Federal Legislative Services for the period of July 1, 2014 through
December 31, 2014 at a monthly rate of $5,500 per month for an annual
not to exceed amount of$33,000.

REPORTS:
Chair Edgar gave a brief report regarding the Honor Walk and thanked staff for a
great job. He further reported that SB 946 (Huff) was approved unanimously in the

Assembly and is back in the Senate pending concurrence in Assembly
amendments. The amendments are not substantive and relate to inserting the
name Orange County Sanitation District into the bill. Final Senate approval is
expected before the summer recess begins July 8th.
General Manager Jim Herberg reported on the following: Monthly report — Annual
Work Plan; Outreach efforts; Grant application to the US Bureau of Reclamation
for the Water Smart Program to partially fund our water recycling study; Newport
Beach activities update; OCSD FY 2014-16 Budget; hydrogen fuel cell project;
Heal the Bay beaches report card; and the "Quadrennial Energy Review Public
Meeting — The Water-Energy Nexus" in San Francisco, hosted by the U.S.
Department of Energy.

SUMMARY
In order to more closely align OCSD's legislative contracts with the state and federal
legislative calendars, staff recommends issuing new requests for proposals for
legislative advocacy beginning January 9a' of the odd-numbered years. This aligns most
closely with the state and federal fall election cycle that occurs during the even-
numbered years. Staff recommends extending the existing contracts for a six-month
period, from July 1, 2014 to December 31, 2014. This will allow staff time to issue new
requests for proposals for state and federal advocacy beginning January 1, 2015, timed
to coincide with the new legislative sessions.
PRIOR COMMITTEE/BOARD ACTIONS
May 2013 — Approved one-year extensions, with reduction in cost, of the federal and
state legislative advocacy agreements.
October 2007 — Approved five-year agreements with state and federal legislative
advocates and approved four one-year renewals at the discretion of the Steering
Committee.

AMENDMENT NO. 1
PROFESSIONAL SERVICES AGREEMENT

THIS AMENDMENT TO THE AGREEMENT is made and entered into, to be
effective July 1, 2014, between Orange County Sanitation District hereinafter referred to
as "OCSD" with main offices located at 10844 Ellis Avenue, Fountain Valley, California
92708-7018 and ENS Resources Inc. with a principal business at 1101 14l" Street NW,
Suite 350, Washington, DC 20005 (hereinafter referred to as "Service Provider")
collectively referred to as the "Parties.
WHEREAS, OCSD and Service Provider executed, delivered and entered into
the Agreement between OCSD and Service Provider, the effective date of which is July
1, 2013 ('the Agreement"); and
WHEREAS, the Parties wish to amend the Agreement to make certain
modifications which shall be called Amendment No. 1 ("Amendment'); and
WHEREAS, on May 22, 2013, the Steering Committee of OCSD, by minute
order, authorized execution of this Amendment between OCSD and Service Provider,
and
WHEREAS, the Parties to the Agreement desire that this Amendment be
incorporated into the Agreement and become a part thereof from the beginning; and
WHEREAS, the Parties desire that the Agreement as modified by this
Amendment shall constitute the sole and entire Agreement among the Parties;
NOW, THEREFORE, in consideration of these premises and the mutual
covenants contained herein, the Parties agree to amend the Agreement as follows:
1. Extend the term of the Agreement through December 31, 2014; and
2. Increase the contract amount by $33,000 ($5,500 x 6 months) for a
new total amount not to exceed of Ninety-nine Thousand and 00/00
Dollars ($99,000)for the Agreement term.
Except as expressly amended above, the Agreement will remain
unchanged and in full force and effect.

1, 2013 ("the Agreement"); and
WHEREAS, the Parties wish to amend the Agreement to make certain

SUBJECT: 2014 POST-SAWPA REMEDIAL PLAN UPDATE
GENERAL MANAGER'S RECOMMENDATION
Information Only.
SUMMARY
In March 2014, the Board of Directors received and filed the final Santa Ana Watershed
Project Authority (SAWPA) Remedial Plan Report. The Orange County Sanitation
District (OCSD) staff has worked with SAWPA to address the SAWPA Remedial Plan
(SRP) Punch List items. Staff will provide an oral report on the status of the Punch List
and the work plan for Fiscal Year 2014-2015.
PRIOR COMMITTEE/BOARD ACTIONS
March 2014—The Board received and filed the final SAWPA Remedial Plan Report.
January 2013 — The Board approved the Final SAWPA Remedial Plan and directed
staff to issue the final Remedial Plan to SAWPA to correct significant deficiencies in its
Pretreatment Program.
November 2012 — The Steering Committee reviewed the SAWPA Audit and directed
staff to prepare a Remedial Plan for issuance to SAWPA.
ADDITIONAL INFORMATION
A listing of outstanding items in the final SAWPA remedial Plan Report is called the
"Punch List." The Punch List has three broad groupings:
1. Establishment of Substantially Similar Pretreatment Programs
2. Revision of Pretreatment Program Control Documents (PPCD)
3. Data Management System
SAWPA has worked with its Member and Contract Agencies to align the Pretreatment
Program requirements to be substantially similar to OCSD's Pretreatment Program.
SAWPA and OCSD met on a couple of occasions to work through some issues and will
continue to meet and discuss further alignment requirements, strategies, and timelines.
OCSD has been reviewing SAWPA's Pretreatment Program Control Documents.

OCSD sent SAWPA a letter at the end of June 2014 outlining OCSD's comments and
issues requiring resolution. SAWPA has been working with its contractor to implement
its data management system. Based on SAWPA's latest report, much work still needs
to be completed.
OCSD will continue to maintain direct oversight over SAWPA's Pretreatment Program
for the foreseeable future and will institute regular opportunities for the agencies to
communicate, collaborate, and cooperate. OCSD is developing a work plan for Fiscal
Year 2014-2015 so that both agencies will understand the workload and priorities for the
coming year.

Activated-sludge process — A secondary biological wastewater treatment process where bacteria
reproduce at a high rate with the introduction of excess air or oxygen, and consume dissolved
nutrients in the wastewater.
Benthos— The community of organisms, such as sea stars, worms and shrimp, which live on, in, or
near the seabed, also know as the benthic zone.
Biochemical Oxygen Demand (BOD)—The amount of oxygen used when organic matter undergoes
decomposition by microorganisms. Testing for BOD is done to assess the amount of organic matter in
water.
Biosolids — Biosolids are nutrient rich organic and highly treated solid materials produced by the
wastewater treatment process. This high-quality product can be recycled as a soil amendment on
farm land or further processed as an earth-like product for commercial and home gardens to improve
and maintain fertile soil and stimulate plant growth.
Capital Improvement Program (CIP) — Projects for repair, rehabilitation, and replacement of assets.
Also includes treatment improvements, additional capacity, and projects for the support facilities.
Coliform bacteria—A group of bacteria found in the intestines of humans and other animals, but also
occasionally found elsewhere used as indicators of sewage pollution. E. coli are the most common
bacteria in wastewater.
Collections system — In wastewater, it is the system of typically underground pipes that receive and
convey sanitary wastewater or storm water.
Certificate of Participation (COP) —A type of financing where an investor purchases a share of the
lease revenues of a program rather than the bond being secured by those revenues.
Glossary of Terms and Abbreviations
Contaminants of Potential Concern (CPC) — Pharmaceuticals, hormones, and other organic
wastewater contaminants.
Dilution to Threshold (D!f) — the dilution at which the majority of the people detect the odor
becomes the DrT for that air sample.
Greenhouse gases — In the order of relative abundance water vapor, carbon dioxide, methane,
nitrous oxide, and ozone gases that are considered the cause of global warming ("greenhouse
effect").
Groundwater Replenishment (GWR) System — A joint water reclamation project that proactively
responds to Southern California's current and future water needs. This joint project between the
Orange County Water District and the Orange County Sanitation District provides 70 million gallons a
day of drinking quality water to replenish the local groundwater supply.
Levels of Service (LOS)—Goals to support environmental and public expectations for performance.
NDMA— N-Nitrosodimethylamine is an N-nitrosoamine suspected cancer-causing agent. It has been
found in the Groundwater Replenishment System process and is eliminated using hydrogen peroxide
with extra ultra-violet treatment.
National Biosolids Partnership (NBP) — An alliance of the National Association of Clean Water
Agencies (NACWA) and Water Environment Federation (WEF), with advisory support from the U.S.
Environmental Protection Agency (EPA). NBP is committed to developing and advancing
environmentally sound and sustainable biosolids management practices that go beyond regulatory

Plume—A visible or measurable concentration of discharge from a stationary source or fixed facility.
Publicly-owned Treatment Works (POTW)— Municipal wastewater treatment plant.
Santa Ana River Interceptor (SARI) Line — A regional brine line designed to convey 30 million
gallons per day (MGD) of non-reclaimable wastewater from the upper Santa Ana River basin to the
ocean for disposal, after treatment.
Sanitary sewer — Separate sewer systems specifically for the carrying of domestic and industrial
wastewater. Combined sewers carry both wastewater and urban run-off.
South Coast Air Quality Management District (SCAQMD) — Regional regulatory agency that
develops plans and regulations designed to achieve public health standards by reducing emissions
from business and industry.
Secondary treatment — Biological wastewater treatment, particularly the activated-sludge process,
where bacteria and other microorganisms consume dissolved nutrients in wastewater.
Sludge—Untreated solid material created by the treatment of wastewater.
Total suspended solids (TSS)—The amount of solids floating and in suspension in wastewater.
Trickling filter — A biological secondary treatment process in which bacteria and other
microorganisms, growing as slime on the surface of rocks or plastic media, consume nutrients in
wastewater as it trickles over them.

Urban runoff — Water from city streets and domestic properties that carry pollutants into the storm
drains, rivers, lakes, and oceans.
Wastewater—Any water that enters the sanitary sewer.
Watershed —A land area from which water drains to a particular water body. OCSD's service area is
in the Santa Ana River Watershed.
