Dental Amalgam
•Amalgam is one of the most
commonly used tooth fillings
•Often called the “silver filling”
•Mixture of mercury, silver, tin, copper,
zinc, and other metals
Why Dental Offices?
•Main source of mercury
discharged to treatment plants•Discharge ~5.1 tons of mercury
yearly
•Mercury is released
to the environment
Who Is Impacted and How?
Exempt Dental Offices
•Who:dental offices not placing or
removing amalgam
•Obligation:submit a one-Time
Compliance Report certifying exempt
Who Is Impacted and How?
Limited Dental Offices
•Who:dental offices not placing or
removing amalgam except on an
emergency or limited basis
•Obligation:submit a one-Time
Compliance Report certifying exempt
Who Is Impacted and How?
Regular –New Dischargers
•Who:started sewer discharge
on or after July 14, 2017
•Obligations:
•install an amalgam separator
•submit a One-Time Compliance Report
•follow two Best Management Practices
Who Is Impacted and How?
Regular –Existing Dischargers
•Who:discharged before July 14, 2017
•Obligations:
•No Amalgam Separator:
•install one by 2020
•submit a One-Time Compliance Report by 2020
•Have an Amalgam Separator:
•use the separator but replace it either by 2027 or
when it breaks
•submit a One-Time Compliance Report
OCSD’s Obligations
•OCSD is responsible for oversight of the rule and
must “receive, review, and retain” the
submitted compliance reports
•What has OCSD done already?
•established a system to gather and save the data electronically
•developed a page on www.ocsd.com
•In addition, OCSD is
•reaching out to the Orange County Dental Society,
•creating a database of dentists, and
•establishing a system for receiving and responding to questions (askTAC Help Desk)
