•5,103 bills were introduced by the Legislature

•The Governor has until September 30 to act on the
remaining bills on his desk.

2016 Key Legislation
•AB 2022 (Gordon)–OCSD sponsored (Signed into Law!)
–Will allow for the bottling of advanced purified demonstration water for
educational purposes to promote water recycling
•SB 163 (Hertzberg)–Watch (gut and amended,dead)
–Amended the last week of session in 2015 to address wastewater treatment
•Require,by January 1,2026 a wastewater treatment facility to achieve at
least 50%reuse of the facilities actual annual flow for beneficial purposes
•Require,by January 1,2036,a wastewater treatment facility to achieve
100%reuse of the facility’s actual annual flow for beneficial purposes
–Amended June 8,2016
•Require,by January 1,2033,the beneficial reuse of at least 50%of
treated wastewater that would be otherwise discharged to the ocean
•Require,by January 1,2023,each NPDES permit holder to submit plans
to achieve beneficial reuse to the maximum extent possible of treated
wastewater

•Introduced in 2015
•Would prohibit the composition of the Board of Directors of the OrangeCountyFireAuthorityfromincludingalternatemembers.
–SB 885 (Wolk)–Oppose (dead)
•Specifies,for construction contracts entered into on or after January 1,2017,that a design professional only has the duty to defend claimsthatariseoutoforrelateto,negligence,recklessness,or willfulmisconductofthedesignprofessional.
–SB 1213 (Wieckowski)–Support (dead)
•SB 1213 would appropriate $20,000,000 annually from theGreenhouseGasReductionFundtodevelopandimplementtheBiosolidstoCleanEnergyGrantProgramtolocalwastewateragenciesforbiosolidstocleanenergycapitalprojects.

–AB 888 (Bloom)–Support –(Signed by Governor)
•Bans the use of plastic microbeads in personal care products,which aresyntheticadditivestoproductssuchasfacialwashes,body scrubs,shampoos,soaps,toothpaste eyeliner,lip gloss,deodorant,and sunscreen sticks.
–SB 119 (Hill)/SB 661 (Hill)–Oppose/Watch (SB 661 on Governor’s desk)
•SB 119 (2015)would require an agency to take responsibility for marking sewerlaterals.
•SB 661 (2016)was a similar bill,but did not include sewer lateral language
–AB 327 (Gordon)–Support –(Signed by the Governor)
•Extends the sunset date on public works exemption for specified “volunteers”andotherrelatedindividualstoJanuary1,2024.
–AB 1347 (Chiu)–Oppose –(Vetoed by the Governor)
•AB 1347 would establish a claims resolution process for public contracts whenpublicentitiesandcontractorsareindisputeconcerningacontractof$375,000orless.The bill applies to public entities at both the state and local level

–Awarded January 13, 2016
•Proposition 1 IRWM SAWPA Round 1 funding being developed
now. Applications anticipated in late 2017.
–$46 million available
•Additional Sources:
–Proposition 1 Water Recycling Grant and Loan Program
–Cap and Trade
•$40 million for a waste diversion project for organic material to fund
projects that capture greenhouse gases and reduce methane
emissions
