•April 3 was the primary election for the three empty
Assembly seats
–AD 39:Runoff between Luz Rivas (D)and Ricardo Benitez(R)
–AD 45:Runoff between Jesse Gabriel (D)and Justin Clark (R)
–AD 54 Winner:Sydney Kamlager (D)
•Senator Toni Atkins was sworn in as Senate pro Tem
on March 21
–Previously Speaker of the Assembly from 2014-2016
–Potential for new committee assignments

California WaterFix
•MET and other stakeholders met on March 30 to finalize plans for construction financing
•Everyone agreed that although the best approach would be to build the project in one phase, the project will be split into multiple phases
•MET will take action on April 10 to fund its share of the first phase of construction (6,000 cfs)
•MET and stakeholders are continuing to work to develop financing options for the second phase (9,000 cfs) using the “beneficiary pays” principle

•Requires clothing made from 50 percent or more synthetic material to bear alabelornoticethatthegarmentmayshedmicroplasticswhenwashed
•The bill also makes several legislative declarations and findings,including:
–“Effluent from washing machines and wastewater treatment plants is a significant source
of microfiber pollution that enters waterways and the ocean.”
•TPA recommends that the bill be amended prior to a support position tochangethewordingonthedeclarationtoremovewastewatertreatmentplantsasapossiblesourceofmicrofiberpollutants
•Status –Referred to the Assembly Natural Resources Committee and will beheardonApril9
•OCSD Legislative Platform Connection
–State Priorities: Support legislation or regulations that restrict the use of microplastics in any product that is disposed of through the sewer system

SB 929 (McGuire)
•Requires all independent special districts to maintain a website by January 1,2020
•Exempts independent special districts that proclaim a hardship to maintainingawebsite
•This was one of the recommendations from the Little Hoover Commissionreportonspecialdistrictsfrom2017
•Sponsored by the California Special Districts Association
•Status –Passed the Senate Governance and Finance Committee and hasbeenreferredtotheSenateAppropriationsCommittee
•OCSD Legislative Platform Connection
–State Priorities: Actively monitor the Little Hoover Commission hearings and reports related to climate change adaptation, special districts and other topics as it relates to OCSD.
