2018 Legislative Session
•June 29 was the last day for policy bills to pass onto
appropriations committees
•July 6 was the last day for policy bills to pass onto the Floor
•Summer Recess concludes August 6
•All bills must pass the Legislature before August 31

Cap and Trade Expenditure Plan
•The Legislature and the Governor agreed on a $1.4 billion Cap
and Trade expenditure plan for 2018-2019
•Included is $25 million for waste diversion and greenhouse
gas reduction programs
–Administered by CalRecycle
–Must be used to reduce organic waste or process organic and other
recyclable materials

November Ballot Initiatives
•Proposition 3 –Jerry Meral Water Bond
–$8.9 billion in general obligation bonds
–Provides funds for safe drinking water, Sustainable Groundwater Management (SGMA) implementation, water recycling, fish and wildlife habitat conservation, and infrastructure repair
•Proposition 5 –Property Tax Transfers
–Amend Proposition 13 to allow individuals over 55 to transfer the tax-assessed value from their prior home to their new home
•Proposition 6 –SB 1 Repeal
–Would repeal the gas taxes and fees passed in 2017
•Tax Fairness, Transparency, and Accountability Act of 2018
–Would have raised the threshold for voting on all local taxes to two-thirds
–Qualified for the ballot, but was pulled by ballot proponents

SB 212 (Jackson) -Support
•Heavily amended to include the results of a stakeholder working group
•Requires manufacturers that sell drugs or sharps to develop and implementastatewidepharmaceuticalandsharpstewardshipprogram
•This bill requires a program operator to get their plan approved byCalRecycle
•This bill also requires that manufacturers promote its stewardship programbyplacingsignageandprovidingoutreachmaterialsforpharmaciesandendusers
•Status –Referred to the Assembly Appropriations Committee
•OCSD Legislative Platform Connection
–State Priorities: Support legislation or regulations that would prevent the disposing of drugs down the drain and would provide for alternative safe disposal of unwanted/unused medications.

SB 1440 (Hueso)
•Requires the Air Resources Board (ARB)and the Public Utilities
Commission (PUC)to establish a biomethane procurement requirement for
large investor-owned gas utilities of a total of 32 billion cubic feet (BCF).
•This bill would also amend the act to require a gas corporation that offers
natural gas service and accepts an interconnection application from a
private energy producer to provide them with a line-item justification of the
overall cost
•Status –Referred to the Assembly Appropriations Committee

–State Priorities: Support renewable energy initiatives that are
reasonable and fair
