RECOMMENDATION: Recommend to the Board of Directors to: Authorize the

the fiscal year (through June 30, 2018).

A regular meeting of the Steering Committee of the Orange County Sanitation
District was called to order by Chair Sebourn on Wednesday, March 28, 2018 at
5:05 p.m. in the Administration Building of the Orange County Sanitation District.

REPORTS:
General Manager Herberg provided a brief overview of the order of action for the
public hearings regarding the proposed rate increases at tonight's Board meeting. He
stated that staff presented information regarding the proposed rates to the Orange
County Business Council, OCTax, and the Building Industry Association, and received
positive feedback regarding the fiscal management of OCSD.
Mr. Herberg announced the following awards were received by the agency: Certificate
of Achievement for Excellence in Financial Reporting for the 25th consecutive year
and the Award of Financial Reporting Achievement by the Government Finance
Officers Association of the United States and Canada. In addition, individual awards
at the local section of the California Water Environment Association (CWEA) were
received by: Larry Andresen, Sr. Plant Operator, received Plant Operator of the Year;
Jonathon Powell,Associate Engineer,won the Pretreatment, Pollution Prevention and
Stormwater(P3S)Person of the Year Award; Michelle Hetherington and Vicki Francis,
Sr. Engineers, received the CWEA Quarter Century Recognition.
Chair Sebourn stated that a request for a budget workshop was made, and that he
would like feedback as to whether the Committee felt that it was necessary to have a
full meeting, or consider one-on-one meetings with staff. The consensus of the
Committee was to pose the question to the entire Board.
Chair Sebourn also stated that he received a request, from a Director, to attend the
CASA &WaterReuse Forum in Sacramento on April 11. He stated that this item had
not previously been attended by a Board Member nor budgeted.
Discussion followed as to the number of probable requests we could possibly receive,
possible cost-sharing with additional agencies, should attendance be determined by
Board leadership or should it be open to others, establishing guidelines for staff or
Chair approval, how to deem a request beneficial, and ensuring the value of the
conference/meeting. Staff will develop a framework for a policy and will agendize for
a future meeting.

GENERAL MANAGER'S RECOMMENDATION
Authorize the General Manager to increase the current Temporary Employment Services
(Specification No.CS-2009421BD) funding of $1,187,190 by $80,000 with temporary
service firms for a new total amount not to exceed $1,267,190 for the remainder of the
fiscal year (through June 30, 2018).
BACKGROUND
Temporary workers are hired,fora limited duration, through third-party staffing firms when
regular employees are not available to cover for employee absences due to illness,
vacation, and leave of absence; or for unforeseen circumstances such as increased work
demands. In addition, temporary workers are also used for approved special projects
and budgeted capital improvement projects that are non-engineering related.
In June 2017, the Board of Directors approved $1,187,190 for temporary employment
services. Due to unanticipated leaves, retirements, and unforeseen circumstances such
as increased work demands within Operations and Maintenance and Environmental
Services, staff projected that in March 2018 costs were likely to exceed the approved
dollar amount. After careful consideration, the Executive Management Team decided
that temporary staffing assignments would come to an end on March 30, 2018. At that
time, temporary employment service firms were asked to provide final invoices for
services rendered, which resulted in an overage of $70,000. An additional $10,000 is
being requested for unanticipated temporary services that may be required through
May 30, 2018.

PROBLEM
Unanticipated leaves, retirements, and unforeseen circumstances such as increased
work demands within Operations and Maintenance and Environmental Services has
exhausted the approved funds, and an additional authorization of$80,000 is required.

PROPOSED SOLUTION
Authorize the General Manager to increase the Temporary Employment Services fund by
$80,000 to allow Orange County Sanitation District (Sanitation District) to pay for
temporary services that have been utilized through March 30, 2018, including $10,000 for
unanticipated temporary services that may be required through May 30, 2018. Going
forward, staff will be tracking the overall budget status and notifying Divisions earlier than
originally planned to ensure funds are not exhausted, and Board-approved thresholds are
not exceeded.
TIMING CONCERNS
Board approval is necessary to ensure that the Sanitation District is able to pay vendors
for temporary services provided through March 30, 2018.
RAMIFICATIONS OF NOT TAKING ACTION
The Sanitation District will not be able to pay the outstanding invoices beyond the
original Board approved $1,187,190.
PRIOR COMMITTEE/BOARD ACTIONS
June 2017 - Board approved entering into agreements for Temporary Services with 11
temporary service firms for a total amount not to exceed $1,187,190.
October 2016 - Board approved entering into contracts for Temporary Services with 11
temporary service firms for a total amount not to exceed $814,400.
May 2014 - Board approved entering into contracts for Temporary Employment Services
(Specification No.CS-2009-421BD) for a one-year period (July 1, 2014 through
June 30, 2015), for a total amount not to exceed $550,000 per year, with a 5% annual
aggregate escalation factor, with four one-year renewal options.
FINANCIAL CONSIDERATIONS
There is sufficient remaining funding in the 2017-18 Operating Budget to cover the
$80,000 request. This request complies with authority levels of the Sanitation District's
Purchasing Ordinance.

2018 Honor Walk.

If the nominees are not approved the Honor Walk process cannot proceed.

Please accept the nominations for the selected employees and approve the consideration
of the Board nomination.
TIMING CONCERNS
All nominees must be approved in order for us to move forward with the Honor Walk
celebration which is taking place on May 23, 2018 at 4:00 p.m.
RAMIFICATIONS OF NOT TAKING ACTION
The Honor Walk will not take place.
PRIOR COMMITTEE/BOARD ACTIONS
June 2008 - Board adopted Resolution No. OCSD 08-08 establishing a policy for naming
facilities and placing of monuments and other memorials.

ADDITIONAL INFORMATION
In 2008, the Steering Committee adopted a resolution that provided a framework for
recognizing past Board Members and retired staff for their outstanding contributions. One
of the results of this resolution and the discussions that followed was the creation of the
Honor Walk in front of the Administration Building at Plant No. 1 in 2009 with the first
honoree recognized in 2010.
Honorees could be past Board Members or retired staff who made significant
contributions to the Orange County Sanitation District (Sanitation District) and the people
it serves.
The policy and procedures developed by the Steering Committee stipulate that the
General Manager makes recommendations to the Steering Committee for retired staff
nominees and the Steering Committee will deliberate and decide on past Board Members.
The criteria adopted by the Board of Directors for selecting Honor Walk recipients are:
• Have a long-standing affiliation with the Sanitation District.
• Enhanced the quality of operations and/or leadership directly contributing to the well-
being of the Sanitation District and people served by the Sanitation District.
• Made an exceptional contribution to the community through their leadership,
involvement, or substantial commitment of time or improvement of the quality of life.
PAST BOARD MEMBER NOMINEE
This year, former Board Member Willis H. Warner was nominated for the Honor Walk by
current Board Chairman Greg Sebourn.
Attached is the nomination form for consideration by the Steering Committee.
STAFF NOMINEES
Three employees were nominated for the Honor Walk this year. An employee committee
representing different divisions and various years of service reviewed the three
candidates.
Based on the review of the nominees, the employee committee recommended two out of
the three employees to the Executive Management Team (EMT). Based on each
employee's significant, unique, and outstanding contributions to the Sanitation District,
the EMT unanimously accepted the following two recommendations.
The Employee Nominees are: Barbara Collins 1987-2015 (28 years)
Doug Kanis 2005-2016 (11 years)

Honor Walk ceremony will be held on May 23, 2018 at 4:00 p.m.

Barbara Collins
I would like to nominate Barbara Collins for the Honor Walk. Barbara's contribution to OCSD was of
immense importance as she was uniquely able to unify the operational side of the Sanitation District
with the dollars and cents provided by taxpayers. Barbara was employed here for nearly 30 years,and
had an encyclopedic knowledge of the plants and their operations. She was a scientist originally by
training,and so she was able to understand the chemical and biological processes on top of her deep
understanding of the mechanical operations.She earned an MBA and became a Principal Financial
Analyst,enabling her to be irreplaceable in her cogent analyses of the Sanitation District's cost-
effectiveness.
When she was about to leave, many employees contacted her to say"please don't go
until you've shown us where all the data is!" Her hard work underlay many of the key decisions made
by senior management and the Board.
People at the Sanitation District often ask"what projects have you been involved with?" But Barbara's
work transcended individual projects—she was usually putting together figures which explained the big
picture,so that senior management and the Board could make the key decisions necessary to operate
the organization.
Whereas most citizens knew Barbara as the First Lady of Fountain Valley, because she was the wife of
John Collins,at OCSD the employees knew John as"the husband of our key employee Barbara"!
The taxpayers have been incredibly lucky to have received Barbara's services over the past decades.

A Career Well Spent
Barbara Collins started as a part time employee in the lab. She helped in the Micro section.
Later,she went full time and also come over to the Chemistry section. Barbara was the"right
hand"person for supervisor Laurie Blustein. Later,she greatly made accomplishments for the
District working in the Administration-Finance department. —recollections from Norm

1. It is widely known and accepted that Barbara saved the District considerable money in
connection with a construction defect and legal action against a manufacturer, but the details
appear to be lost in history. Most of the people involved seem to have retired,and existing
employees,while well aware of the situation,do not know the details.
2. The Management Services Team was an effort started by the Administrative Services
Department in large part because Barbara Collins had so much knowledge from which other
analysts could learn.

These are remembrances of Barbara Collins
from people who wish to see her included in the Honor Walk.
I would like to encourage the Honor Walk nominations committee to consider including Barbara
Collins in this year's Honor Walk. Barbara worked at OCSD for over 25 years in various capacities
and had multiple contributions that improved OCSD's operations, but I consider her most
valuable contributions to be her unselfish dedication to sharing her knowledge.
When I came to work at OCSD Barbara was the first employee who befriended me. She became
my Onboarding buddy in a sense by checking in on me and showing me how to do basic things
like filling out my time card. In today's busy world people are often preoccupied with their own
tasks and not concerned about others, but Barbara always made time for her coworkers.
Barbara was always looking for teaching opportunities and identifying things she could add to
other people's bailiwicks. She trained me on our financial software programs and taught me tips
and tricks on how to run different financial reports.She wanted to make sure I had the access to
the tools I needed and knew how to use them in order to ensure that I would be able to properly

I felt fortunate to have access to a resource like Barbara and her endless knowledge about OCSD.
She was an OCSD Encyclopedia. She was always happy to answer any questions about the plant
and its operations. Anytime I reached out to Barbara, she was willing to make time to walk me
through whatever I was stuck on step by step, but she was such a great teacher she would never
just tell me the answers,she would show me how to get to them myself.
At times it felt like Barbara was as invested in my success as I was, but what I came to realize was
that it wasn't my personal success she was invested in, it was OCSD's. Her investment in me
wasn't unique, she was invested in a lot of other employees as well. She wanted to ensure she
passed on as much knowledge as she could to make sure the future of OCSD stayed bright.
Barbara took it upon herself to take me and countless other OCSD employees under her wing
without anyone directing her or asking her to. She became our informal mentor. In all my years
working for public sector agencies I have never come across an employee as unselfish and
dedicated as Barbara. I urge you to consider honoring Barbara Collins' legacy with a brick in our
Honor Walk.

Barbara was known as the person who not only knew where to find any OCSD-related
information, but more importantly what it meant. When I started at OCSD in 2008 as an
Associate Engineer III, 1 would go to Barbara for data needed for air quality compliance
reporting. This would be aggregated data on plant performance. Barbara would ask me a couple
of clarifying questions, then provide me exactly what I needed. And with a smile. Also, Barbara
and I collaborated occasionally when she was assigned to the OCSD Stat program. She would
come to me with questions regarding the metrics being evaluated, and together we would
brainstorm improvements. Barbara's contribution to OCSD exceeded hertechnical and customer
service abilities; she is remembered as an amazing human being. When a co-worker was
experiencing pain due to a post-procedure infection, Barbara was quick to drop everything and
take her co-worker to the emergency room. Barbara is remembered as both a co-worker and
friend who brought value to everything she did.

Barbara was a caring woman with many gifts. Barbara was an active listener that you could walk
up to and strike a conversation on just about any subject,and with a sympathetic ear. She made
me feel free to express my opinions as she shared her own personal experiences that validated
my areas of interest. Even though Barbara had served as the First Lady of Fountain Valley and
was steeped in local politics, she never forced her views on anyone. She made herself very
transparent in a most friendly and unarming way that led you to admire her knowledge and
experience in her professional life, as well as her personal life.
I appreciated hearing Barbara speak so lovingly about her family, always uplifting, adoring and
respectful of every family member. Her graceful and friendly attitude made her a most admired
woman, demonstrated by her highly attended retirement luncheon by many well-wishers and
long-retired friends, and even more so at her memorial funeral with saddened hearts at having
lost a dearly-loved woman. Her kind spirit will live among those who were around her and will
not be forgotten.

Barbara Collins is so deserving of having her name on the honor walk. Barbara touched so many
lives at OCSD. She was stellar at herjob and was always willing to help you no matter how busy
she might have been. To me,she was an inspiration and a mentorand I knowso many employees
at OCSD would say the same thing. She helped me understand processes and billing data. More
importantly, she helped me get back up when I didn't get a promotion. She worked with me so
that I would be better prepared for the next promotion, which I did get. Barbara was humorous,
caring and a model employee. Through all the medical hardships she endured, she always kept
such a positive attitude. Barbara remains one of the most remarkable people I have met in a
career spanning almost thirty years.

Barbara had great energy - for work and life. When I was monitoring the strategic goals and

dashboard consistently and make improvements fairly frequently. She always did so with
professionalism and grace. When I would speak with her personally,she was open and kind, and
never complained about the challenges before her. I believe she could handle anything asked of
her and do it with a smile.

1 worked with Barbara Collins when there was a Management Services Team. She was a
wonderful about teaching the rest of the team about the budget process and how to populate
spreadsheets she created to monitor departmental budgets. She was a team player and
continuously taught us what she knew and never withheld information. I personally witnessed
Barbara take on enormous, insurmountable tasks in order to help OCSD achieve its goals. She
was a delight to work with and a great asset to OCSD. I highly recommend her to receive this
Honor Walk award.

Barbara gave me my "Spirit" award when I couldn't attend the VIP Luncheon that year. Barbara
was so easy to talk to and confide in. She radiated the district's values in all sorts of ways.
She acknowledged everyone and encouraged others to develop themselves which showed
respect, provided team leadership and perpetuated learning.
She even set the example by"going back to school" herself and transitioning into a new position
outside of the lab.
She could even balance work/life despite being married to a board member; in fact I think she
was a better politician than John...
I think Barbara Collins is especially deserving of an honor walk brick!

1 had the pleasure of working with Barbara in the operations division. Early in my career we
worked on an optimization study on the original trickling filters that have since been replaced.
She was knowledgeable on all aspects of wastewater. She understood the treatment side,
financial and people side of OCSD. She had the ability to gather financial information on the
treatment process, understand what it meant and what was needed to evaluate process
performance. She was always willing to help you. She reviewed many papers I wrote and
provided me with critical feedback. She had a great work ethic and something positive to say
about everyone. She was invaluable to me and many others. She had a great sense of humor. I
still smile when I think of her stories. I am fortunate to have to work with her and call her a
friend.

1 first came to know Barbara in the early 1990s when she was working in the laboratory. Barbara
was always cheerful and ready to help explain a lab test process or hold still for photos we needed
for informational brochures. As OCSD executive management transitioned in late 1990S to
include assistant General Managers and include a new emphasis on building staff skills by a new
tuition reimbursement program, Barbara took advantage of new opportunities. She completed
an MBA program and was promoted from her lab position to a senior or principal staff analyst
(sorry I don't know her exact title). She began working more with Operations tracking expenses
and looking for areas to improve efficiencies and cut costs.There was a huge benchmarking study
coordinated with at least 17 other wastewater agencies and Barbara was one of the key point
persons.
Her knowledge of plant operations processes and budget preparation and account became
legendary. She was one of the key go-to persons right up to her retirement.
Barbara loved sharing all she knew with others and this included becoming one of our main tour
guides.She was always ready to help and could handle the range from students to VIP tours.She
also helped with other outreach activities.
Barbara was also a member of the original Core Values Committee. Which speaks a lot to who
she was. Even though her husband was an OCSD Board Chair, she never wanted anyone to treat
her with any special consideration. Her work and achievements were hers! Her values were
honesty and respect and ready to contribute to the group as a whole.

Barbara was a number cruncher, an analyst and report writer. With a strong analytical
background, she started her career at OCSD in the Lab, but her real talents shown bright when
she became the key analyst to the GM's office and O&M departments. Dedicated to giving the
"real picture' and researching the heck out of something, Barbara didn't just stay in the in the
background turning in her reports.She wasn't afraid to speak her mind and bring out the facts—
all the facts.This made her trusted voice and highly respected.She helped provide justification
during the benchmark study years that ultimately helped change the way OCSD did business.
(These studies prompted the big O&M reinvention and automation push.)
Barbara was a friendly smiling face in the foreground, helping all division when needed and
being an active environmental steward to OCSD. She volunteered yearly for community
outreach events and to give tours. Barbara was an outspoken advocate and face of OCSD.

Background:
Doug started at OCSD in 2005. He initiated the agency's corrosion management
program while assigned to O&M division 850,
and soon after, realized this was not a task for
one person. Doug expanded the corrosion team
to two district staff, and after a lengthy research
initiative and RFP process headed by Doug, the
program later added three contract staff. At one
point the corrosion team assembled by Doug
had over

Doug closely worked with operations and
collections staff to find out their concerns and
needs for corrosion assessments and minor
repairs. Doug forged a reputation with staff at
both plants and within operations, and when
his team had finished a project, immediate
improvements had been made or, at a minimum, administrative steps taken to

push the repairs forward. Because of his many years of corrosion relate experience
and expertise, some of the staff lovingly referred to Doug as 'Rusty'. Doug and his
team developed documentation for
capital improvement projects in excess
of $100 million — these rehabilitation
requests were sent to the annual Capital
Improvements Project (CIP) clearing
house, and some later became
construction projects. This later led
Doug and the corrosion team to be
transferred to Division 740 to become
part of the Engineering Planning team
and to support the planning efforts for
new projects.
Some of Doug's achievements included: the internal assessment and repair of all
the PVC T-lock lining in the Sunflower Truck from Plant 1 to the City of Irvine limits;
the development of a massive database to
store and allow enterprise access to the 1000's
of CCTV videos of OCSD's collection system
piping, which were previously inaccessible
from the OCSD network; providing gap analysis
for coverage of CCTV survey on collection
piping; and the assessment and rehabilitation
of digester domes and piping. Doug also
developed an on-call contractor support
contract where condition assessments and
associated repairs could be set up and performed quickly, taking advantage of plant
shutdowns and other windows of opportunity, and resulting in an economical use

of rate payer's funds. Doug's corrosion assessment projects often had a secondary
benefit to the operation of OCSD facilities (at
both plants and in the collections system) in
that incidental repairs were performed while
systems were out of operation to leave the
assets in a better condition than when they
were found with no additional shutdown or
process disruption.

Doug, pioneered the use of re-breathers for
respiratory protection while performing
assessments of long pipeline spans. The
rebreathers provided up to 4 hours of breathable air supply as compared to SCBA
that only had a capacity for 30-45 minutes of air. Without the use of the re-
breathers, the inherent risks of performing manned assessments of live sewers
pipe spans in excess of 1,000 feet were too challenging to overcome (including the
Sunflower trunk under the Santa Anna River at over 1,400 feet). It is understood
that OCSD was the first sanitation district to use the rebreathers for entries into
liver sewers.
Doug Kanis passed away suddenly on Friday November 11, 2016. He was a mentor
to many and when asked, always provided honest sound engineering advice within
his wide area of expertise. Doug was also a very caring and giving person with a
great sense of humor. His life was centered around his family. He was
accomplished in home renovation, completing a nearly entire re-modeling of his
home in Irvine, where he lived with his wife, Jackie. He also readily assisted his
friends and family with their major re-modeling projects. In addition to being a

Willis Huxley Warner
Mr. Willis Huxley Warner served on the Board of Directors officially for 13 years through
its formation in 1947-48 and well into its operations in 1960. He was also the first General
Manager of the joint districts from 1948-1950.
Willis Warner was a prominent Orange County government official who served on the
County Board of Supervisors from 1939 to 1963 and was Chairman for over 14 years. Mr.
Warner is most notably remembered for his extensive work on sanitation and flood control
issues and having the foresight of a plan to provide public sanitary sewerage facilities to
serve the County.
Warner resided in Huntington Beach from 1905 until his death in 1963. He was a student
in the first graduating class of Los Bolsas High School (now Huntington Beach High). He
was a graduate of USC where he studied municipal sanitation. In 1911 Willis Warner
produced a thesis on a sewer system and treatment plant for Huntington Beach. After
college Mr. Warner worked in a lumber yard and in 1925 purchased his own store.
Mr. Warner was a man of many hats in the public sector, but his dedication to the County
of Orange and the Sanitation and Water Districts of the past have left a mark on our future.
In 1915, Warner served as secretary for the Westminster Drainage District. He also served
as the first chairman of the newly formed Orange County Water District in 1933; was
elected to the Huntington Beach City Council in 1934 and was elected Mayor of Huntington
Beach in 1936. In 1939, as his career on the Board of Supervisors began, the population
of the County was 130,000 but grew to over 750,000 by 1963. Mr. Warner was intimately
involved in the numerous, expanding county issues.
In 1945 the County of Orange officially formed a County-wide sanitation program to which
Warner was extremely passionate about, and a highly active participant. According to his
lifelong annual diaries, he spent a good portion of his time from 1945-1949 seeing to every
detail so that the districts could come to life.
According to the minutes of the District, on July 2r, 1948 and reiterated by Resolution on
March 9, 1949, the decision was made to retain the staff on hand for the "Orange County
Sanitation work and proceed under the capable leadership of Supervisor Willis Warner."
He was then named the General Manager and served in that capacity, until a replacement
could be found in 1950, which at that time was not an easy feat. It was documented that
Mr. Warner was only paid '% of a full-time salary of $700 per month, or a total monthly
salary of$350.
Beside running his own business, and his work as a Supervisor, some of Mr. Warner's
accomplishments while serving the Sanitation Districts were:
• Garnering support for the purchase of the JOS;
• Hiring Vinton W. Bacon as Sanitation Engineer(Sewerage Survey Staff and author
of the 1948 Engineering Report— "General plan" of the existing and future district
facilities, work proposed, property to be acquired etc.);
• Establishing committee after committee to look into various problems that would
confront the joint organization after the bond elections;
• Administering elections for the incurrence of a $2.6 million bond;
• Authoring the original joint construction and operations agreements, and the Joint
Administration Agreements and mimeographing the copies. (I found copies of all of
these documents in the "Papers of Willis H. Warner' - UCI archives)
• Designing and procuring the official seals of the Districts;
• Applying to the State Board of Public Health for the permits to construct a new
primary sewage treatment plant and new ocean outfall;
• Consolidation Elections;
• Gaining support on the opposition of SB No. 164 and AB No. 2804 in 1949;
• Acquiring the most competent staff, consultants and Special Counsel; and
• Promoting the election of a Permanent Chairman of Joint District meetings.
Mr. Warner also served as a Director of EACH of the County Sanitation Districts of Orange
County and served as Chairman of the various Districts and Committees. Special
acknowledgement and appreciation was expressed to Chair Warner by CSDOC
Resolution on the 10'" day of February, 1960 where the joint District Boards expressed
Chair Warner's "able and forthright manner in which he approached the complex and
difficult problems confronting each District and the Joint administrative organization and
for the aid he had given in resolving the many issues which arose by generously devoting
his time and ability to each District and the joint affairs of the Sanitation Districts."
Willis Huxley Warner retired as Chairman of the Board of Supervisors of the County of
Orange in 1962 and was acknowledged by CSDOC resolution for "the foresight,
perseverance and impartial public service in studying and planning for the best means of
providing public sanitary sewerage facilities to serve the County of Orange and for his
guidance and continual service in resolving the many problems which arose with the
formation of the Districts and in the earlier years preceding actual operation of the
presently existing facilities."
In another District resolution adopted in memory of Former Director Warner in 1963, the
Directors of the County Sanitation Districts"wished to acknowledge the many contributions
of Mr. Warner for which he received neither public acclaim nor remuneration, only the
sense of satisfactions that must have been his."
We can only know Willis Warner by the legislative records of our predecessors, but I feel
true admiration for Mr. Warner's courage and spirit to break new ground. Those of us here
today are the beneficiaries of this founder; one of those committed people whose vision,
determination and perseverance, became an integral part in the establishment of the
County Sanitation Districts.
The last 71 years have seen vast advances and changes to our District, to which I am
certain Mr. Warner would be extremely proud.

The Boards of Directors of the County Sanitation Districts
of Orange County, California,
DO HEREBY RESOLVE AS FOLLOWS: \
WHEREAS, Supervisor Willi. H. Warner has announced his re-
tirement as a member of the Board of Supervisors, County of Orange;
and
NOW THEREFORE, BE IT RESOLVED, that the Boards of Directors
of the County Sanitation Districts of Orange County, California,
acting as Directors of the Joint Administrative Organisation of
said Districts, do hereby commend Supervisor Willis H. Warner for
his dedication in serving the public twenty-four years as County
Supervisor for the Second District, seventeen years of which he
served as Chairman of the Board of Supervisors; and
BE IT FURTHER RESOLVED, that the individual appreciation of
each member of said Boards of Directors Is hereby expressed for
his many substantial contributions to the County Sanitation Dis-
tricts during the thirteen years he served as a Director; and
BE IT FURTHER RESOLVED, that Resolution No. 795, adopted upon
the retirement of Willie H. Warner as a Director on the Boards of
the County Sanitation Districts, January, 1960, be attached hereto
and made a part of this resolution.

A JOINT RESOLUTION OF THE BOARDS OF DIRECTORS
OF THE COUNTY SANITATION DISTRICTS OF ORANGE
COUNTY, ADOPTED IN MEMORY OF FORMER DIRECTOR,
WILLIS H. WARNER
The members of the Boards of Directors of the County
Sanitation Districts of Orange County wish to express their
Individual condolences to the family of Willis H. Warner, who
served as a Director on the Boards of the Districts for thirteen
years.
Few are capable of the perseverance and dedication to
public service that was so much a part of Willis Warner, whose
energy and ability were so generously devoted to the civic
affairs of Orange County.
These Boards of Directors also wish to again acknowledge
his substantial contributions to the Districts and to express
appreciation for his active participation and guidance In re-
solving the many complex problems which arose with the formation
of the Districts as well as in the years preceding the actual
operation of the present sewerage facilities. In spite of the
demands made upon him he served voluntarily on many special
comitteea for the Districts In addition to serving as a Director
of each District, and Chairman of various Districts.
Most of all, the Directors wish to acknowledge the
many contributions of Willis Warner for which he received neither
public acclaim nor remuneration - - only the sense of satisfaction
that must have been his.

GLOSSARY OF TERMS
ACTIVATED SLUDGE PROCESS—A secondary biological wastewater treatment process where bacteria reproduce at a high
rate with the introduction of excess air or oxygen and consume dissolved nutrients in the wastewater.
BENTHOS —The community of organisms, such as sea stars, worms, and shrimp, which live on, in, or near the seabed, also
known as the benthic zone.
BIOCHEMICAL OXYGEN DEMAND (BOD)—The amount of oxygen used when organic matter undergoes decomposition by
microorganisms.Testing for BOD is done to assess the amount of organic matter in water.
BIOGAS—A gas that is produced by the action of anaerobic bacteria on organic waste matter in a digester tank that can be used
as a fuel.
BIOSOLIDS—Biosolids are nutrient rich organic and highly treated solid materials produced by the wastewater treatment process.
This high-quality product can be recycled as a soil amendment on farmland or further processed as an earth-like product for
commercial and home gardens to improve and maintain fertile soil and stimulate plant growth.
CAPITAL IMPROVEMENT PROGRAM (CIP) — Projects for repair, rehabilitation, and replacement of assets. Also includes
treatment improvements,additional capacity, and projects for the support facilities.
COLIFORM BACTERIA—A group of bacteria found in the intestines of humans and other animals, but also occasionally found
elsewhere,used as indicators of sewage pollution. E.coli are the most common bacteria in wastewater.
COLLECTIONS SYSTEM — In wastewater, it is the system of typically underground pipes that receive and convey sanitary
wastewater or storm water.
CERTIFICATE OF PARTICIPATION (COP)—A type of financing where an investor purchases a share of the lease revenues of
a program rather than the bond being secured by those revenues.
CONTAMINANTS OF POTENTIAL CONCERN (CPC) — Pharmaceuticals, hormones, and other organic wastewater
contaminants.
DILUTION TO THRESHOLD (Dfr)—The dilution at which the majority of people detect the odor becomes the D/T for that air
sample.
GREENHOUSE GASES (GHG)— In the order of relative abundance water vapor, carbon dioxide, methane, nitrous oxide, and
ozone gases that are considered the cause of global warming("greenhouse stil .
GROUNDWATER REPLENISHMENT SYSTEM(GWRS)—Ajoint water reclamation project that proactively responds to Southern
California's current and future water needs.This joint project between the Orange County Water District and the Orange County
Sanitation District provides 70 million gallons per day of drinking quality water to replenish the local groundwater supply.
LEVEL OF SERVICE(LOS)—Goals to support environmental and public expectations for performance.
N-NITROSODIMETHYLAMINE (NDMA) — A N-nitrosamine suspected cancer causing agent. It has been found in the
Groundwater Replenishment System process and is eliminated using hydrogen peroxide with extra ultra-violet treatment.
NATIONAL BIOSOLIDS PARTNERSHIP (NBP)—An alliance of the National Association of Clean Water Agencies and Water
Environment Federation, with advisory support from the US Environmental Protection Agency. NBP is committed to developing
and advancing environmentally sound and sustainable biosolids management practices that go beyond regulatory compliance
and promote public participation to enhance the credibility of local agency biosolids programs and improved communications that
lead to public acceptance.
PLUME—A visible or measurable concentration of discharge from a stationary source or fixed facility.
PUBLICLY OWNED TREATMENT WORKS(POTW)—A municipal wastewater treatment plant.
SANTA ANA RIVER INTERCEPTOR(SARI) LINE—A regional brine line designed to convey 30 million gallons per day of non-
reclaimable wastewater from the upper Santa Ana River basin to the ocean for disposal,after treatment.
SANITARY SEWER— Separate sewer systems specifically for the carrying of domestic and industrial wastewater. Combined
sewers carry both wastewater and urban runoff.
SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT (SCAQMD)—Regional regulatory agency that develops plans and
regulations designed to achieve public health standards by reducing emissions from business and industry.
SECONDARY TREATMENT— Biological wastewater treatment, particularly the activated sludge process, where bacteria and
other microorganisms consume dissolved nutrients in wastewater.
SLUDGE—Untreated solid material created by the treatment of wastewater.
TOTAL SUSPENDED SOLIDS(TSS)—The amount of solids floating and in suspension in wastewater.
TRICKLING FILTER—A biological secondary treatment process in which bacteria and other microorganisms,growing as slime
on the surface of rocks or plastic media,consume nutrients in wastewater as it trickles over them.
URBAN RUNOFF—Water from city streets and domestic properties that carry pollutants into the storm drains, rivers, lakes, and
oceans.
WASTEWATER—Any water that enters the sanitary sewer.
WATERSHED—A land area from which water drains to a particular water body.The Orange County Sanitation District's service
area is in the Santa Ana River Watershed.
