WHEREAS, on October 27, 1999, the Board of Directors of the Orange County
Sanitation District (“District”) approved Resolution No. OCSD 99-21 adopting the 1999
Strategic Plan (“Strategic Plan”), a Master Plan for new facilities through the year 2020;
and Scenario 2 of the Strategic Plan; and
WHEREAS, the Master Plan incorporates the levels of service identified in the
District’s Five-Year Strategic Plan approved in November 2009; and,
WHEREAS, the District continues to pursue full secondary treatment by the year
2012; and
WHEREAS, on December 16, 2009 the Board of Directors of the District reviewed
the 2009 Facilities Master Plan (“Master Plan”), a Master Plan for new facilities through
the year 2030; and
WHEREAS, the District is the lead agency for the Master Plan, pursuant to the
California Environmental Quality Act of 1970, as amended, (“CEQA”) and the State
CEQA Guidelines.
NOW, THEREFORE, the Board of Directors of Orange County Sanitation District,
DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1: The Board hereby adopts the 2009 Master Plan as the new
operational plan for new facilities through the year 2030
Section 2: Resolution No. OCSD 09-21, adopted October 27, 1999, adopting
the 1999 Strategic Plan (“Strategic Plan”), a Master Plan for new facilities through the
year 2020; and Scenario 2 of the Strategic Plan, are hereby repealed.
Section 3: Environmental review is not required under the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines § 15262 because the
2009 Facilities Master Plan will not have a legally binding effect on later activities. It is
only a feasibility/planning study for possible future actions which the District has not
approved, adopted, or funded and the District has considered environmental factors as
required.
