SUBJECT: Task Order Award Recommendation
Re: FE14-05, Plant No. 1 Fleet Services UST Leak Remediation
In accordance with the Orange County Sanitation District's (Sanitation District's) Ordinance No.
OCSD-47, Article 4. Professional Design Services, Section 4.02. Selection Process, the
Proposals meet the criteria for issuing a Task Order to complete the design of the above-
referenced project.
This Task Order is for professional engineering services to prepare plans, specifications, and
construction cost estimates, including bid support and construction support services for the
above-referenced project. The project consists of developing a Remediation Plan for the
contaminated soil and groundwater at Plant No. 1 Fleet Services as well as producing a
complete set of construction drawings and specifications that constitute construction contract
documents needed to implement the Remediation Plan.
On May 21, 2015, the Sanitation District issued two (2) Requests for Task Order Proposal
(RFTOP) to the following Consultants:
1. Dudek
2. GHD
On July 9, 2015, the Sanitation District received Proposals from both Dudek and GHD,
Staff reviewed both Proposals and were satisfied that all elements of the Scope of Work were
addressed in the Proposals. Dudek's Proposal was selected due to its approach to the project
and the make-up of its team. Dudek proposed a smaller more efficient team headed by a project
manager who has extensive experience with soil and groundwater remediation projects and
who will be directly involved in the work. Dudek's project manager also has experience working
with the Orange County Health Care Agency (OCHCA). The Remediation Plan must be
approved by the OCHCA prior to implementation. The selected Proposer will be responsible for
creating, submitting, and obtaining approval of the Remediation Plan and will also serve as a
liason between the Sanitation District and the OCHCA. Finally, Dudek's efficient approach to the
work resulted in its proposed total amount of hours being less than half of the total amount of
hours proposed by GHD. Staff concluded that the total amount of hours, four hundred forty-four
(444), proposed by Dudek is reasonable for the anticipated effort.
Page 2
August 21. 2015
The following summarizes the Fee Proposal from the selected Consultant:
1. Dudek's Original $73,391.00
2. Dudek's Revised $86,116.00
During negotiations, Sanitation District staff requested Dudek revise its Proposal to confirm it
will provide underground utility clearance and a temporary electrical connection for temporary
operation of remediatlon equipment. Also during negotiations, Sanitation District staff requested
Dudek revise its hours estimated for Construction and Installation Services, and Closeout
Services to conform to the amount of hours listed in the RFTOP. These hours were initially
reduced based on Dudek's anticipated remediation approach. Additionally, some hours were
redistributed from Staff Engineer to the PM/Senior Engineer and Geologist. The intent with
redistributing these hours is to provide additional project experience during the initial planning
phases of the project. The result from the revisions and redistributing of the hours is a forty-four
hour(44) increase to the total amount of hours and a $12,725.00 increase to the total amount of
the Fee Proposal. Sanitation District staff determined the revised Fee Proposal provided by
Dudek to be fair and reasonable for the Scope of Work and recommends awarding a Task
Order in an amount not to exceed $86,116.00. Please confirm your concurrence with the Task
Order Award Recommendation by signing the attached Notice to Proceed—Task Order letter.
The attached FE15-00 Consultant Task Order Matrix presents a summary of the Task Orders
issued to the selected Consultant for Fiscal Year 2016.

Subject OCSD FE14-05 Plant No. 1 Fleet Services UST Leak Remediation
Dear Mr. Roberson:
We are pleased to submit this proposal in response to the request for Task Order Proposal for
professional engineering services for the Fleet Services UST Leak Remediation at Plant 1.The project
consists of review of existing data, additional data collection, preparation of a remedial action plan
and work plan, South Coast Air Quality Management District (SCAQMD) Rule 1166 support, and
preparation of design plans and specifications for the remediation.
The proposed Scope of Work is based on information provided within the RFP, the most recent
groundwater monitoring (1st Quarter 2015) and interim remediation data uploaded to the
Geotracker website, and discussions with Orange County Health Care Agency's (OCHCA) project
manager for the site.
The site is a candidate for closure under the State Water Resources Control Board's Low Threat
Closure Policy (LTCP). The most recent review for this site performed by the regulatory agency lists
two impediments to closure; the removal of secondary source to the extent practicable and post
remediation groundwater monitoring. The secondary source is contamination remaining in the soil
above the groundwater.
The following tasks are needed to meet closure criteria on the LCTP:
• Removal of contaminated soil (while minimizing costs and impacts to OCSD staff)
• Remediation of groundwater to LCTP cleanup levels
• Post remediation groundwater monitoring (to be negotiated with OCHCA, likely 2 years of
monitoring)
It is likely that cost and schedule savings can be realized by combining or sequencing the soil and
groundwater remediation portions of the project. For instance, if excavation is determined to be the
preferred alternative for soil remediation, chemical oxidant could be introduced and mixing with
groundwater encountered in the bottom of the excavation. There are also options that treat soil and
groundwater simultaneously, such as in situ chemical oxidation, where an oxidant is injected into the
groundwater and soil during one mobilization. Dudek intends to have further discussion with the
District regarding these options during the selection process.
Dudek is experienced in balancing public perception with project risks and costs. This will likely be
an important part of this project due project location and the general knowledge of"the plume by
the auto shop".

Orange County Sanitation District
SubjeccProposal for FE74-05 Plant No. 1 Fleet Services UST Leak Remediation
The following section presents Dudek's proposed scope of work schedule and presentation of the
Dudek project team.
1.1 Proposed Scope of Work
Project Management and Administration
Dudek will perform administrative tasks such as invoicing, review of billing drafts, coordination with
OCSD project managers and conformance with OCSD standards for deliverables, drawings and
specifications.
Task 1:Document Collection and Information Gathering
Dudek will review all available baseline engineering documentation to confirm project conditions.
Confirmation of the baseline engineering documentation is a vitally important task. Based on
Dudek's initial review of the baseline engineering documentation, the composition and
characteristics of the vadose zone and groundwater contaminant plume have changed dramatically.
MTBE was the primary contaminant of concern at the time the initial work performed in 2005. Soil
sample data from 2005 indicated that high concentrations of MTBE were present in the soil and
groundwater near the former UST and dispenser island. The existing feasibility study and corrective
action plan were prepared using 2005 data.Since then, the majority of the MTBE contamination has
converted to tert-Butyl alcohol (TEA). This conversion is likely due to naturally occurring microbial
activity.
TBA is still present in the soil at concentrations high enough to continue to impact groundwater.
Concentrations of TBA reported in the 1e Quarter 2015 groundwater monitoring report were the
highest ever detected at the site. This is likely the result of rising groundwater coming into contact
with contaminated soil.
Based on further review of this data, Dudek will develop a plan for additional sampling to assess the
current nature and extent of contamination at the she. The proposed additional sampling will focus
on refining the known extent of contamination in the vadose zone. The volume of contaminated soil
that requires remediation has a direct impact on proposed remediation altematives, potential costs
and project duration. Any assessment work that reduces uncertainty and volume of soil to be
remediated will result in much greater cost savings during the remediation phase.
For the purposes of this proposal, Dudek assumes ten boring locations, with four soil samples and
one groundwater sample collected for each boring. The samples will be analyzed for total petroleum
hydrocarbons (TPt0 (gasoline and diesel range) by EPA Method 8015M and volatile organic
compounds (VOCs) and fuel oxygenates (i.e., MTBE and TBA) by EPA Method 82608. The first
quarter 2015 groundwater monitoring report indicates a depth to water of approximately 15 feet
below ground surface. Based on the reported depth to groundwater, the proposed soil sampling
depths are 5' bgs, 10' bgs, 12.5' bgs and 15' bgs. Groundwater grab samples will be collected
following soil sampling from the first water encountered.
Task 2:Remedial Action Plan(Tech Memo)
Dudek will prepare a Remedial Action Plan (Tech Memo)presenting the results of the additional data
collection, assessing the current condition of the monitoring well network and interim groundwater
DUDEK 2 August 6,2015
Orange County Sanitation DisMtct
Subject Proposal(or aM-05 Plant No. 1 Fleet Services UST Leak Remediation
remediation activities, and an evaluation of potential soil and groundwater remediation aftematives.
The intent of the evaluation is to have a collaborative process with the District to identify
remediation alternatives that will provide the most certainty, meet the Districts scheduling needs
relative to future projects at the site while remaining cost effective.
The evaluation of soil and groundwater remediation alternatives will consider accessibility,
maintainability, feasibility and engineering economics. It will include an evaluation of the potential
need of odor control facilities and will consider the location of adjoining structures/facilities,
geotechnical considerations, longevity, cost and potential disruption to District staff and operations.
It will also consider schedule, probable costs, risks and uncertainty, potential environmental impacts
and District staff perception.
The Remedial Action Plan will identify preferred alternatives for soil and groundwater remediation.
The evaluation will specifically address the existing groundwater monitoring network. Generally, it is
most desirable to maintain the current monitoring network for data continuity. However, some
remedial alternatives, such as soil excavation, may include the removal of some monitoring wells.
Dudek will work with OCHCA to determine the appropriateness of modifying the groundwater
monitoring network
All potential remedial alternatives will evaluate potential exposures to human health or the
environment Mitigation measures will be recommended where appropriate.
Finally, Dudek will work with OCHCA to develop work plan and a post remediation monitoring plan
to meet the SWRCB LCTP requirements. Details of the proposed work plan are presented in the
section below. It is anticipated that post remediation monitoring plan will include a groundwater
monitoring schedule and criteria forfinal site closure.
Tadr 3:Work Plan
Dudek will prepare a work plan for submittal to and approval by OCHCA. The intent of this task is to
work with OCHCA to develop a work plan describing the implementation of the preferred soil and
groundwater remedies. If additional data collection or pilot testing is required, it will be included in
this work plan.
This proposal assumes that there will be two draft submittals and rounds of comments from OCHCA
Dudek will attend two meetings with OCHCA and District staff. Following acceptance of the work
plan by OCHCA, Dudek will prepare a letter documenting the work plan acceptance prior to moving
forward with the final design.
Task 4:Mitigation Plan South Coast AQMD
Dudek assumes that a various locations or site specific mitigation plan may be required by SCAQMD
Rule 1166 to implement the remediation. Dudek will a draft application and mitigation plan for
District review and submittal. One round of review comments and one meeting is budgeted for this
task Final submittal of the application and mitigation plan will be performed by the District
DUDEK 3 August 6,2015
Orange County Sanitation District
Subject Proposal for Ff 14-05 Plant No. 1 Fleet Services UST Leak Remediation
Task 5:Design
Dudek will prepare engineering design drawings and specifications for the preferred soil and
groundwater remedies. The design submittal will be prepared in accordance with the Districts
Engineering Design Guidelines. Cost and schedule savings may be realized by minimizing or
eliminated any permanent installations that District staff may be required to maintain. The preferred
alternatives where possible will incorporate temporary installations of contractor owned equipment
to minimize potential issues involved with integrating with District facilities.
If necessary, the design drawings and specifications will include modifications to the existing
groundwater monitoring network and interim groundwater remediation system. Dudek will
coordinate with District staff, other consultants and OCHCA regarding any potential changes to these
existing systems.
The design may include odor control facilities. All equipment will comply with SCAQMD and CARB
requirements.
The design will preserve the existing Fleet Services Building and parking area. There may be
temporary closures of a portion of the parking area during the initial phases of the remediation.
Every effort will be made to minimize impacts to District staff and operations. Consideration will also
be given to location of any fixed remediation equipment to minimize impacts.
Construction sequencing will be evaluated to minimize disruption of District staff and operations.
The design will include a shoring plan,a dust and odor control plan and contingency plan.
Task 6:Cost Estimate
Dudek will prepare a cost estimate for construction phase to implement the preferred remedies for
both soil and groundwater. Cost estimates will be submitted during both the Design Submittal 3
(DS3) and the Final Design Submittal (FDS). The cost estimates will be in accordance with the
District's EDG.This estimate will be used during the bidding phase of the project
Additionally, the probable construction costs will be a major item of consideration during the
selection of the remedies. During the remedial selection process Dudek will work closely with District
staff to compare various remedies' estimated costs with the remediation certainty, public/staff
perception, estimated schedules, and potential for temporary impacts to District staff and operations.
The cost estimate will be prepared in accordance with the District's EDG. This estimate will be used
during the bidding phase of the project
Task 7:Construction Schedule
Dudek will prepare probable construction schedules and sequencing as part of DS3 and FDS.
A detailed construction schedule will include:
• Submittal and Submittal Reviews
• Procurement
• Permits
• All Phases of Construction
• Project Closeout

provide as-requested support and guidance throughout the bid and construction process. The team
will respond to RHs during bid process, review equipment submittals and construction schedules,
address field change orders, and attend construction meetings.
Task 9:Construction Support and Closeout Documentation
After completion of the project the design team will prepare closeout documentation including
development of record drawings based on contractor prepared consolidated and legible as-bunts.
Dudek will also be available to assist in the solicitation and award for the post remediation
monitoring work
Tarr 10: General Requirements
The design and deliverables will adhere to the Districts EDG as listed in the proposal.
Project deliverables will include:
• Remedial Action Plan (Tech Memo)
• Work Plan
• Design Submittal 3
• Final Design Submittal
The design team will attend a kick-off meeting with the District to discuss the project elements and
obtain a comprehensive set of referenced documents. During this meeting the District and Dudek
Will conduct a site visit, discuss the preliminary review of the referenced documents and other items
that may influence the additional data collection and the remedial selection process
Per the project proposal, Dudek has included in our scope and fee time for the design team to
attend a meeting to review the Remedial Action Plan (Tech Memo), three meetings to address the
Work Plan and potential AQMD requirements, two meetings with OCHCA, one meeting to discuss
design specifications, one design phase review meeting and a DS3 meeting.
Gist of Drawings
The actual list of drawings that will be prepared for the design will be determined after the remedial
alternatives evaluation process. Assuming the preferred remedial alternatives are soil remediation by

Low Threat Closure Policy(LTCP). The site was one of the first sites in San Diego County to be closed
under the LTCP.
Underground Storage Tank Remediation, San Diego, California. Provided technical review and
oversight for a site assessment and remediation at the Pacific Honda site in San Diego. Dudek conducted
soil sampling soil gas sampling, and installed and sampled groundwater monitoring wells. The
groundwater monitoring data indicated that the plume was stable and not migrating off site. Dudek
estimated the potential human health risk for the indoor air/worker scenario based on benzene
concentrations in the soil vapor at the site. The risk was estimated using County of San Diego Department
of Environmental Health's(DEH's)Vapor Risk Model. Dudek prepared a corrective action plan to evaluate
remedial alternatives. Dudek evaluated no action, bioslurping, and enhanced bioremediation using the
nine Comprehensive Environmental Response, Compensation, and Liability Act evaluation criteria. Based

construction of monitor wells and exploratory boreholes, a geophysical survey, water level measurements,
and groundwater sampling. Prepared a draft Remedial Action Plan, designed and installed a soil vapor
extraction(SVE)system composed of 11 wells, and conducted in situ remediation studies. The SVE system
was emplaced to stabilize extracted soil gas concentrations of Freon and 1,1,1-TCA(among other VOCs).
The soil gas and groundwater cleanup was based on potential risk to humans due to potential indoor air
concentrations of VOCs(calculated using the Johnson and Ettinger model)and potential to impact marine
life based on the enclosed bays and estuaries standards. The objective for the soil gas was achieved and
the system was shut down.
