The following status report is submitted for your review and consideration.
1. Public and Environmental Health
Redhill Sewer Project is Progressing
Construction continues along Red Hill Avenue, with about two-thirds of the new
sewer pipe installed. The pipe alignment runs along the large arterial roadway
between Warner and Edinger Avenues impacting both directions of vehicular traffic
and crossing major intersections. These impacts require varying work hours
including nights and weekends. The contractor recently completed the
rehabilitation of over 2,700 feet of sewer pipe, carefully coordinating work activities
outside of rain events. Construction for this project will continue until the fall.
Newhope Sewer Replacement Project 70 Percent Complete
Phase A of the Newhope Sewer Replacement Project is 70 percent complete. All
of the pipe in Fullerton has been installed, except for a very small section where
the Gas Company is relocating their line. Once the Gas Company work is
complete, OCSD will go back in to complete the sewer installation. Over the
course of the next couple of weeks, crews will be making connections at various
manholes on State College Blvd. between Yorba Linda Blvd. and Commonwealth.
This will require minor temporary traffic control which will only remain in place for
a few hours at a time.
A permit from Caltrans has been received for boring under the 91 freeway. The
pipe will also be bored under State College Boulevard to minimize disruption to
traffic. The project is still on schedule to be completed this summer.

2. Recovering Valuable Resources
GWRS Water is Now Bottled
With the passing of Assembly Bill 2022, OCSD and OCWD are officially bottling
GWRS water for educational purposes. With this bottled water, we will be hosting
outreach and educational events throughout the state. The events will bring
awareness of GWRS, potable reuse, and the relationship between the two
agencies. The first event is slated to take place on March 20 at the California
WaterReuse Conference in San Diego and will continue throughout the year.
OCSD Applies for CalRecycle Grant
OCSD will be applying for a State of California grant for the Interim Food Waste
Receiving Station to be located at Plant No. 2. The funds are offered through
CalRecycle's Organics Grant Program, allocating $12 million for digestion projects
with a maximum award of $4 million per application. With the Board's approval,
OCSD will be requesting $3.2 million for the project.
The intent of this competitive grant program is to further the Califomia Global
Warming Solutions Act(Assembly Bill 32, 2006)and lower overall greenhouse gas
emissions by expanding existing capacity or establishing new facilities in California
to reduce the amount of green waste and food materials sent to landfills. OCSD's
planned food waste receiving station meets the grant requirements and program
goals.
OCSD's project will construct an interim food waste receiving station in Plant No.
2 capable of diverting approximately 55,000 tons per year of pre-processed food
waste, which is approximately 40,000 tons per year of food waste that would
otherwise be sent to landfills in Orange County. The digester gas produced from
the project will be used to generate an additional 7,906,000 kWhs of electricity to
service OCSD's Plant No. 2 electrical load, resulting in a greenhouse gas reduction
of 10,800 metric tons of carbon dioxide equivalents annually.
3. Sound Finances and Increasing Efficiencv
OCSD Receives Distinguished Budget Presentation Award
OCSD was awarded the Distinguished Budget Presentation Award for the current
budget from the Governmental Finance Officers Association. This award is the
highest form of recognition in governmental budgeting and represents a significant
achievement.The award represents a significant achievement by OCSD. It reflects
the commitment of the governing body and staff to meeting the highest principles
of governmental budgeting. To receive the budget award, the entity had to satisfy
nationally recognized guidelines for effective budget presentation. These
guidelines are designed to assess how well an entity's budget serves as a policy
document, a financial plan, an operations guide and a communications device.

FY 2017-18 Budget Update
Staff is in the process of developing the update to the 2017-18 Budget. During this
process, staff provides a series of presentations to the Administration Committee
and a summary to the Operations Committee, prior to the scheduled Board
adoption in June. Staff has presented information on the assumptions used,
revenues and reserves. There will be subsequent presentations on OCSD's
expenditures and the Capital Improvement Program in April and May.
4. Community Outreach and Transparency
OCSD in the Community
In the month of March, OCSD provided nine tours which included groups from
Irvine, Fullerton, Orange, San Clemente, nursing students from Cal State Fullerton
and UCLA and included the New Employee/General tour. This month, OCSD staff
presented at the Business Development Association of Orange County
Roundtable in Tustin giving a Water/Wastewater CIP update, attended the
Children's Water Festival, presented at the Public Policy Making Academy in
Irvine, attended a Career Day at Dale Jr. High in Anaheim and judged the Orange
County Science and Engineering Fair which is held at the Fairgrounds. Overall in
the month of March, we reached over 1,450 people through our community
outreach and tour program.
5. Legislative and Industry Affairs
Little Hoover Commission Update
On February 23, the Little Hoover Commission conducted a public hearing relating
to state agency permitting requirements. The hearing on February 23 was not
related to the hearings that were specific to Special Districts last year. The
Commission heard six different testimonies from agencies on how the permitting
process impacts timeliness and viability of natural resource projects planned by
government agencies and Special Districts at the local and regional level. There
was a consensus that long unpredictable permitting processes are adding years
to project schedules, driving up costs, and threatening the viability of projects
altogether.The Commission heavily stressed the anticipated need forflexibilityand
faster action on climate change adaptation projects that protect California
residents, wildlife, and environments. A report regarding their findings from the
study on Special Districts is expected to be released in the spring. Townsend
Public Affairs and OCSD staff will continue to monitor this situation.
Policy Briefings
The Public Affairs Office is working with Townsend Public Affairs and ENS
Resources to set up meetings with our elected officials. The meetings include a
facilitytourand a brief overview of OCSD including finance, operations, collections,
biosolids management and engineering. Letters have been sent to Senator Josh
Newman, Assembly Member Phillip Chen, Assembly Member Sharon Quirk-Silva

and Assembly Member Steven Choi. Additional invitation letters will be sent to our
federal delegation later this month.
OCSD Receives Industry Awards
Santa Ana River Basin Section (SARBS) of the California Water Environment
Association (CWEA).
As an active participant in SARBS, OCSD competes with other Regional
Wastewater Agencies for both facility and individual awards. This year, OCSD and
our employees were awarded in five different areas at the March 4, 2017 banquet:
o Duane Smith an operator from Plant No. 2 was named Operator of
the Year.
o Jesus Baez a Mechanic from Plant No. 1 was named Mechanical
Technician of the Year.
o William Cassidy, an Engineering Supervisor was named
Supervisor of the Year.
o Dindo Carrillo, a Sr. Environmental Specialist from Plant No. 1
was awarded the SARBS SPOTLight Award or otherwise known as
SARBys for his work with the Waste Discharge Requirement
Group.
o OCSD also won an award for Safety Plant of the Year.
o Roy Reynolds, Maintenance Supervisor was selected to serve as
the President of the SARBS Board of Directors and William
Cassidy was selected to serve as the Past President/Treasurer of
the SARBS Board of Directors.
OCSD Participates in Integrated Regional Water Management Plan
The County of Orange is currently updating the Integrated Regional Water
Management(IRWM) Plan for Northern and Central Orange County. Participating
as partners in this effort are OCSD, Orange County Water District, and the Newport
Bay Watershed Council. The plan will contain a priority list of water management
projects that could be funded through the State's IRWM Grant Program or other
funding sources. Historically, state grant funds have been allocated to the Santa
Ana River Watershed through the One Water-One Watershed (OWOW) program
administered by the Santa Ana River Watershed Project Authority
(SAWPA). OCSD previously received two $1 million grants via this process for the
centrifuge project at Plant No.1 and the Newhope-Placentia sewer replacement
project.
Completion of the Orange County IRWM Plan is expected in summer 2017 in
anticipation of the next call for projects by SAWPA later this year. As an alternative
to the OWOW process, the Orange County partners are considering forming an
Orange County funding region independent of SAWPA. Ongoing discussions with
SAWPA are occurring to determine if the OWOW process can meet Orange
County's needs. A decision will need to be made at the completion of the Orange
County IRWM plan whether to remain a part of the OWOW process or form an

independent funding region in competition with SAWPA. I will keep the Board of
Directors informed as work on the plan proceeds in the coming months.
6. Workforce and Administration
OCSD Leads Workshop on Succession Management
OCSD's Human Resources Department is developing and facilitating a
Succession Planning workshop for approximately 50 members of the Southern
California Alliance of Publicly Owned Treatment Works (SCAP). The workshop is
scheduled for April 13, and will provide attendees with an overview of OCSD's
Succession Management Program, lessons learned with our own succession
management, and a Q&A session with a panel of OCSD management.
OCSD Retirements
For the first quarter in 2017, we anticipate a total of 15 retirements, which is typical
for this time of the year. The average years of service for this group of retirees is
24 years, and includes staff and supervisors in Engineering, Lab, Fleet, and
Operations and Maintenance. OCSD honored the retirees for their service to
OCSD on March 14 at the annual cake celebration.
