AIM is a youth sports complex located in the Boeing Business Specific Plan of Seal Beach (1718 Apollo Ct). We are a minority owned small business that has served the Seal Beach andLos Alamitos communities since 2014 including a close partnership with the Los Al School District. While 2020 was a rough year for us, we were able to weather Covid closures and uncertaintyin the world of youth sports. This enabled us to keep our staff employed and serve the athletes in our community during an extremely difficult time. Making it through Covid allowed our customer base to grow, which in return, has given us theneed for more court space for local teams and athletes. Our expansion has moved us to a new facility across the street from our original facility (1709 Apollo Ct.). We have successfully gone through the Conditional Use Permit process and were preparing tostart construction on the office portion of the space. When going to pick up our building permits, our general contract was met with a huge surprise: A $125,000 fee from the OC Sanitation District. This was never brought to our attention during the CUP process and none of our projectmanagement team has ever heard of this type of fee being assessed; including our architects. Being a small business, we have put this project together on a finite budget that doesn't allow for these types of last second, unaccounted and unbudgeted fees. I've spoken with my counterparts at other facilities in Garden Grove, Anaheim, and Irvine; allwithin the OC San District. None of these facilities had any record of facing this type of fee upon their change of use. We understand the necessity of the OC Sanitation District and costs associated withoperations, but in no way do we believe that we will generate more sewage/waste than the previous use. We are asking for a review to reduce or redact this fee based on the fees that were already assessed when the facility opened. Although fee schedules are based on levels of assumed use/occupancy, we believe that ouractual occupancy should not fall into a Level 2 fee structure. Based on our parking demand studies, our occupancy will not have a significant difference from the previous business or anyother business within the Boeing Specific business park.
