2018 Legislative Session
•April 27 was the last day for fiscal related bills to pass out of
their policy committees
–Hundreds of bills did not make it and are now dead
•May 11 is the last day for policy committees to pass non-fiscal
bills
•June 1 is the last day for bills to pass out of their house of
origin

California WaterFix
•On April 10, the MET Board voted to fund almost two-thirds of the California
WaterFix project
–61% Support
–39% Opposition
•Average residential water bill could raise as much as $4.80 per month if
agricultural interests do not participate
•The project is still several years away from beginning construction

Long Term Water Conservation Regulations
•Legislators have reached a tentative deal after roughly two years of
negotiations
•Potable water recycling credit was one of the last pieces to be negotiated
–15 percent for existing projects (producing water by January 2022)
–10 percent for new projects
•AB 1668 (Friedman) and SB 606 (Skinner) are being amended to reflect
the compromise

•On May 3,TPA met with all members of the Assembly Local Government
Committee
–Also met with Democratic and Republican Assembly Local Government
Committee Consultants

•Individual constituents calling District offices to express concern about
eliminating mechanism to inform the public about public agency activity
•Older members/public watchdogs prefer newspapers
•Digital divide

Ramifications
•Newspapers are admissible in court as legal evidence whereas internet
advertising/websites are not.
Precedent
Setting
•This language is prevalent in public agency law. This legislation could
open the door for all legal/contracting notices to be done through the
internet.

•Proposed Amendments that were discussed
–Narrow the bill to only allow for status quo newspaper advertising or internet
advertising
•Place stringent regulations and benchmarks that must be met if agencies
decide to post bids online
–Pilot program specific to OCSD (would have removed contractor/labor opposition)
–Shorten the length of newspaper bid advertisement to save costs
•On May 8,Assemblymember Daly pulled the bill
•Next Steps
–Assemblymember Daly is interested in continuing to engage on this issue
–Engage with construction/labor opposition
