Long Term Water Conservation Regulations
•SB 606/AB 1668 are the two vehicles to implement the Governor’s Executive Order
•Draft amendments just released:
–Revises language regarding the standard for indoor residential water use
–Holds firm on the 10 percent recycled water credit
–Updates definitions of recycled water to be consistent with AB 574 (Quirk)

•Governor’s office has discussed the trailer bill
process as an option
•Opposition coalition is still in an opposed unless
amended stance

SB 212 (Jackson) –OCSD Supports
•SB 212 would define home-generated pharmaceutical waste in an effort to reduce harmful disposal practices
•Met with Senator Jackson’s office on February 26
•SB 212 is a high priority for the Senator this year
•A working group will be reconvening regarding this issue
•OCSD is the only sanitation agency in the State that has taken a leadership role and interest
•Senator Jackson’s office is looking to OCSD for specific feedback/information

SB 831 (Wieckowski)
•Eliminates all local agency,school district,special district,and watercorporationfeesforanAccesoryDwellingUnit(ADU)
•Prohibits owner-occupancy requirements for an ADU
•Allows for the creation of an ADU on any lot that has an existing or proposedhome
•Deems an ADU permit application automatically approved if a local agency hasnotactedupontheapplicationwithin120days.
•Status –Referred to the Senate Transportation and Housing Committee andtheSenateGovernanceandFinanceCommittee
•OCSD Legislative Platform Connection
–Legislative and Regulatory Policies: Oppose measures that shift existing local revenue sources back to the state, including the special district share of property tax, sales tax, vehicle license fees, and rate payer fees.
