OCSD Biosolids Management Strategy
Proposal: Prepare a study and an update to the Biosolids
Management Plan.
Based on this study, future actions may include:
• Renewal of Synagro contract (by June 2016)
• Issue an RFP or bid for a new biosolids contract
• Recommend a new onsite capital facility for the management
of some or all biosolids production (e.g. dryers)
Recommendation: Study potential mid-term and long-term
biosolids management options.

Odor Control Update
The first stage of the Odor Control Master Plan is
on-going. Staff is collecting detailed odor assessment
information .
— Installation of an e-nose system to provide real-time
odor plume estimation and tracking.
— Types of odorants throughout the plants.
— Concentration of odorants by process area in the plants.
Odor Control Action Plan
• Complete the Odor Control Master Plan Project, SP-166.
— Analyze odorant types and concentrations
— Define appropriate treatment technologies by process area
— Create a project implementation schedule
• Combine Asset Management scopes of work to future planned
odor control projects
• New Proposed LOS — "no odor complaints during normal
Plant operation"
Recommendation: Completion of the Odor Control Master Plan is
necessary to make sure the District's investment is current and, if
needed, future process systems will produce the benefits intended.

OCSD Has a Long History in Efficient
Energy Utilization and Conversion
• OCSD designs energy efficiency into every project.
• OCSD has been converting organic sludge into energy
(electricity and heat) and reusable biosolids since the 1950's.
• Partnership to produce Indirect Potable Reuse Water which
uses less energy than importation or desalination.
• First successful pilot plant to convert digester gas into
transportation hydrogen fuel .

Energy Action Plan
