2017-18 Legislative Session Recap
•Roughly 3,000 bills were introduced in the first year of the
2017-2018 legislative session
•The Governor currently has about 500 bills remaining for his consideration before October 15
•Major topics addressed by the Legislature at the end of 2017 include:
–Affordable Housing Funding Package
–Cap and Trade Expenditure Plan
–2018 Park Bond

Affordable Housing Funding
•SB 2 (Atkins) –Two Thirds Vote
–Would impose a fee of $75 on every real estate instrument, paper, or notice required or permitted by law
•SB 3 (Beall) –Two Thirds Vote
–Would authorize $4 billion in general obligation bonds for affordable housing construction
–Will appear on the November 2018 ballot
•SB 35 (Wiener) -Majority Vote
–Would create a streamlined, ministerial approval process for the development of multi-family housing if the development meets specified requirements
•Status –Signed into law

Cap and Trade Expenditure Plan
•The Legislature passed a $1.5 billion Cap and Trade expenditure
plan on September 15
•The finalized expenditure plan includes:
–$600 million for low carbon transportation projects
–$350 million for the implementation of AB 617 (C. Garcia)
–$40 million for waste diversion projects
•The Governor signed the expenditure plan on September 16

•Expands the allowable uses of the alkaline hydrolysis process (watercremation)to include use for after-life care
•Prohibits the discharge of any residual effluent of the hydrolysis process to themunicipalsewersystemwithoutapermitfromthepubliclyownedtreatmentworkstowhichthesanitarysewersystemorcollectionsystemistributary
•Amended on September 12 to remove the provision that requires coordinationandcooperationbetweenpubliclyownedtreatmentworksandentitiesthatprovideadvancedwaterpurificationserviceswithregardstopermittingdischarges
•Status –Currently on the Governor’s Desk
•OCSD Legislative Platform Connection
–Legislative and Regulatory Policies –Support (generally) measures that provide for improved public health through regulation
