienschein) Would make clarifications regarding the greenhouse gas reduction benefits of organic waste recycling facilities Support Currently on the Governor’s Desk AB 2411 (McCarty)Would require CalRecycle to develop and implement a plan to maximize the use of compost for slope stabilization and for establishing vegetation Support if Amended Signed into law AB 2447 (Reyes)Would require a lead agency that is preparing an EIR or a negative declaration to provide certain notices required by CEQA to owners and occupants of property located within 1/2 mile of any parcel or parcels in Disadvantaged Communities Seek Amendments Currently on the Governor’s Desk SB 212 (Jackson)Would establish a stewardship program, where manufacturers or distributors would be required to establish and implement a stewardship program for covered drugs or for sharps Support Currently on the Governor’s Desk Water Tax Legislation Would add a voluntary tax on water for urban water users to provide funding for the Safe and Affordable Drinking Water Fund Watch Bill is dead SB 929 (McGuire)Would require all independent special districts to have and maintain an internet web site.
