GENERAL MANAGER REPORT:
General Manager, Jim Herberg, reported that he and Chair Edgar presented at
WACO, and also reported on the recent media attention to the What 2 Flush
campaign.
Mr. Herberg reported on the following from his monthly report: Lorenzo Tyner
presenting at the OCERS Directors' meeting; Nick Kanetis presenting at the
WACO Committee meeting; and an update on the recent chemical fire near the
Santa Ana River.
He reminded the Committee about the upcoming GWRS Committee meeting on
Monday at 5 p.m.; and the second Board workshop on October 2.

August 28, 2013 Steering Committee Meeting.

SUMMARY
The City of Yorba Linda, in a letter dated October 16, 2013 from Assistant City Manager
David Christian, requested that its seat on the OCSD Board of Directors be transferred
to the Yorba Linda Water District. The request is prompted by the City's action to
relinquish ownership of its sewer system to the Yorba Linda Water District. This
transfer, if approved by the OCSD board of directors, would require a change in
OCSD's enabling legislation. At the direction of the Steering and Legislative and Public
Affairs Special Committees, working with General Counsel and our lobbyist in
Sacramento, staff will prepare and present to the Board of Directors, a legislative
proposal to accomplish the transfer.

The City of Yorba Linda had previously entered into an agreement with the Yorba Linda Water District
(YLWD),transferring our local sewer service responsibilities to YLWD. In that agreement,the City
committed to supporting YLWD in seeking a seat on the Orange County Sanitation District(OCSD) Board.
We are aware that it is not in OCSD's interest to increase the size of its Board from 25 to 26, nor to have
an even number of Directors. Therefore,at its meeting on October 15, 2013,the City Council voted to
formally request that OCSD seek a legislative change to remove the City from Its Board of Directors and
replace the City's seat with a representative from the YLWD Board of Directors after the City of Yorba
Linda's leadership role on the OCSD's Board has been completed.
By this letter,the City is requesting that OCSD pursue the legislative change mentioned above. Please
let us know if there Is anything further we can provide to assist in this matter.

SUBJECT: ADMINISTRATIVE FACILITIES IMPROVEMENTS
GENERAL MANAGER'S RECOMMENDATION
Information only.
SUMMARY
Staff will present an overview of the administrative facilities and their need for
rehabilitation or replacement.
PRIOR COMMITTEE/BOARD ACTIONS
May 2012 — Authorize the General Manager to negotiate a Professional Services
Agreement with The Austin Company to provide architectural services for an
Administrative Facilities Master Planning Study for the Title 24 Access Compliance and
Building Rehabilitation Project.
ADDITIONAL INFORMATION
The Administration Building, Human Resources Building, Laboratory Building, and
several temporary trailer complexes are in need of refurbishment and code upgrades.
The buildings have had significant deferred maintenance pending the resolution of
permitting issues with the City of Fountain Valley which are now resolved. In addition,
the Orange County Sanitation District (Sanitation District) signed an agreement with the
City of Fountain Valley to upgrade these buildings to be compliant with the City's
Construction Code and Americans with Disabilities Act requirements. New compliance
dates need to be negotiated.
Staff has performed a preliminary assessment of these buildings and temporary trailers.
Significant work has been identified as being necessary. Due to the age and type of
construction, significant additional risk exists and would require a thorough inspection to
create constructible plans and specifications with an acceptable change order rate. At
the completion of this work, the buildings and temporary trailers are projected to need
replacement within 10 years of project completion.
Staff has studied several project implementation strategies including maintaining the
existing buildings, repurposing and refurbishing buildings, and complete replacement.
The replacement option has advantages over refurbishment because it represents the

lowest lifecycle cost, least construction risk, least operational disruption, best energy
efficiency, improved public access and security, and improves the work environment
and efficiency by co-locating staff into one area. Based on these advantages, our study
has concluded that replacement of non-compliant administrative buildings and offices is
the best long-term business decision. Staff is seeking policy direction from the Board of
Directors (Board) prior to making the required significant investment in the current
facilities.
CEQA
This project is statutorily exempt under CEQA Section 15262. This project involves only
feasibility or planning studies for possible future actions which the Board has not
approved, adopted, or funded.

Activated-sludge process — A secondary biological wastewater treatment process where bacteria
reproduce at a high rate with the introduction of excess air or oxygen, and consume dissolved
nutrients in the wastewater.
Biochemical Oxygen Demand (BOD)—The amount of oxygen used when organic matter undergoes
decomposition by microorganisms. Testing for BOD is done to assess the amount of organic matter in
water.
Biosolids — Biosolids are nutrient rich organic and highly treated solid materials produced by the
wastewater treatment process. This high-quality product can be recycled as a soil amendment on
farm land or further processed as an earth-like product for commercial and home gardens to improve
and maintain fertile soil and stimulate plant growth.
Capital Improvement Program (CIP) — Projects for repair, rehabilitation, and replacement of assets.
Also includes treatment improvements, additional capacity, and projects for the support facilities.
Coliform bacteria—A group of bacteria found in the intestines of humans and other animals, but also
occasionally found elsewhere used as indicators of sewage pollution. E. coli are the most common
bacteria in wastewater.
Collections system — In wastewater, it is the system of typically underground pipes that receive and
convey sanitary wastewater or storm water.
Certificate of Participation (COP) — A type of financing where an investor purchases a share of the
lease revenues of a program rather than the bond being secured by those revenues.
Contaminants of Potential Concern (CPC) — Pharmaceuticals, hormones, and other organic
wastewater contaminants.
Dilution to Threshold (DR) — the dilution at which the majority of the people detect the odor
becomes the D(f for that air sample.
Greenhouse gases — In the order of relative abundance water vapor, carbon dioxide, methane,
nitrous oxide, and ozone gases that are considered the cause of global warming ("greenhouse
effect').
Groundwater Replenishment (GWR) System — A joint water reclamation project that proactively
responds to Southern California's current and future water needs. This joint project between the
Orange County Water District and the Orange County Sanitation District provides 70 million gallons a
day of drinking quality water to replenish the local groundwater supply.
Levels of Service (LOS)—Goals to support environmental and public expectations for performance.
NOMA— N-Nitrosodimethylamine is an N-nitrosoamine suspected cancer-causing agent. It has been
found in the Groundwater Replenishment System process and is eliminated using hydrogen peroxide
with extra ultra-violet treatment.
National Biosolids Partnership (NBP) — An alliance of the National Association of Clean Water
Agencies (NACWA) and Water Environment Federation (WEF), with advisory support from the U.S.
Environmental Protection Agency (EPA). NBP is committed to developing and advancing
environmentally sound and sustainable biosolids management practices that go beyond regulatory
compliance and promote public participation in order to enhance the credibility of local agency
biosolids programs and improved communications that lead to public acceptance.
Plume—A visible or measurable concentration of discharge from a stationary source or fixed facility.
Publicly-owned Treatment Works (POTW)— Municipal wastewater treatment plant.
Santa Ana River Interceptor (SARI) Line — A regional brine line designed to convey 30 million
gallons per day (MGD) of non-reclaimable wastewater from the upper Santa Ana River basin to the
ocean for disposal, after treatment.
Sanitary sewer — Separate sewer systems specifically for the carrying of domestic and industrial
wastewater. Combined sewers carry both wastewater and urban run-off.
South Coast Air Quality Management District (SCAQMD) — Regional regulatory agency that
develops plans and regulations designed to achieve public health standards by reducing emissions
from business and industry.
Secondary treatment — Biological wastewater treatment, particularly the activated-sludge process,
where bacteria and other microorganisms consume dissolved nutrients in wastewater.
Sludge—Untreated solid material created by the treatment of wastewater.
Total suspended solids (TSS)—The amount of solids floating and in suspension in wastewater.
Trickling filter — A biological secondary treatment process in which bacteria and other
microorganisms, growing as slime on the surface of rocks or plastic media, consume nutrients in
wastewater as it trickles over them.
Urban runoff — Water from city streets and domestic properties that carry pollutants into the storm
drains, rivers, lakes, and oceans.
Wastewater—Any water that enters the sanitary sewer.
Watershed —A land area from which water drains to a particular water body. OCSD's service area is
in the Santa Ana River Watershed.
