2018 Legislative Session -Preview
•2018 is an election year
–All 80 Assembly seats are up for re-election
–20 Senate seats are up for re-election
–Gubernatorial election
•The Legislature will return from Interim Recess on January 3
•The second year of a two-year session is condensed
•Governor must release his proposed FY 18-19 Budget by January 10
•February 16 last day for bills to be introduced

2018 Legislative Session –What to Expect
•Long Term Water Conservation Regulations
–Continued efforts to implement the Governor’s executive order in 2016
–Additional legislation to address urban water management planning and water efficiency regulations
•SB 623 (Monning) –Tax on Water
–Two-Year bill: would have levied a fee on every connection to a public water system
–Bill sponsors have indicated they will continue to work on this bill in 2018
•SB 212 (Jackson) –Medical Waste
–Two-Year bill: would have defined home-generated pharmaceutical waste
–Intent of the bill is to prevent the irresponsible disposal of pharmaceutical waste (drains, landfills, etc)
–TPA will be included in a working group with the author’s office to advocate for the interests of OCSD
•Potential Leadership Change in the Senate
–Due to Senate Pro Tem De Leon’s candidacy for U.S. Senate, it is possible that there will be a leadership change in the CA State Senate in 2018
