RESOLUTION NO. OCSD 05-15
ADOPTING THE INITIAL STUDY/NEGATIVE DECLARATION FOR THE
WESTSIDE REHABILITATION PROJECT, CONTRACT NO. 3-52; AND
APPROVING THE WESTSIDE REHABILITATION PROJECT, CONTRACT
NO. 3-52.
WHEREAS, the Board of Directors of the Orange County Sanitation District (OCSD),
("Board") is considering the approval of the Westside Pump Station Rehabilitation Project
("Project"), Contract No. 3-52 to upgrade and enhance the reliability of Westside Pump Station;
and,
WHEREAS, a general site assessment of the Westside Pump Station demonstrated
that the pump station, which is located within the community of Rossmoor in
unincorporated Orange County and was constructed in 1959, needs rehabilitation and
upgrade to enhance operational reliability and comply with existing electrical codes; and,
WHEREAS, because OCSD will be undertaking the Project, OCSD is the lead agency for
the Project pursuant to the California Environmental Quality Act of 1970 ("CEQA") (Public
Resources Code § 21000 et. seq.), as amended, and the CEQA Guidelines ("CEQA Guidelines")
(14 Cal. Code Regs.§ 15000 et. seq.); and,
WHEREAS, pursuant to the CEQA and the CEQA Guidelines, OCSD staff prepared an
Initial Study, which concluded that the proposed Project would not have any potentially
significant impacts on the environment; and,
WHEREAS, pursuant to CEQA and the CEQA Guidelines, OCSD staff prepared a
Negative Declaration; and,
WHEREAS, OCSD has not received any comments on the Initial Study/Negative
Declaration during the public review period.
NOW, THEREFORE, the Board hereby resolves, determines and finds that:
1. The Initial Study/Negative Declaration has been completed in compliance with CEQA
and the CEQA Guidelines; and,
2. Based on the whole record before it (including the Initial Study/Negative Declaration
and any oral and written comments received), there is no substantial evidence that the
project will have a significant effect on the environment; and,
3. The Board determines that the Initial Study/Negative Declaration reflects OCSD's
independent judgment and analysis: and,
4. The Board approves the Westside Pump Station Rehabilitation Project, Contract No.
3-52; and

5. The Board specifies that the record of proceedings on which the Board's decision is
based is located at OCSD administrative offices at I 0844 Ellis Avenue, Fountain
Valley, California, 92708. The custodian of the record of proceedings is the OCSD
Board Secretary. Project files are located in the OCSD Engineering Planning and
Design Division.
