The following status report is submitted for your review and consideration.
1. Public and Environmental Health
Winter Weather Preparation Underway
Staff have begun their annual preparation for the rainy season. These
preparations include: 1) assuring full hydraulic capacity of our systems; 2) cleaning
out and testing the on-site storm water sump pumps and conveyance; 3)
scheduling and training standby personnel; 4) testing standby equipment
(generators, pumps, and cranes); and 5) assuring project activities that can
compromise capacity are coordinated per our contractual requirements.
Construction Set to Begin in Los Alamitos
Construction for the Los Alamitos Trunk Sewer Project is set to begin in October.
This project will rehabilitate two pipelines and rehabilitate or replace over 70
manholes. Over 17,000 mailed notices have been sent to the community
surrounding the area where construction will begin, and presentations have been
given to the cities of Cypress and Los Alamitos. As construction progresses, the
communities will continue to be engaged through the efforts of our dedicated
community liaison. Additional project and contact information can be found at

Collection System Projects Increase Flow Available to GWRS
OC San is making an additional eight million gallons per day (MGD) available for
the Groundwater Replenishment System (GWRS). Wastewater that previously
flowed into the Santa Ana River Interceptor line, which cannot be reclaimed, is
being diverted to Plant No. 1, where treated effluent is delivered to the Orange
County Water District for recycling at GWRS. The completion of the Newhope-
Placentia Trunk Sewer project allowed staff to redirect approximately to 6 MGD of
wastewater to Plant No.1 so far and will allow an additional 2 MGD of flow to be
diverted with the upcoming abandonment of the Yorba Linda Pump Station.

Recent Articles in the News on OC San's Preparation for Sea Level Rise
Two articles were published this month related to sea level rise and groundwater.
OC San was interviewed for both articles and we were able to highlight our 2019
Climate Resiliency Study which resulted in several modifications to our
facilities being incorporated into our CIP projects to address the long-term risk. An
established engineering design guideline to ensure climate change consideration
is included in all new and rehabilitation projects. In addition, Plant No. 2 relies on
a natural buffer that includes a wetland, state highway, and a beach. Construction
of a flood wall at Plant No. 2 will provide added protection against sea level rise,
storm surges, and tsunamis. The flood wall project will be built in two phases with
full completion by 2035. Both articles were sent to the Board via email and are also
attached for reference.
2. Sound Finances and Increasing Efficiency
Draft Strategic Plan is Complete
After a thorough review and analysis of the current Strategic Plan by staff and the
Board, the 2021 Draft Strategic Plan is now complete. As previously discussed and
presented, the plan includes the agency's top policy areas and initiatives that will
be carried out over the next two years. A draft of the plan is included in this month's
agenda with the final plan being presented in November.
Construction of the New Headquarters is Underway
The contractor began grading the site of our new headquarters building this month.
Members of the OC San project team, including the design consultant and a third-
party construction management team, attended a site visit of an ongoing mass
timber construction project to get hands-on exposure to the work, discuss
challenges specific to mass timber, and review lessons learned that can be applied
to the headquarters project. The community has been notified of the construction
efforts. Project information, videos, progress and contact information for the
dedicated community liaison can be found at www.ocsan.gov/Headquarters.
Construction is scheduled to be complete in November 2023.
3. Recovering Valuable Resources
State College Sewer Construction Project Complete
The newly constructed Newhope-Placentia Trunk Sewer is in service and fully
operational. This two-phased project replaced seven miles of sewer along State
College Boulevard from Yorba Linda Boulevard in the City of Fullerton to
Orangewood Avenue in the City of Anaheim by Angel Stadium. Phase A was
completed in 2017. Final paving for Phase B will be completed this month with
minor activity occurring in early October.

4. Community Outreach and Transparency
Community Outreach Update
During the month of September, OC San held four virtual tours for Cypress
College, Cal State Fullerton Nursing, and the new Employee Tour. Our virtual tour
program continues to reach the community as we continue with our COVID-19
protocols.
OC San Celebrates Their VIPs
Later this month, we will celebrate our employees who have volunteered their time
and effort to support OC San's educational mission through the Volunteer Incentive
Program (VIP). Due to COVID-19 restrictions, we are once again unable to gather
in person as we typically do for the annual luncheon. This year, the Board
Chairman, Executive Management Team and I will thank our VIP's by sending
them a personal notecard and small token of appreciation recognizing their efforts.
Even through the pandemic, our volunteers dedicated their time for 36 tours and 33
speaking engagements. Through these efforts, it is estimated that OC
San reached over 4,000 people in fiscal year 2020/2021 which is slightly above
last year's numbers of approximately 3,700, however well below our non-COVID
times of approximately 8,000.
5. Legislative and Industry Affairs
Federal Legislative Update
Congress is expected to finalize a budget to fund the infrastructure package of
$3.5 trillion that is projected to increase funding for wastewater needs. Concerns
from a number of moderate Representatives over the effects of the new spending
may reduce the level of additional funding for water needs.
Congress is still under a deadline to finalize the Fiscal Year 2022 spending bills by
the end of September. This is not expected to happen, and we expect a stopgap
spending bill to be passed that could extend until December, avoiding a
governmental shutdown.
OC San to Speak at PFAS Event Hosted by OCWD
The Orange County Water District is hosting an event on September 28 to provide
the latest updates on PFAS legislation. OC San's Board Chairman will discuss the
roles and responsibilities of wastewater agencies and the overall impact on the
industry. Speakers include Mike Markus, OCWD General Manager; Steve
Sheldon, OCWD President; John Withers, OC San Board Chairman; and Eric
Sapirstein, ENS Resources. The invitation was sent via email to the Board of
Directors by the Clerk of the Board.

OCBC Infrastructure Committee Presentation
On September 14, 1 had the opportunity to speak at the Orange County Business
Council Infrastructure Committee where I presented our current Capital
Improvement Program and provided an update on the launch of our new Vendor
Outreach Program, one of the initiatives included in the Strategic Plan.
US Green Building Council Presentation
On September 30, Assistant General Manager Rob Thompson will be speaking at
the 2021 US Green Building Council where he will discuss GWRS, current
wastewater projects, and how we can incorporate and maximize recycling and
sustainability when planning projects.
OC San Wins Procurement Award
OC San was awarded the National Procurement Award from the National
Procurement Institute. OC San is one of only 182 agencies in the U.S. and
Canada, and one of only 36 special districts to receive this award.
6. Workforce and Administration
COVID Update
OC San continues to maintain compliance with federal, state, and local public
health guidance and Cal OSHA regulations for COVID-19. As a result of rising
case rates from the Delta variant, face covering requirements for fully vaccinated
individuals were reinstituted and Phase 2 of the return-to-office plan for teleworking
staff was temporarily postponed. OC San will continue to monitor changes in case
rates as well as public health guidance, and update safety protocols as needed.
A letter was sent by the Board Chairman to the Board Members and Alternate
Board Members informing them of the tentative plans and requirements to return
to full in-person Committee and Board Meetings as of October 6. Based on the
recent signing of AB 361 by the Governor, OC San plans to continue to host Board
and Committee meetings virtually until further notice.

Underscoring the growing urgency to prepare now for rising seas in the decades
ahead, the California Coastal Com m'sion is basing its m ost recent adaptation
plan on m ore extrem a scenarios and m aking the case for relocating vulnerable
coastal roads, railways and sewage plants.
Those projections and strategies are drawing a wary eye from some Southern
California officials, at least one of whom openly questions the relevance of the
com m 6sion's approach.
But the Coastal Com m 6sion is firm ly defending its draft document,"Critical
Infrastructure at Risk: Sea Level Rise Planning Guidance for California's Coastal
Zone."The reort focuses on transportation and wastewater infrastructure,

crucial long-term public works that require significant advance planning.
"It's no longer,'How do the tides usually run?',"said Donne Brownsey,vice
chairperson of the com m 6sion."It's how they're going to run 30 years from now,
50 years from now, 70 years from now.And it takes 20 years to figure out how to
do som e of these adaptation projects.The longer you wait,the fewer options you
have."
Evidence of future peril reared its head this month when high tides and big
waves flooded parking lots at Capistrano Beach and Aliso Beach.At the sam e

time, Newport Beach scurried to build a protective beach berm on its peninsula.
W inter flooding from high seas is already a perennial event in a num bers of
coastal towns, including Long Beach and Sunset Beach.
But sea-level rise doesn't always raise widespread concern among the public
because it doesn't display its threat as dramatically as other disasters, Brownsey
said.
"It's a slower m oving crisis than a wildfire or a hurricane,"she said."But this is an
urgent, im pactful issue."
The 224-page draft report was released Aug. 16,with the public and local
jurisdictions having until Sept. 24 to subm it com m ants.The com m 6sion is
expected to consider final approval in Novem ber or Decem ber.
Extreme forecasts
The state's Ocean Protective Council,whose predictions about sea-level rise are
used by the com m 6sion, last year updated its re com m Enclations, calling for state
to get ready for 3.5 feet of sea-level rise by 2050.A num ber of cities had been
using— and som a continue to use— a benchm ark of 6 feet to 7 feet of rise by
2100, although that standard has been criticized for being too extrem e because it
has been given only 1 in 200 chance of occurring by the council.
The new Coastal Com m 6sion proposal, however, uses the even m ore extrem e
planning benchm ark of 10 feet of rise by 2100, an"extrem e high risk" projection
that's considered such a long-shot that Ocean Protective Council doesn't offer
odds of it happening.
M adeline Cavalieri,the com m 6sion's statewide planning director, said the 10-
foot scenario was used because of the importance and longevity of
transportation and sewage infrastructure,the difficulty of relocating it, and the
increasingly dire projections of climate change-driven sea-level rise.
Advance planning for this extrem e projection, Cavalieri said,"is a paradigm shift
in how we plan for the coast."
But m aking plans based on the idea that the ocean m fight rise 10 feet over the
next 79 years m ay be taking it too far, said Ursula Luna-Reynosa, com m Lnity
development director for the city of Huntington Beach.
"Given the high level of uncertainty around the(extreme high risk) scenario,
policy makers need to consider ... the significant allocation of lim ited resources
that would be necessary to im plem ent such planning efforts,"she said via em ail.
"Recent studies indicate that the (extreme high risk)scenario m ay be less
relevant for planning purposes."
Luna-Reynosa pointed to studies that showed high-end predictions of 9 inches of
sea level rise by 2050 and 3.4 feet by 2100.
She also took aim at the com mssion's preference of avoiding permanent hard
arm oring, like seawalls, in favor of natural barriers, such as marshes, and
relocating infrastructure away from the coast. Seawalls and sim ilar arm oring are
typically opposed by the com m 6sion —especially as long-term fixes— because
they can accelerate the loss of beaches and coastal habitat.
"Utilizing high-risk, low-probability scenarios can result in draconian effects if
managed retreat and natural buffers are the only tools available,"she said.
Like Huntington Beach, other coastal cities responding to Southern California
News Group inquiries said they were still studying the draft docum ent and
preparing feedback for the com m 6sion.
But even Long Beach planner Alison Spindler-Ruiz,who said the city shared the
com m 6sion's sense of urgency and agreed with the analysis that prevailing sea-
level rise projections m fight be underestimates, noted that her city is using"more
probable projections."
Moving roads inland
A 100-year flood com bined with 4.6 feet of sea level rise would threaten or
damage hundreds of miles of railways,thousands of miles of roads, and at least
28 wastewater treatment plants, according to an analysis cited in the draft
report.
Of the five early adaption case studies in the report,three involved relocating
existing coastal infrastructure farther inland. One involved moving a 2.8-acre
stretch of Highway 1 in north San Luis Obisbo County.Another started with the
com m 6sion rejecting a plan to rebuild a coastal sewage plant in the city of M orro
Bay because of flooding concerns and concluded with approval of a new plant
three miles inland.
Additionally,the Orange County Transportation Authority is studying how to
address vulnerable beachfront railway in south Orange County and two San
Diego County agencies are analyzing possible inland alignments for vulnerable
railway in Del Mar.
"In many cases, relocation ... is one of the surest ways to avoid coastal hazards
associated with sea level rise, as well as the service disruptions and damage that
m ay be caused by flooding and erosion,"the com m 6sion report says. "Further, if
infrastructure is realigned inland, not only will it be safe, but coastal habitats will
have the opportunity to m igrate inland and persist as sea levels rise."
But the strategy known as"managed retreat"often raises hackles on the local
level, in part because of coastal hom eowners who sim ply want to shore up their
properties with hard arm oring such as seawalls and in part because of the
expense involved with relocation.
"It's become a political red flag, even though it's well accepted as an adaptation
strategy,"said Coastal Com m 6sion Vice Chair Brownsey."It's our effort to take
some of the charge out of it so we can have a conversation about a range of
adaptation strategies."
In the the draft report,the words"managed retreat"don't appear until the
references and appendixes, but the words"relocate"and"relocation"appear 77
times. Other possible approaches mentioned in the report include elevating
structures and fortifying natural barriers,which can include marshes, as well as
burying boulders or cobbles under the beach to stem the ocean's march
landward. Such subterranean revetm ent has been constructed in Cardiff and is
being considered for Capistrano Beach.
Brownsey acknowledged the expense involved — particularly with relocation —
while the com m 6sion report cites studies saying that every dollar spent early to
address vulnerabilities can save $4 to $10 in the long run.The report also lists a
host of potential funding sources, ranging from state and federal grants to
assessments, utility fees and parcel taxes.
Both Brownsey and Cavalieri said that most coastal cities are already making
progress preparing for sea-level rise, and that the public increasingly is aware of
the threat.
"But more needs to be done in term sof public education," Brownsey said."We
have a few com m unities in Orange County and Southern California that are really
resistant to (managed retreat) because it presents tough issues.W ewant to help
people make the best decision and sometimes that's managed retreat, as difficult
as that may be."
Ultim ately, she said, it's not a m atter of controlling the ocean or asserting the
com m 6sion's will over local governm ent.
"At the end of the day,we don't really decide.The ocean decides."
Vulnerable sites
Am ong specific Southern California locations vulnerable to sea-level rise and
cited in the Coastal Comm 6sion's draft report, "Critical Infrastructure at Risk":
•"Over 10 m iles of railroad track in Los Angeles County will be vulnerable to
storm flooding"with 6.6 feet of sea-level rise com bined with a 100-year storm,
the report says."In San Diego County, approximately 2 miles of track will be in
danger of erosion, and close to 10 m iles will be in danger of storm flooding. In
som e cases,these vulnerable segm ents represent a significant portion of a city's
shoreline, as is the case for the cities of San Clemente and Del M ar, or are critical
to a port as distribution lines."
• Pacific Coast Highway in Sunset Beach already floods during king tides and
"there is potential of widespread inundation across large portions of northern
Huntington Beach in the vicinity of Huntington Harbour and Bolsa Chica by 2100"
with 5.5 feet of sea-level rise, according to the report.That poses a risk to sewage
lift stations.
•"Some areas such as Highway 1 in Huntington Beach and along the Newport
coast south of Crystal Cove face erosion threats that will require adaptation
planning,"the report says.
•The Orange County Sanitation District sewage treatment plant in south
Huntington Beach is vulnerable to tidal inundation, extremewave events, and
storm water runoff.
•"Highways around the Ports of Los Angeles and Long Beach have also been
identified as vulnerable to flooding,which has the potential to disrupt extremely
valuable com m a'ce. For exam ple, Route 47, Interstate 710, and Highway 1 all
m erge at the Port of Los Angeles and are exposed to future sea level rise,"the
report says.
•The Hyperion Wastewater Treatment Plant in Playa del Rey is about 32 feet
above sea level but is still "sensitive to storm-related flooding,"according to the
draft report, citing the city of Los Angeles'own vulnerability assessment.
"Significant increases in sea level could reduce the plant's efficiency in the
discharge of effluent because the pum ped flow would be m et with m ore water
pressure."

coastal cities as sea levels rise

While concerns over sea-level rise have typically focused on the ocean washing
over previously dry land, higher seas also raise the coastal groundwater table and that could expose far more Californians and their property to climate-
change effects than overland flooding.
M iam i is already experiencing such groundwater flooding.The Atlantic Ocean
has risen enough that it routinely pushes subterranean water levels so they
breach the land's surface in some neighborhoods there on a daily basis, U.S.
Geological Survey coastal geologist Patrick Barnard told the state Coastal
Comm ission in a m ulti-agency presentation on the issue Sept. 8.
"Low-lying areas like ports and reclaimed estuaries— like we have in northern
Orange County and the ports of Los Angeles and Long Beach — have very
shallow groundwater today and by the end of the century, it will becom e even
more of an issue," Barnard said.
"It's going to be a com pound issue where it's not only going to be overland
flooding, but the daily im pacts of this water table hazard."
With 6.6 feet of sea-level rise, 600,000 people in the state and $200 billion of
property would be in jeopardy from overland flooding during a 100-year storm,
according to current m odeling. But with the sam a am ount of sea-level rise,4
m illion people and $1.1 trillion of property could be exposed to higher
groundwater on a daily basis — not just during a storm,he said.
The groundwater rise would threaten seven times as m uch roadway as overland
flooding, and nine times as many critical facilities, including schools, hospitals
and police stations, he said. Damage could include flooded basements, disabled
drainage, damage to underground pipelines and sewage systems, and
undermined roadbeds. Unlike overland flooding, seawalls and similar barriers
can't protect against groundwater rise.
The new modeling presented to the Coastal Com m 6sion looks at groundwater
levels relative to sea levels, using a color-coded map to show vulnerabilities for
each part of the coast.A slider tool allows the online user to see a rough
estimate of the degree of susceptibility anywhere from no sea-level rise to 16.4
feet of rise. (Users can also see the same information for overland flooding and
related risks.)
However,this early stage of groundwater modeling doesn't yet identify local
geology— particularly the perm eability of the earth — or local effects of rainfall.
Those factors also play a significant role.
As a result, part of the port as well as some residential neighborhoods of Long
Beach, Seal Beach and Huntington Beach are displayed on the modeling map as
already subject to groundwater breaching the surface. But such breaching is
largely— if not entirely—absent so far. Barnard said the discrepancy is because
other local conditions hadn't yet been gathered and integrated into the models.
Nonetheless,the information now available should raise red flags about the
need to prepare for future groundwater rise, he said.
"There's a lot of research going on now to translate this to what the im pacts
actually mean,"he said. "This work(presented now),we hope, puts this hazard
on the map and we can begin to look to solutions for these different hazards
across the state."
G rowing threat
The state's Ocean Protection Council,which provides sea-level rise benchmarks
for agencies to plan by, has recom m Ended preparing for the ocean to rise 3.5
feet by 2050 even though it acknowledges only a 1-in-200 chance of that
occurring. It puts those same odds on the state experiencing 6.6 feet of rise by
2100.
For transportation and sewage infrastructure,the Coastal Comm 6sion has
suggested planning for 10 feet of sea level rise by 2100 because of the long-term
planning needed as well as the critical role such infrastructure plays. Both
agencies' benchmarks have been criticized for being too extreme.
But even the estimates of the United Nations'Intergovernmental Panel on
Climate Change provide evidence of the growing threat and were quoted by
Barnard in his presentation to the Coastal Com m 6sion. He also included input
from climate researchers at the com m 6sion, Point Blue Conservation Science
and the University of Arkansas.
Barnard is among those who've called the U.N. estimates conservative,
optimistic, best-case scenarios.
Am ong the U.N. panel's data is the finding that the rate of sea-level rise has
approxim ately tripled since 1971 and is currently at 0.15 inches per year.
"Global mean sea level has risen faster since 1900 than over any preceding
century in at least the last 3,000 years,"according to the panel's Sixth Assessment
...............................................
Report."Global surface temperature has increased faster since 1970 than in any
other 50-year period over at least the last 2000 years. ... Sea level is com m tted
to rise for centuries to millennia due to continuing deep ocean warming and ice
sheet melt, and will remain elevated for thousands of years."
M ore im m ediately,the past six years have been the six warm est on record,
according to the World M eteorological Organization's State of the Global Clim ate
2020, published this year.
Emerging aw areness
Cities, ports and other public agencies in the most vulnerable Southern California
stretches are becoming aware of the groundwater threat. But if those agencies
are alarm ed at the prospect,few are letting on.
Clim ate-change resiliency studies by those entities — in the instances where
there are such plans—typically mention the threat of rising groundwater briefly,
if at all.A 2018 sea-level adaptation by the Port of Los Angeles does not address
the issue.
"However, the port intends to address it in future studies as we continually
m onitor sea-level rise,"port engineer Adrienne Fedrick Newbold said in an em ail.
The city of Long Beach's 192-page proposed Clim ate Action +Adaptation Plan,
completed last year, doesn't mention the possibility of rising groundwater,
although it is brought up in an appendix.
Sea-level rise"causes saline water to intrude into underground reservoirs, raising
the historical groundwater elevation ranges beyond what the Long Beach utilities
were planned and built to accom m cdate,"the appendix notes.
Alison Spindler-Ruiz,the city's advance planning officer, added that future
studies will "allow us to study these issues in m ore detail and com e up with m ore
detailed recom m aidations and im plem entation projects."
The Orange County Sanitation District's 2019 climate resiliency study briefly
m entions the potential of groundwater infiltration with a short recom m aidation
to consider the threat to"below grade structures such as dry wells, basement,
tanks and tunnels."
The district's assistant general manager, Rob Thompson, said that most of his
agency's infrastructure has a 50-to-75-year life span, and the latest sea-level rise
science is taken into account when each is built or rebuilt. He noted that new
digesters at its coastal sewage treatment plant in Huntington Beach will sit higher
of the ground because of it.
And future groundwater flooding?
"The practical problem we're facing is relatively minor,"he said.A larger concern
is the effect of seism is activity on both underground and above-ground facilities
—and fortifying those can also help protect against rising groundwater tables,
Thompson said.
"M ost of our critical infrastructure is designed with geotechnical considerations
in m ind," he said."But for residential and corn m e-cial development,this is
som ething they m ay want to take into consideration."
M att Arm s, environm ental planning director for the Port of Long Beach,
acknowledged the shallow groundwater in the area and said the port takes the
most recent data into consideration when building.
"We use the best available science to inform,and adjust when necessary our
project designs,"Arm ssaid via em ail."As we redevelop and m odernize the port,
we always consider the expected effects of climate change."
USGS's Barnard, meanwhile, said that while the new modeling and assessments
