Biochemical Oxygen Demand (BOD) – The amount of oxygen used when organic matter undergoes decomposition by microorganisms. Testing for BOD is done to assess the amount of organic matter in water. Biosolids – Biosolids are nutrient rich organic and highly treated solid materials produced by the wastewater treatment process. This high-quality product can be recycled as a soil amendment on farm land or further processed as an earth-like product for commercial and home gardens to improve and maintain fertile soil and stimulate plant growth. Capital Improvement Program (CIP) – Projects for repair, rehabilitation, and replacement of assets. Also includes treatment improvements, additional capacity, and projects for the support facilities. Coliform bacteria – A group of bacteria found in the intestines of humans and other animals, but also occasionally found elsewhere used as indicators of sewage pollution. E. coli are the most common bacteria in wastewater. Collections system – In wastewater, it is the system of typically underground pipes that receive and convey sanitary wastewater or storm water. Certificate of Participation (COP) – A type of financing where an investor purchases a share of the lease revenues of a program rather than the bond being secured by those revenues. Contaminants of Potential Concern (CPC) – Pharmaceuticals, hormones, and other organic wastewater contaminants. Dilution to Threshold (D/T) – the dilution at which the majority of the people detect the odor becomes the D/T for that air sample. Greenhouse gases – In the order of relative abundance water vapor, carbon dioxide, methane, nitrous oxide, and ozone gases that are considered the cause of global warming (“greenhouse effect”). Glossary of Terms and Abbreviations Groundwater Replenishment (GWR) System – A joint water reclamation project that proactively responds to Southern California’s current and future water needs. This joint project between the Orange County Water District and the Orange County Sanitation District provides 70 million gallons a day of drinking quality water to replenish the local groundwater supply. Levels of Service (LOS) – Goals to support environmental and public expectations for performance. NDMA – N-Nitrosodimethylamine is an N-nitrosoamine suspected cancer-causing agent. It has been found in the Groundwater Replenishment System process and is eliminated using hydrogen peroxide with extra ultra-violet treatment. National Biosolids Partnership (NBP) – An alliance of the National Association of Clean Water Agencies (NACWA) and Water Environment Federation (WEF), with advisory support from the U.S. Environmental Protection Agency (EPA). NBP is committed to developing and advancing environmentally sound and sustainable biosolids management practices that go beyond regulatory compliance and promote public participation in order to enhance the credibility of local agency biosolids programs and improved communications that lead to public acceptance. Publicly-owned Treatment Works (POTW) – Municipal wastewater treatment plant. Santa Ana River Interceptor (SARI) Line – A regional brine line designed to convey 30 million gallons per day (MGD) of non-reclaimable wastewater from the upper Santa Ana River basin to the ocean for disposal, after treatment. Sanitary sewer – Separate sewer systems specifically for the carrying of domestic and industrial wastewater. Combined sewers carry both wastewater and urban run-off. South Coast Air Quality Management District (SCAQMD) – Regional regulatory agency that develops plans and regulations designed to achieve public health standards by reducing emissions from business and industry. Secondary treatment – Biological wastewater treatment, particularly the activated-sludge process, where bacteria and other microorganisms consume dissolved nutrients in wastewater. Sludge – Untreated solid material created by the treatment of wastewater. Total suspended solids (TSS) – The amount of solids floating and in suspension in wastewater. Trickling filter – A biological secondary treatment process in which bacteria and other microorganisms, growing as slime on the surface of rocks or plastic media, consume nutrients in wastewater as it trickles over them. Urban runoff – Water from city streets and domestic properties that carry pollutants into the storm drains, rivers, lakes, and oceans. Wastewater – Any water that enters the sanitary sewer. Watershed – A land area from which water drains to a particular water body. OCSD’s service area is in the Santa Ana River Watershed. Ruth, General Manager Originator: Lorenzo Tyner, Director of Finance & Administrative Services SUBJECT: HAZARDOUS WASTE DISPOSAL PROGRAM GENERAL MANAGER'S RECOMMENDATION Approve Change Order No. 2 to P.O. 104359-OA, a bridge contract issued to Clean Harbors Environmental Service, for original contract on Specification No. S-2006-300, for hazardous waste services, approving an increase of $7,048.00, for a total contract amount not to exceed $102,234.90 for the contract period January 1, 2012 through June 30, 2012. SUMMARY Unforeseen service expenses have exhausted the purchase order. Therefore, the Risk Management Division is requesting an additional $7,048.00 be added to the purchase order to cover an outstanding invoice. PRIOR COMMITTEE/BOARD ACTIONS Approved in Fiscal Year 2011/2012 Budget. ADDITIONAL INFORMATION OCSD is required to properly dispose of all hazardous waste generated. The requirements are based upon environmental regulations, specifically, the Resource Conservation and Recovery Act (RCRA). Clean Harbors Environmental Services was awarded the contract. The vendor’s primary service is the transportation, treatment, and either recycling or disposal of hazardous waste generated by OCSD. OCSD uses the vendor to provide the following additional services: · Hazardous waste profiling – sampling a waste and conducting lab analysis to determine how the waste is supposed to be disposed of properly; · Lab packs – sampling and properly packing small quantities of chemicals to ensure they are disposed of properly; · Spill cleanup – provide the trained personnel, material, and equipment to clean up spills caused by OCSD activities that are beyond the capabilities of OCSD staff to handle; and, Page 2 of 2 · Hazardous waste storage yard inspections – examining all the different storage areas at Plant 1 and Plant 2 to ensure they are compliant with regulations. Ruth, General Manager Originator: Jeff Reed, Director of Human Resources SUBJECT: WORKFORCE PLANNING / DEVELOPMENT GENERAL MANAGER'S RECOMMENDATION Informational Item SUMMARY The wastewater industry is experiencing increased demand for qualified staff that are trained and certified to operate and maintain Publicly Owned Treatment Works (POTW). A review of the Orange County Sanitation District’s (OCSD) workforce indicates 40 percent of staff in core wastewater jobs will be eligible to retire in the next three years. This corresponds with a 2011 survey of southern California wastewater occupations, which indicated that approximately 20 percent of the workforce is eligible for retirement. These are challenging times for the wastewater industry with the increasing regulatory demands, a changing workforce, and the lack of skilled workers in trade occupations. OCSD also faces a loss of leadership as the current workforce transitions into retirement. The organization has experienced a significant number of retirements in recent years. From March 2010 through March 2012, 88 employees departed OCSD, taking 1,898 years of knowledge and experience with them. Based on the anticipated knowledge and skills gaps, OCSD is taking significant steps to develop talent in the community, and expand the skill base of existing workforce for future staffing needs. PRIOR COMMITTEE/BOARD ACTIONS N/A ADDITIONAL INFORMATION In 2010, OCSD began to pilot a Vocational Internship Program. OCSD partnered with Santiago Canyon College in Orange County, and identified the on-the-job learning objectives that would work in conjunction with the Water Utility Science Program curriculum established by the college. The program is offered as an opportunity for OCSD to give back to the communities it serves, while providing practical paid experience to potential future wastewater employees. The intent is to offer a learning 2 of 2 environment for students to develop workplace readiness skills, gain work experience, and learn about careers within the wastewater industry. The 52-week program rotates vocational interns through five different career modules: Wastewater Treatment, Mechanical Maintenance, Collections & Rebuild, Instrumentation Maintenance, and Electrical Maintenance. Students work 32-hours per week, while earning academic credit towards the technical certificate in the Water Utility Science Program. The program has allowed students to explore opportunities at OCSD, establish professional relationships, coaching and mentoring opportunities, and provided OCSD with innovative ideas. Participation in the program also provides students with the prerequisites necessary to apply for wastewater certification exams. The two students initially selected to participate in the program were ultimately hired through OCSD’s competitive recruitment and selection process. Based on the evident success of the program, staff plans to expand the vocational internship program to include an increased number of students based on organizational needs and capacity. Additionally, OCSD has established relationships with local educational institutions to assist with developing a future labor force capable of meeting the needs of the organization, the region, and the industry. Staff has participated on advisory boards with Los Angeles Harbor College, Cerritos College, and the California Community College Chancellor’s Office to evaluate and provide feedback on curriculum being developed to address talent shortages and skills deficiencies. Staff has identified the following opportunities that may provide a bench of qualified applicants for careers in wastewater, including: · San Bernardino Valley College – offers a Veterans Work Experience Program in Water Supply Technology. The program provides a limited number of veterans with paid work experience in local water/wastewater agencies. It also offers students curriculum designed to meet industry standards and the requirements for State certification. · Apprenticeship Program – a State-approved apprenticeship program combines on-the-job training with related and supplemental school instruction, and in turn becomes an important part of the occupation and industry. Staff is exploring this option for the skilled crafts, which operates under apprenticeship training standards agreed to by labor and/or management in accordance with State and Federal laws. OCSD will continue to evaluate critical knowledge and skills gaps; and look for opportunities to partner with local institutions and organizations to help address future needs and support workforce planning and workforce development. Through a multi- pronged approach, OCSD can ensure meeting the increased demand for highly qualified staff to operate and maintain its POTW in the future.
