–Natural Resources Slide 5 AB 574 (Quirk) OCSD Position: Support •Content –Would require the SWRCB to establish a framework for the regulation of potable reuse –Would require the SWRCB,on or before December 31,2021,to adopt uniform water recycling criteria for potable reuse through raw water augmentation •Status –Passed the Assembly,now in the Senate waiting assignment •OCSD Legislative Platform Connection –Legislative and Regulatory Policies –Support measures that promote and provide for the use of reclaimed water Slide 6 AB 851 (Caballero) OCSD Position: Support Previous Version •Content –Significantly amended to only apply to Santa Clara Valley Water District •Status –Passed the Assembly,currently in the Senate waiting assignment •OCSD Legislative Platform Connection –State Tactics –Development and advocacy for design-build legislation targeted at OCSD projects Slide 7 SB 212 (Jackson) OCSD Position: Support •Content –Adds to the definition of “home-generated pharmaceutical waste”to include prescription or over-the-counter human or veterinary home-generated pharmaceutical that is waste and derived from a household –Goal of the bill is to clarify certain kinds of waste to reduce the environmental contamination caused by improperly disposing medical waste •Status –Passed out of Senate.Currently referred to Assembly Environmental Safety and Toxic Materials Committee. •OCSD Legislative Platform Connection –State Priorities –Support legislation or regulations that would prevent the disposing of drugs down the drain Slide 8 AB 1250 (Jones-Sawyer) OCSD Position: Oppose •Content –Requires that proposals to contract out work from counties must notbeapprovedsolelyonthebasisthatsavingswouldresultfromlowercontractorpayratesorbenefits –Cities have been exempt –Currently does NOT apply to special districts •Status –Passed the Assembly,currently in the Senate waiting assignment •OCSD Legislative Platform Connection –Legislative and Regulatory Policies –Support legislation and regulation that allow public agencies to procure goods and services in manners similar to private industry, thereby reducing overall costs of delivery Slide 9 AB 1479 (Bonta) OCSD Position: Oppose •Content –Would require public agencies to designate a person or office to act as the agency’s custodian of records who is responsible for responding to any request made pursuant to the California Public Records Act –The bill would also authorize a court that finds that an agency or the custodian improperly withheld from a member of the public to assess a civil penalty against the agency in an amount not less than $1,000 nor more than $5,000 •Status –Passed the Assembly,currently in the Senate waiting assignment •OCSD Legislative Platform Connection –Legislative and Regulatory Policies –Oppose the imposition of unfunded, mandated programs on local governments Slide 10 AB 1129 (Stone) – OCSD Position: TPA Previously Recommended Oppose Position •Content –Requires revetments,breakwaters,groins,harbor channels,seawalls,cliff retaining walls,and other such construction that alters natural shorelines processes to be permitted only for existing structures as of January 1,1977 –Limits emergency permits to temporary authorization to minimize any potential harm or adverse coastal impacts –Possibility to impact any coastal protection measures for Plant 2 in Huntington Beach. •Status –Moved to the Assembly Inactive File and is now a two-year bill –Leading up to Floor hearings,TPA worked with Assemblymember Sharon Quirk-Silva to educate her on the impacts this legislation would have to the District Slide 11 Park Bond Bills OCSD Position: Support if Amended/Support: OCSD Action: Sent Letters Advocating for Inclusion of Water Funding Bill Total $Water –Funding assistance for OCSD projects through grants, appropriations, or other means Slide 12 SB 623 (Monning) OCSD Recommended Position: Watch •Content –Would establish the Safe and Affordable Drinking Water Fund in the State Treasury –The bill would require the board to expend moneys in the fund for grants, loans,contracts,or services to assist those without access to safe and affordable drinking water –Bill author indicated that he plans to insert language for a ratepayer assessment (tax on water) •Status –Passed the Senate,currently in the Assembly waiting assignment •OCSD
