TIMELINE
• August 2002 : Began effluent disinfection w/bleach r _
• July 2005 : Initial decline in benthic community near the outfall
• July 2008: GWRS targets 70 MGD reclaimed effluent
• January 2009: GWRS increased to 90 MGD, acceleration in
benthos population decline
• March 2011: Full secondary treatment achieved, effluent
chlorination use decreased by 90%
• January2012 : Initial recovery seen in benthic community
Disinfection and Beach Water Quality
Studies conducted from 1999-2003 and recent special OCSD
studies/projects indicate:
• Discharge from OCSD outfall does not impact beach water quality
• Local and natural source(s) are causing infrequent high levels of
enterococci bacteria at Huntington Beach, CA
• Results from J-112 Enhanced Disinfection Project
• Dry weather urban runoff diversions have reduced beach bacteria
levels
• Effluent disinfection has no benefit on beach water quality
• No overall change in beach water
quality between pre-disinfection and
disinfection periods

Summary
1. Disinfection is environmentally harmful esp. on the benthic
community around the outfall
2. No health benefit on local beach water quality
3. Unnecessary cost to ratepayers
4. NWRI panel recommended ceasing disinfection
5. Stakeholder feedback has endorsed ceasing disinfection
The Next Steps
1. OCSD will continue Public Outreach and Stakeholder Input
2. Requested regulators to re-open ocean discharge permit to
eliminate disinfection requirement
