•Content
–Would require the SWRCB to establish a framework for the regulation of
potable reuse

augmentation

SB 212 (Jackson) –Recommend Support
•Content
–Adds to the definition of “home-generated pharmaceutical waste”to include
prescription or over-the-counter human or veterinary home-generated
pharmaceutical that is waste and derived from a household
–Goal of the bill is to clarify certain kinds of waste to reduce the environmental
contamination caused by improperly disposing medical waste
•Status
–Passed out of Senate.Currently in the Assembly awaiting assignment to
Committee

•Content
–Requires that proposals to contract out work from cities and counties mustnotbeapprovedsolelyonthebasisthatsavingswouldresultfromlowercontractorpayratesorbenefits
–Would require that the county or city conduct a cost-benefit analysis prior toenteringintothecontract
–Would also require the county or city to conduct an audit of the contract todeterminewhethercostsavingshavebeenrealized

•Content
–Would require public agencies to designate a person or office to act as the
agency’s custodian of records who is responsible for responding to any
request made pursuant to the California Public Records Act
–The bill would also authorize a court that finds that an agency or the
custodian improperly withheld from a member of the public to assess a civil
penalty against the agency in an amount not less than $1,000 nor more than
$5,000

and cost-effective reductions in greenhouse gas emissions
•AB 378 (C. Garcia) –authorize ARB to extend to Cap and
Trade to 2030 and adopt air pollutant emissions standards for
industrial facilities subject to Cap and Trade

•Governor signed Executive Order B-40-17, lifting the drought
state of emergency in all but four counties
•Maintains several provisions of the emergency conservation
regulations
•Making Water Conservation a Way of Life framework released
by five state agencies

intention of executing the Governor’s executive order
