•Content
–Adds to the definition of “home-generated pharmaceutical waste”to include
prescription or over-the-counter human or veterinary home-generated
pharmaceutical that is waste and derived from a household
–Goal of the bill is to clarify certain kinds of waste to reduce the environmental
contamination caused by improperly disposing medical waste
•Status
–Passed out of Senate.Currently referred to Assembly Environmental Safety
and Toxic Materials Committee.

disposing of drugs down the drain

•Content
–Requires that proposals to contract out work from counties must notbeapprovedsolelyonthebasisthatsavingswouldresultfromlowercontractorpayratesorbenefits

•Content
–Would require public agencies to designate a person or office to act as the
agency’s custodian of records who is responsible for responding to any
request made pursuant to the California Public Records Act
–The bill would also authorize a court that finds that an agency or the
custodian improperly withheld from a member of the public to assess a civil
penalty against the agency in an amount not less than $1,000 nor more than
$5,000

•Content
–Requires revetments,breakwaters,groins,harbor channels,seawalls,cliff
retaining walls,and other such construction that alters natural shorelines
processes to be permitted only for existing structures as of January 1,1977
–Limits emergency permits to temporary authorization to minimize any
potential harm or adverse coastal impacts
–Possibility to impact any coastal protection measures for Plant 2 in
Huntington Beach.
•Status
–Moved to the Assembly Inactive File and is now a two-year bill
–Leading up to Floor hearings,TPA worked with Assemblymember Sharon
Quirk-Silva to educate her on the impacts this legislation would have to the
District

–Would establish the Safe and Affordable Drinking Water Fund in the State
Treasury
–The bill would require the board to expend moneys in the fund for grants,
loans,contracts,or services to assist those without access to safe and
affordable drinking water
–Bill author indicated that he plans to insert language for a ratepayer
assessment (tax on water)

Long Term Conservation Proposals
•AB 968 (Rubio)–2 Year Bill
–Establishes a new 2025 water use efficiency requirement for urban retail water
suppliers
•AB 1654 (Rubio)–Passed the Asm.Floor
–Creates a new drought response plan by recasting the requirements of a water
shortage contingency analysis (WSCA),and creates a new annual water supply
reporting requirement for urban water suppliers
•AB 1668 (Friedman)–Passed the Asm.Floor
–Creates a new drought response plan by making numerous changes to water supply
planning and drought planning to incorporate climate change,enhance water supply
analysis,and strengthen the enforceability of urban water management plans and
drought contingency planning
•AB 1669 (Friedman)–2 Year Bill
–This bill requires the State Water Resources Control Board,in consultation with the
Department of Water Resources,to adopt long-term standards for urban water
conservation and water use
–Extends a drought or water waste emergency regulation adopted by the SWRCB from
270 days to one year

Budget Trailer Bill
•Content
–Gives the SWRCB broad authority to impose water use standards
Authorizes the Board to adopt long term standards for water conservation
–Grants the SWRCB greater enforcement authority in response to a violation of any
regulations
–Does not establish any credit for the use of recycled water
•Process: Budget Trailer Bill versus Legislation
–Does not go through traditional policy committee hearings
–Push back from stakeholders regarding policy development through the trailer bill
process
