Fletcher Vice Chair Frank Bigelow AB 18 (Garcia) –Parks Bond Support if Amended In Senate, pending Committee Assignment TBD SB 5 (De Leon) –Parks Bond Support Senate Appropriations Chair Ricardo Lara Vice Chair Patricia Bates Slide 10 Bills to Watch •AB 968 (Rubio)–Watch/Support –Establishes a new 2025 water use efficiency requirement for urban retail water suppliers –OCSD Legislative Platform:Legislative and Regulatory Policies –Support legislation andregulationthatpromoteimprovedwateruseefficiencythroughstateandfederalassistance •SB 231 (Hertzberg)–Watch –Similar to the final version of Senator Hertzberg’s SB 1298 (2016),which failed to pass thelegislaturelastyear –This bill changes the definition of “sewer service”to include stormwater,allowing localgovernmentstochargepropertyownersfortheconstructionandoperationofstormwatermanagementprojects –OCSD Legislative Platform:Legislative and Regulatory Policies –Track pending legislationtoensureOCSDremainsincompliancewiththegovernmentcodeasitpertainstowastewatersystemuserfeesandpropertytaxrevenuesandtheinvestmentofpublicfunds. •AB 967 (Gloria)–Watch –Expands the allowable uses of the alkaline hydrolysis process (water cremation)to includeuseforafter-life care –Prohibits the discharge of any residual effluent to the municipal sewer system –OCSD Legislative Platform:Legislative and Regulatory Policies –Support (generally)measures that provide for improved public health through regulation Slide 11 Transportation Funding •$52 billion over 10 years for transportation infrastructure projects •50/50 split between local streets and roads and state highways Slide 12 Cap and Trade Funding •Current Cap and Trade program set to sunset in 2020 •Legislation to re-authorize and amend the Cap and Trade program •SB 775 (Wieckowski) –extend Cap and Trade to 2030, raise price floor to $20 in 2021 +$5 more per year after •AB 151 (Burke)–requires the ARB to prepare and approve a scoping plan for achieving the maximum technologically feasible and cost-effective reductions in greenhouse gas emissions •AB 378 (C.
