eComment: On Monday, I emailed a letter for the Board to OCSanClerk@ocsd.com. It included
my answers to "responses to comments" in the EIR, re my letter 9/8/20. I remain concerned that
soil erosion responses are not specific as to which practices will be employed or how impacts will
be monitored. I feel that noise and glare responses minimize the probable impact on Linda Isle.
As the closest community to the Force Mains Project site, I am disappointed that impacts have
not been sufficiently considered.

Re: 2021 Final EIR Bay Bridge Pump Station and Force Mains Project
First of all, I acknowledge that upgrading 50 year old infrastructures is important. However, I feel that resulting
projects must address potential impacts to surrounding communities. As the closest community to the Force Mains
Project site, I am disappointed that such impacts to Linda Isle have not been sufficiently considered.
I would like to refer to the “Responses to Comments” in the Final EIR, regarding the concerns I stated in my
comment letter, dated September 8, 2020.
(11-2) The responder states that the "Back Bay Landing EIR considers the environmental effects of the Back Bay
Landing Project, which includes the existing pump station facility”. However, the construction of the Force Mains
takes place South of the Back Bay Landing. The environmental effects of this construction on Linda Isle have not
been studied. The BBLP EIR is irrelevant as it does not cover All Areas of impact of the Force Mains.
(11-2) The responder agrees that “24 hour per day construction hours of operation for two months…would expose
sensitive receptors to temporary elevated noise levels”. Since Linda Isle bedrooms face the water and are directly
across from the construction area, this elevated noise level 24 hours a day, would not only deprive residents of the
peaceful enjoyment of their homes during the day, but also deprive them of restful sleep all night long, for Two
Months!
GLARE: The responder states that “light and glare impacts associated with construction activities would likely be
limited to nighttime lighting”. That means that for the duration of the construction, there would be continuous light
and glare impacts all night long.
SOIL EROSION: The responder refers to their response to another commenter that an SWPPP would be developed
which “would include best management practices to minimize soil erosion and siltation (underwater) on- and off-
site". Possible examples are given. However, the EIR does not state which specific practices will be used for this
project nor exactly how possible soil erosion and siltation impacts will be monitored.
(11-2) The responder states that a Balboa Marina West Project Study stated no “significant or unavoidable impacts”
regarding Noise and Glare. However, the City of Newport Beach Staff Report concluded in its Noise Study that the
project would probably be disturbing to nearby Linda Isle homes. Additional meaningful measures were required.
(11-3 & 11-4) The responder repeats comments regarding soil erosion, siltation, noise and glare. My concern is that
the soil erosion responses are not specific as to which practices will actually be employed or how the possible
impacts will be monitored. Also, I feel that the Noise and Glare responses minimize the probable impact on Linda
Isle.
