Extend a Professional Services Agreement with ENS Resources for Federal Legislative Services for the period of July 1, 2014 through December 31, 2014 at a monthly rate of $5,500 per month for an annual not to exceed amount of$33,000. REPORTS: Chair Edgar gave a brief report regarding the Honor Walk and thanked staff for a great job. He further reported that SB 946 (Huff) was approved unanimously in the Minutes of the Steering Committee June 25,2014 Page 2 of 3 Assembly and is back in the Senate pending concurrence in Assembly amendments. The amendments are not substantive and relate to inserting the name Orange County Sanitation District into the bill. Final Senate approval is expected before the summer recess begins July 8th. General Manager Jim Herberg reported on the following: Monthly report — Annual Work Plan; Outreach efforts; Grant application to the US Bureau of Reclamation for the Water Smart Program to partially fund our water recycling study; Newport Beach activities update; OCSD FY 2014-16 Budget; hydrogen fuel cell project; Heal the Bay beaches report card; and the "Quadrennial Energy Review Public Meeting — The Water-Energy Nexus" in San Francisco, hosted by the U.S. Department of Energy. SUMMARY In order to more closely align OCSD's legislative contracts with the state and federal legislative calendars, staff recommends issuing new requests for proposals for legislative advocacy beginning January 9a' of the odd-numbered years. This aligns most closely with the state and federal fall election cycle that occurs during the even- numbered years. Staff recommends extending the existing contracts for a six-month period, from July 1, 2014 to December 31, 2014. This will allow staff time to issue new requests for proposals for state and federal advocacy beginning January 1, 2015, timed to coincide with the new legislative sessions. PRIOR COMMITTEE/BOARD ACTIONS May 2013 — Approved one-year extensions, with reduction in cost, of the federal and state legislative advocacy agreements. Herberg, General Manager Originator: Rob Thompson, Director of Engineering SUBJECT: 2014 POST-SAWPA REMEDIAL PLAN UPDATE GENERAL MANAGER'S RECOMMENDATION Information Only. SUMMARY In March 2014, the Board of Directors received and filed the final Santa Ana Watershed Project Authority (SAWPA) Remedial Plan Report. The Orange County Sanitation District (OCSD) staff has worked with SAWPA to address the SAWPA Remedial Plan (SRP) Punch List items. Staff will provide an oral report on the status of the Punch List and the work plan for Fiscal Year 2014-2015. PRIOR COMMITTEE/BOARD ACTIONS March 2014—The Board received and filed the final SAWPA Remedial Plan Report. January 2013 — The Board approved the Final SAWPA Remedial Plan and directed staff to issue the final Remedial Plan to SAWPA to correct significant deficiencies in its Pretreatment Program. November 2012 — The Steering Committee reviewed the SAWPA Audit and directed staff to prepare a Remedial Plan for issuance to SAWPA. ADDITIONAL INFORMATION A listing of outstanding items in the final SAWPA remedial Plan Report is called the "Punch List." The Punch List has three broad groupings: 1. Establishment of Substantially Similar Pretreatment Programs 2. Revision of Pretreatment Program Control Documents (PPCD) 3. Data Management System SAWPA has worked with its Member and Contract Agencies to align the Pretreatment Program requirements to be substantially similar to OCSD's Pretreatment Program. SAWPA and OCSD met on a couple of occasions to work through some issues and will continue to meet and discuss further alignment requirements, strategies, and timelines. OCSD has been reviewing SAWPA's Pretreatment Program Control Documents. Page 1 of 2 OCSD sent SAWPA a letter at the end of June 2014 outlining OCSD's comments and issues requiring resolution. SAWPA has been working with its contractor to implement its data management system. Based on SAWPA's latest report, much work still needs to be completed. OCSD will continue to maintain direct oversight over SAWPA's Pretreatment Program for the foreseeable future and will institute regular opportunities for the agencies to communicate, collaborate, and cooperate. OCSD is developing a work plan for Fiscal Year 2014-2015 so that both agencies will understand the workload and priorities for the coming year. Benthos— The community of organisms, such as sea stars, worms and shrimp, which live on, in, or near the seabed, also know as the benthic zone. Biochemical Oxygen Demand (BOD)—The amount of oxygen used when organic matter undergoes decomposition by microorganisms. Testing for BOD is done to assess the amount of organic matter in water. Biosolids — Biosolids are nutrient rich organic and highly treated solid materials produced by the wastewater treatment process. This high-quality product can be recycled as a soil amendment on farm land or further processed as an earth-like product for commercial and home gardens to improve and maintain fertile soil and stimulate plant growth. Capital Improvement Program (CIP) — Projects for repair, rehabilitation, and replacement of assets. Also includes treatment improvements, additional capacity, and projects for the support facilities. Coliform bacteria—A group of bacteria found in the intestines of humans and other animals, but also occasionally found elsewhere used as indicators of sewage pollution. E. coli are the most common bacteria in wastewater. Collections system — In wastewater, it is the system of typically underground pipes that receive and convey sanitary wastewater or storm water. Certificate of Participation (COP) —A type of financing where an investor purchases a share of the lease revenues of a program rather than the bond being secured by those revenues. Glossary of Terms and Abbreviations Contaminants of Potential Concern (CPC) — Pharmaceuticals, hormones, and other organic wastewater contaminants. Dilution to Threshold (D!f) — the dilution at which the majority of the people detect the odor becomes the DrT for that air sample. Greenhouse gases — In the order of relative abundance water vapor, carbon dioxide, methane, nitrous oxide, and ozone gases that are considered the cause of global warming ("greenhouse effect"). Groundwater Replenishment (GWR) System — A joint water reclamation project that proactively responds to Southern California's current and future water needs. This joint project between the Orange County Water District and the Orange County Sanitation District provides 70 million gallons a day of drinking quality water to replenish the local groundwater supply. Levels of Service (LOS)—Goals to support environmental and public expectations for performance. NDMA— N-Nitrosodimethylamine is an N-nitrosoamine suspected cancer-causing agent. It has been found in the Groundwater Replenishment System process and is eliminated using hydrogen peroxide with extra ultra-violet treatment. National Biosolids Partnership (NBP) — An alliance of the National Association of Clean Water Agencies (NACWA) and Water Environment Federation (WEF), with advisory support from the U.S. Environmental Protection Agency (EPA). NBP is committed to developing and advancing environmentally sound and sustainable biosolids management practices that go beyond regulatory compliance and promote public participation in order to enhance the credibility of local agency biosolids programs and improved communications that lead to public acceptance. Plume—A visible or measurable concentration of discharge from a stationary source or fixed facility. Publicly-owned Treatment Works (POTW)— Municipal wastewater treatment plant. Santa Ana River Interceptor (SARI) Line — A regional brine line designed to convey 30 million gallons per day (MGD) of non-reclaimable wastewater from the upper Santa Ana River basin to the ocean for disposal, after treatment. Sanitary sewer — Separate sewer systems specifically for the carrying of domestic and industrial wastewater. Combined sewers carry both wastewater and urban run-off. South Coast Air Quality Management District (SCAQMD) — Regional regulatory agency that develops plans and regulations designed to achieve public health standards by reducing emissions from business and industry. Secondary treatment — Biological wastewater treatment, particularly the activated-sludge process, where bacteria and other microorganisms consume dissolved nutrients in wastewater. Sludge—Untreated solid material created by the treatment of wastewater. Total suspended solids (TSS)—The amount of solids floating and in suspension in wastewater. Trickling filter — A biological secondary treatment process in which bacteria and other microorganisms, growing as slime on the surface of rocks or plastic media, consume nutrients in wastewater as it trickles over them.
