General Manager, Jim Herberg announced that there were commemorative giveaways
from the GWRS Expansion Dedication Ceremony available at the back table along with
OCSD Safety Calendars, which feature art from students K-12.

Engineering Supervisor Carla Dillon provided an informative PowerPoint presentation
regarding Item 3 which included: project overview and challenges; design and
construction costs; and most qualified design firm.
Director of Engineering Rob Thompson responded to questions from the Committee
regarding: bidding processes; cost v. bid of Professional Design Services; cost
comparison to other similar projects; qualified bidder distinctions, expertise of firm, scope
of work, etc.; and information pertaining to the firm recommended for award.

General Counsel, Brad Hogin answered questions regarding the bidding process as it
pertains to the government code and the specific procedure in the OCSD Purchasing
Ordinance.
It was requested by the Committee that the Engineer's cost estimate be included in future
Agenda reports.

A. Approve a Professional Design Services Agreement with MWH Americas,
Inc. to provide engineering design services for the Rehabilitation of Seal
Beach Pump Station, Project No. 3-62, for an amount not to

B. Approve a contingency of$691,736 $691,718 (10%).

Director of Engineering Rob Thompson, provided additional information regarding Item 4.
He stated that in October of 2014, staff provided initial information regarding the
AquaCritok� process. A quick overview of the pilot unit and the opportunities to this
process were provided.
Mr. Thompson answered questions regarding: TAG technology assessment group,
screening new technologies; phasing this in at end of life for facilities that need rebuilding;
no effect to the new building construction; possible grants to pay for this research; energy
return on the energy used; efficiency of this system; and possible dangers of these types
of facilities. Mr. Thompson introduced Senior Engineer, Jeff Brown who provided further
information regarding this technology and possible cost savings. The committee
requested that the information provided in October of 2014 be sent to them.

Director of Engineering, Rob Thompson, provided information regarding a request for
additional funds for the on-call services of Koury Engineering &Testing Inc., which will be
brought to the Board for approval later this month. The additional request is needed to
support unforeseen inspections of structural steel installation on project P1-101
construction.
Director of Operations and Maintenance, Ed Torres informed the Committee of upcoming
tours that are being offered on the OCSD Ocean Monitoring Vessel, the Nerissa. The
Clerk of the Board will contact the Directors with the dates and times.

GENERAL MANAGER'S RECOMMENDATION
Award a purchase order to Agilent Technologies, Inc., for a Liquid Chromatography/Mass
Spectrometry Instrument with an On-Line Solid Phase Extraction, Specification
No. E-2015-645BD-R2, for a total amount not to exceed $ 465,330.
SUMMARY
This purchase is for the replacement of a Liquid Chromatography / Mass Spectrometry
(LCMS) Instrument which is 10 years old and has exceeded the manufacturer serviceable
life of seven years. Additionally, the software from the current LCMS instrument is
incompatible with OCSD's latest Windows operating platform limiting its utility.
The Environmental Laboratory is required by OCSD's Ocean Discharge permit to monitor
for chemicals of emerging concern (CECs) in the final effluent sample. The new LCMS
instrument will have the technology necessary for increased sensitivity to meet current
and future regulatory requirements for the analysis of CECs. Data generated for CECs
analysis will also be used to support the Groundwater Replenishment System (GWRS).

ADDITIONAL INFORMATION
OCSD posted a request for bids on June 5, 2015. Three bids were received on
July 7, 2015. The bids were evaluated in accordance with OCSD policies and procedures
and included the purchase price of the instrument plus three years of warranty service in
addition to the two-year manufacturers warranty. Agilent Technologies, Inc.was deemed
the lowest responsive and responsible bidder. The Thermo Fisher Scientific bid was
deemed non-responsive, as the system offered did not meet the full specifications
included in the request for bids.
The costs from Agilent Technologies include the Agilent 6495 LCMS instrument for
$465,330 ($431,680 plus $33,650 tax), plus $106,730 for the additional three years of
warranty. The total bid is $572,060, of which $465,330 will be paid at completion of

installation. The remaining extended service agreement will be paid in subsequent years
with approved operating budget funds after the initial warranty period has lapsed in
accordance with the contract.

Approve a contingency increase of $526,868 (2%) to the construction contract with
W.M. Lyles Company (WML) for Solids Thickening and Processing Upgrades at
Plant No. 2, Project No. P2-89, for a total contingency of$2,634,340 (10%).
SUMMARY
Completion of the Trickling Filter/Solids Contact (TF/SC) process at Plant No. 2 requires
additional secondary sludge thickening capacity and anaerobic digestion capacity. To
provide that capacity, the Solids Thickening and Processing Upgrades project was
created to extensively modify and rehabilitate each of the four dissolved air flotation
thickeners (DAFTs) and modify two existing holding digesters so that they can be used
as active anaerobic digesters.

To cover any further unknown conditions, staff has determined that the original
contingency budget of 8% is inadequate to meet the projected refurbishment needs of the
facilities and allow the work to be completed without undue delay.
PRIOR COMMITTEE/BOARD ACTIONS
April 2012 — Awarded a construction contract to W.M. Lyles for Solids Thickening and
Processing Upgrades at Plant No. 2, Project No. P2-89, for an amount not to exceed
$26,383,400, and approved a contingency of$2,107,472 (8%).
ADDITIONAL INFORMATION
Due to their poor efficiency and reliability, three of the four existing DAFTs needed to be
kept in service during construction. As a result, only one DAFT at a time could be
rehabilitated. Fortunately, when the first modified DAFT was placed in service, its
performance and capacity was improved to the point that Operation's staff were able to

allow two DAFTs at a time to be out of service while maintaining appropriate redundancy
and reliability. In addition, long-term operating costs will be avoided by running fewer
units and using less polymer.
Despite the successes of the project, substantial costs have been realized due to
unknown deficiencies in the existing facilities, particularly with the digesters. Examples
of unanticipated costs include the following:
• Cutting out, replacing, and reinforcing multiple pipe penetrations through an
existing 21-inch thick digester wall.
• Replacing an existing solids transfer pump not included in the original project
scope, but necessary to mitigate the impacts of the two holding tanks being out of
service for an extended period.
• Repairing existing concrete domes of the two digesters due to cracking, chemical
degradation, and spalling.
• Sealing of cracks in the digester floor slab that might have allowed sludge to leak
into the ground.
• Replacing a faulty seal between the digester walls and the digester floors.
• Modifying the center support column for one of the existing DAFTs due to
differences between how the center column was constructed and how it was
shown in the record drawings.
Even though such unanticipated costs were encountered during construction, the total
costs for providing the additional capacity and improved reliability were greatly reduced
by reusing the existing structures. With less than 18 months of construction remaining in
the project, much of the unknown structural risks are known and addressed. The changes
required to date have consumed most of the contingency originally authorized for the
project. To cover the risks remaining in construction, an increase in the construction
contract contingency from 8% to 10% is requested.

The project was determined to be exempt in accordance with Section 15301 (b). A
Notice of Exemption filed on July 27, 2010.

1. Plant No. 1 Treatment Facility Odor Complaint Summary
Plant No. 1 received one attributable odor complaint during the 4" quarter. The complaint was
initiated by internal staff from the Administrative Building. Operations staff were unable to identify
the odor source but concluded the cause of odor was likely due to a waste hauler truck dumping
while a portion of the waste hauler scrubbing system was out of service for maintenance.
2. Plant No. 2 Treatment Facility Odor Complaint Summary
Plant No. 2 received no attributable odor complaints during the 411 quarter.

OCSD received three attributable odor complaints due to the collection system. Based on our

Activated-sludge process — A secondary biological wastewater treatment process where bacteria
reproduce at a high rate with the introduction of excess air or oxygen, and consume dissolved
nutrients in the wastewater.
Benthos— The community of organisms, such as sea stars, worms and shrimp, which live on, in, or
near the seabed, also know as the benthic zone.
Biochemical Oxygen Demand (BOD)—The amount of oxygen used when organic matter undergoes
decomposition by microorganisms. Testing for BOD is done to assess the amount of organic matter in
water.
Biosolids — Biosolids are nutrient rich organic and highly treated solid materials produced by the
wastewater treatment process. This high-quality product can be recycled as a soil amendment on
farm land or further processed as an earth-like product for commercial and home gardens to improve
and maintain fertile soil and stimulate plant growth.
Capital Improvement Program (CIP) — Projects for repair, rehabilitation, and replacement of assets.
Also includes treatment improvements, additional capacity, and projects for the support facilities.
Coliform bacteria—A group of bacteria found in the intestines of humans and other animals, but also
occasionally found elsewhere used as indicators of sewage pollution. E. coli are the most common
bacteria in wastewater.
Collections system — In wastewater, it is the system of typically underground pipes that receive and
convey sanitary wastewater or storm water.
Certificate of Participation (COP) —A type of financing where an investor purchases a share of the
lease revenues of a program rather than the bond being secured by those revenues.

Contaminants of Potential Concern (CPC) — Pharmaceuticals, hormones, and other organic
wastewater contaminants.
Dilution to Threshold (D!f) — the dilution at which the majority of the people detect the odor
becomes the DrT for that air sample.
Greenhouse gases — In the order of relative abundance water vapor, carbon dioxide, methane,
nitrous oxide, and ozone gases that are considered the cause of global warming ("greenhouse
effect").
Groundwater Replenishment (GWR) System — A joint water reclamation project that proactively
responds to Southern California's current and future water needs. This joint project between the
Orange County Water District and the Orange County Sanitation District provides 70 million gallons a
day of drinking quality water to replenish the local groundwater supply.
Levels of Service (LOS)—Goals to support environmental and public expectations for performance.
NDMA— N-Nitrosodimethylamine is an N-nitrosoamine suspected cancer-causing agent. It has been
found in the Groundwater Replenishment System process and is eliminated using hydrogen peroxide
with extra ultra-violet treatment.
National Biosolids Partnership (NBP) — An alliance of the National Association of Clean Water
Agencies (NACWA) and Water Environment Federation (WEF), with advisory support from the U.S.
Environmental Protection Agency (EPA). NBP is committed to developing and advancing
environmentally sound and sustainable biosolids management practices that go beyond regulatory
compliance and promote public participation in order to enhance the credibility of local agency
biosolids programs and improved communications that lead to public acceptance.
Plume—A visible or measurable concentration of discharge from a stationary source or fixed facility.
Publicly-owned Treatment Works (POTW)— Municipal wastewater treatment plant.
Santa Ana River Interceptor (SARI) Line — A regional brine line designed to convey 30 million
gallons per day (MGD) of non-reclaimable wastewater from the upper Santa Ana River basin to the
ocean for disposal, after treatment.
Sanitary sewer — Separate sewer systems specifically for the carrying of domestic and industrial
wastewater. Combined sewers carry both wastewater and urban run-off.
South Coast Air Quality Management District (SCAQMD) — Regional regulatory agency that
develops plans and regulations designed to achieve public health standards by reducing emissions
from business and industry.
Secondary treatment — Biological wastewater treatment, particularly the activated-sludge process,
where bacteria and other microorganisms consume dissolved nutrients in wastewater.
Sludge—Untreated solid material created by the treatment of wastewater.
Total suspended solids (TSS)—The amount of solids floating and in suspension in wastewater.
Trickling filter — A biological secondary treatment process in which bacteria and other
microorganisms, growing as slime on the surface of rocks or plastic media, consume nutrients in
wastewater as it trickles over them.

Urban runoff — Water from city streets and domestic properties that carry pollutants into the storm
drains, rivers, lakes, and oceans.
Wastewater—Any water that enters the sanitary sewer.
Watershed —A land area from which water drains to a particular water body. OCSD's service area is
in the Santa Ana River Watershed.
