RELATING TO LESS THAN SIGNIFICANT ENVIRONMENTAL
EFFECTS IDENTIFIED IN THE INITIAL STUDY!MITIGATED
NEGATIVE DECLARATION FOR THE CONSTRUCTION OF A
NEW PUMP STATION ORIGINALLY DESIGNATED AS
“REHABILITATION OF THE 14TH STREET PUMP STATION”;
APPROVING MITIGATION MEASURES;ADOPTING THE FINAL
INITIAL STUDY!MITIGATED NEGATIVE DECLARATION FOR
THE REHABILITATION OF THE 14TH STREET PUMP STATION;
AUTHORIZING THE FILING OF A NOTICE OF DETERMINATION
RE SAID PROJECT;AND ADOPTING A MITIGATION
MONITORING AND REPORTING PROGRAM
WHEREAS,the Board of Directors of the Orange County Sanitation
District (“District”)is presently considering the adoption of the Final Initial Study!
Mitigated Negative Declaration for the Rehabilitation of the 14th Street Pump
Station (“Project”);and
WHEREAS,District is the Lead Agency for the preparation and
construction of environmental documents for the Final Initial Study!Mitigated
Negative Declaration for the Project,which is consistent with the 1999 Strategic
Plan Program Environmental Impact Report,pursuant to the California
Environmental Quality Act of 1970,as amended (“CEQA”),the State of California
CEQA Guidelines,and District’s CEQA procedures;and,
WHEREAS,to assess the Rehabilitation of the 14th Street Pump Station’s
environmental impacts objectively,District prepared an Initial Study to assess the
potentially-significant environmental impacts,mitigation measures,if any,and
alternatives associated with the Project;and,

WHEREAS,the Initial Study resulted in a determination that there were
only less than significant impacts associated with the proposed Project if certain
mitigation measures were implemented,therefore a Mitigated Negative
Declaration was prepared;and,
WHEREAS,District has consulted with other public agencies and the
general public,giving them an opportunity to comment on the Initial
Study/Mitigated Negative Declaration,as required by CEQA;and,
WHEREAS,District has objectively evaluated,received,and filed
comments from public agencies and persons who reviewed the Initial
Study/Mitigated Negative Declaration;and,
WHEREAS,the comments and recommendations received on the Initial
Study/Mitigated Negative Declaration,either in full or in summary,together with
the District’s responses to significant environmental concerns raised in the
review,have been included in the Final Initial Study/Mitigated Negative
Declaration;and,
WHEREAS,said Final Initial Study/Mitigated Negative Declaration has
been presented to the District’s Board of Directors for review and consideration
prior to the final approval of,and commitment to,the Final Initial Study/Mitigated
Negative Declaration for the Rehabilitation of the 14th Street Pump Station;and,
WHEREAS,District has prepared a Mitigation Monitoring and Reporting
Program,designed to ensure that the approved mitigation measures are
implemented during Project construction and operation.
NOW,THEREFORE,the Board of Directors of Orange County Sanitation
District,
DOES HEREBY RESOLVE,DETERMINE,AND ORDER:
Section 1 That changes or alterations have been required in,or
incorporated into,the proposed Project,before the proposed Initial
Study/Mitigated Negative Declaration was released for public review,which avoid
or mitigate significant environmental effects to a point where clearly no significant
effect on the environment would occur,all identified in the Final Initial
Study/Mitigated Negative Declaration.
Section 2 That there is no substantial evidence that the Project will
have a significant impact on the environment.
Section 3 That the Final Initial Study/Mitigated Negative Declaration
reflects District’s independent judgment and analysis.

Section 4 The documents and other materials that constitute the
record of proceedings upon which the District’s decision is based are located at
the Orange County Sanitation District,10844 Ellis Avenue,Fountain Valley,
California,92708.The Custodian of these documents and other materials is the
Director of Engineering,Attention of William Cassidy,Project Manager.
Section 5 That the proposed Project consists of the construction of a
new pump station,new force main,and extension of the existing upstream
gravity sewer.The proposed Project also includes the decommissioning of the
existing pump station.The proposed Project,without mitigation,could create a
number of potentially significant environmental effects that have been identified
in the Final Initial Study/Mitigated Negative Declaration,and have been taken
into account in selecting the best methods for achieving Project objectives with
minimal environmental impacts.
Section 6 Potentially significant impacts identified in the Final Initial
Study/Mitigated Negative Declaration that will be mitigated to less than significant
levels by District are as follows:
A.The architectural design of the pump station is to integrate
with the surrounding area,incorporating low water-use plants to prevent
degradation of the existing visual character of the site or surrounding area.
B.The station’s exterior lighting is to be directed downward and
oriented to ensure that no light source is directly visible from neighboring
residential areas.Motion sensor lighting is to be used.
C.Air emissions from equipment vehicles will be mitigated by
continued compliance with South Coast Air Quality Management District
requirements.Equipment will shut off when not in direct use and located as far
as possible from residential areas.The constructor is to notify residences on
West Balboa Boulevard and the Newport Beach Grammar School by posting
notices of planned construction activities at least one (1)week in advance.
D.That a Traffic Control Plan will be developed and included as
part of the District’s Standard Plans and Specifications.Emergency vehicle
access will be provided,via a locked gate accessible to all emergency service
agencies.Automobile,bicycle,and pedestrian access to the area will be
temporarily prohibited to protect public safety and facilitate a more rapid
completion of the Project via fencing and detour signs.
E.Disturbance of cultural or paleontological resources during
construction will be mitigated by halting work if unusual materials are found,and
then consulting with qualified professionals to examine the materials,record
findings,and properly curate any significant artifacts discovered.

F.Construction staging areas shall be designed to contain
contaminants such as oil,grease,and fuel products so that they do not drain
towards receiving waters or storm drain inlets.Overnight drip pans are to be
placed beneath heavy-duty construction equipment.
G.Temporary construction noise will be mitigated by limiting
construction hours and informing the neighbors of construction activities.
H.Disruption of roadways and parking during construction will
be mitigated through preparation of traffic control plans that maintain maximum
safe traffic access.The Newport Beach Grammar School and nearby Churches
are to be notified at least one (I)week in advance of any lane closures.The
Contractor is to provide for a crossing guard and traffic police at the intersection
of Balboa Boulevard and 14th Street to ensure the safety of the Elementary
School children arriving and departing from school.
Section 7 That the Board of Directors adopts the Final Initial
Study/Mitigated Negative Declaration.
Section 8 That the Board of Directors approves the mitigation
measures,and adopts the Mitigation Monitoring and Reporting Program.
Section 9 That the Board Secretary is authorized and directed to file
the Notice of Determination and any other documents in accordance with the
requirements of CEQA and the District’s CEQA Procedures.

SECTION 1.0
INTRODUCTION
This document presents the results of an Initial Study to determine if any significant
environmental effects could occur from the proposed project.The Initial Study was prepared
pursuant to the requirements of Section 15063 of the California Environmental Quality Act
(CEQA)Guidelines.
PROJECT BACKGROUND
The Orange County Sanitation District (OCSD)maintains a collection system consisting of twelve
-trunk sewer lines that collect and convey wastewater from the service area in Orange County to
treatment facilities located in the cities of Huntington Beach and Fountain Valley.The collection
system consists of gravity sewers and 20 pump stations.One of OCSD’s Newport Beach trunk
sewer lines follows West Balboa Boulevard through Newport Beach and terminates at OCSD’s
Treatment Plant No.2 located in Huntington Beach.The sewer was installed in 1945 and later
rehabilitated in 1989.An assessment of this sewer found that the pump station located in an
underground vault on West Balboa Boulevard at 14th Street needed to be substantially refurbished.
Subsequent assessments determined that the existing underground vault could not be refurbished.
As a result,a new location was located on a nearby vacant lot.OCSD proposes to construct a new
pump station vault and electrical building to replace the existing pump station.The capacity of
the pump station and the existing sewer would not change.
OCSD prepared a Program Environmental Impact Report (PEIR)in 1999 to assess the wastewater
facility’s 20-year Strategic Plan.The PEIR identified capital improvement projects needed to
accommodate projected wastewater flows within the service area through the year 2020.The
identified projects included treatment system upgrades,discharge capacity improvements,and
collection system improvements.Although the PEIR covers pump station replacements,it does
not specifically address the 14th Street Pump Station.Since rehabilitation of the 14th Street ~
Station has not previously been assessed,an Initial Study has been prepared to comply with
CEQA requirements.

PROJECT DESCRIPTION
The proposed project will replace the existing pump station located at 14th Street and West Balboa
Boulevard in Newport Beach with a new pump station located on a currently vacant lot on West
Balboa Boulevard located approximately 650 feet from the existing pump station (see Figure 1).
The project will include excavating a trench from the existing facility just west of the intersection
of 14th Street and West Balboa Boulevard to the new facility location at 1514 West Balboa
Boulevard (see Figure 3).The project will also include excavating a 27-foot deep,below-grade
vault at the new location to house new pumping equipment.A one-story,576 square-foot,above-
grade building housing electrical equipment will be constructed on the new site.When the new
pump station is complete the project will involve the decommissioning of the existing facility.
The existing gravity sewer will be extended approximately 650 feet from the existing pump
station along the inside eastbound lane of West Balboa Boulevard.The sewer will then turn north
and extend across the westbound lanes to the new pump station location.The sewer extension
will enter the pump station at 12 feet below grade.A new force main will be installed from the
pump station to the existing gravity sewer within West Balboa Boulevard approximately five feet
below grade.
Excavation for the new pump station will be approximately 27 feet below ground surface.The
shoring shall consist of diaphragm walls constructed of concrete piling.No pile driving will be
necessary.The excavation will be below groundwater levels,requiring dewatering with a sump
pump.Once excavated,a concrete seal floor will be poured in the standing water.The concrete
seal floor braces the shoring walls at the base and steel beam bracing will be used at the top.The
underground pump station structure will consist of a steel reinforced concrete mat foundation,
walls,and ground level floor.
A one-story building will be placed over the vault to house electrical equipment.The
above-ground concrete structure is estimated to be Sixteen (16)feet by thirty-six (36)feet and
approximately twenty (20)feet in height.The floor of the electrical building will be a minimum
of one foot above the base flood elevation for the area.The architectural design of the building

will integrate with the surrounding urban design.Entrance to the new pump station will be
accessed from the alley just north of the property.
Decommissioning of the existing pump station will involve exposing the existing structure and
removing the upper five feet of concrete below West Balboa Boulevard.The remaining vault will
be filled with cement slurry and abandoned in place.After completion of the decommissioning
process,the affected portion of West Balboa Boulevard will be resurfaced to match the existing
condition.
The property at 1514 West Balboa Boulevard is currently privately owned.The new pump station
location is an empty lot,adjacent to a Southern California Edison (SCE)substation site and a
three-story residential apartment building.OCSD plans on acquiring the property prior to
implementation of the proposed project.Construction of the new pump station will not impede
operation of the existing 14th Street Pump Station and service will not be interrupted to
surrounding residents and businesses.
PROJECT LOCATION~
The existing pump station is owned by OCSD (see Figure 2)and is located at the intersection of
West Balboa Boulevard and 14th Street on the Balboa Peninsula in Newport Beach,California.
The 14th Street pump station is beneath the West Balboa Boulevard median on the west side of the
intersection.The new property to be acquired is adjacent to an SCE-owned substation site and a
three-story residential apartment building.Two churches are located on the block (Our Lady of
Mount Carmel,1441 West Balboa Blvd and Christ Church by the Sea,1400 West Balboa).One
elementary school (Newport Beach Grammar School),and the Los Arenas Park are located within
close proximity of the project.Other features of the area include residential properties,Newport
Bay,beachfront,and small commercial establishments.
PROJECT SCHEDULE
Construction related activities would be conducted eight hours per day,five days per week.
Excavations for the project would last approximately 16 weeks,non-currently.Construction of
the electrical building and below-ground structure will take approximately eight weeks.The
remaining 48 weeks will consist of equipment installation,landscaping,testing and time necessary

to receive materials and other equipment.The proposed project,from “Notice to Proceed”to the
acceptance of the fmished product would take approximately 72 weeks.
CEQA ISSUES AN1)PROCEDURES
In accordance with the CEQA Guidelines,an Initial Study/Mitigated Negative Declaration has
been prepared to assess the proposed project’s effect on the environment and provides the
appropriate level of analysis to comply with CEQA requirements to ensure that no significant
impacts would result.The Initial Study/Mitigated Negative Declaration will be available for
public review for 30 days.Following the review period,the OCSD Board of Directors will review
the public comments received and decide whether to adopt the Mitigated Negative Declaration.

completed in accordance with Section 1 5063(d)(3)of the CEQA Guidelines to determine if the
project may have any significant effect on the environment.

SECTION 3.0
DISCUSSION OF IMPACTS
AND MITIGATION MEASURES
I.AESTHETICS

The project site is located on West Balboa Boulevard in the city of Newport Beach in Orange
County (See Figure 1).West Balboa Boulevard is a residential street.The project site is not
within a scenic vista as designated by the California Department of Transportation (Caltrans)
under the California Scenic Highways Program’or located within a state designated scenic
highway.2 The closest state-designated scenic highway is over 10 miles from the project site.The
site is currently a cleared vacant lot and is situated approximately 150 feet south of the Newport
Marina.Construction activities in the proposed project area would be short term.No impacts are
anticipated,and no mitigation measures are required.
C.Substantially degrade the existing visual character or quality of the site and its
surroundings?
Less than Significant Impact with Mitigation Incorporation
Implementation of the proposed project would not degrade the existing visual character of the
project site or surrounding area.The project would involve decommissioning an existing
underground pump station and constructing a new pump station on a vacant lot.The pump station
would be housed within a new 576 square foot one story building.The property is adjacent to a
small SCE substation to the west and a three-story residential building to the east.The project site
is located in an area with some residential and some commercial uses.Entrance to the new pump
station would be from the alley just north of the property.
The architectural design of the pump station would integrate with the surrounding area.The scale
and design of the structure would be similar to the SCE building next door.Landscaping of the
site would be incorporated into the design.OCSD is not required to obtain a building permit from
the city of Newport Beach.However,a set of plans will be given to the City for review and
comment.An encroachment permit must be obtained from the city of Newport Beach prior to
beginning construction within West Balboa Boulevard.The proposed mitigation measure would
ensure that impacts to aesthetics would be less than significant.

complex next to the proposed project site.In particular,nighttime lighting adjacent to windows of

•OCSD shall ensure that all permanent exterior lighting installed on the new project site
is directed downward and oriented to ensure that no light source is directly visible from
neighboring residential areas.Motion sensor lighting shall be installed on the project
site.This will lessen the amount of light used at a given time and will reduce this
impact to a less than significant level.
II.AGRICULTURAL RESOURCES

The project site is located in the South Coast Air Basin,which is designated as non-attainment for
ozone (03),carbon monoxide (CO),and particulates (PM10).The air basin is classified as
attainment for nitrogen oxides (NOr),sulfur dioxide (SO2),and lead (Pb).SCAQMD is the
regional agency empowered to regulate stationary and mobile air emission sources.The project
would not generate any additional operational air emissions.Once the 72-week construction
period is completed,the trunk sewer would operate as it does currently.Construction activities
would consist of demolition,excavation,building,pipeline placement,and trench back filling.It
is anticipated that the proposed project would be completed within 72 weeks from the beginning
of site clearing.Construction-related activities would occur eight hours per day,five days per
week.
Construction exhaust emissions will be generated from construction equipment,earth movement
and demolition activities,construction workers’commute,and construction material hauling for
the entire construction period.The SCAQMD’s CEQA Air Quality Handbook provides a
methodology for estimating construction exhaust emissions based upon the number and type of
equipment to be used and the duration of the construction period.This methodology was used to
estimate construction exhaust emissions for the proposed project.The SCAQMD’s CEQA Air
Quality Handbook presents emissions significance thresholds for construction and operations
activities as shownin Table 1.
Emissions estimates were calculated for the proposed project based on assumptions for typical
construction activity.Heavy equipment will be required for approximately 24 weeks during
excavation and constructing of the electrical building.Deliveiy trucks,tractors,and trailers,will
be brought to the site to deliver materials and equipment throughout construction of the project,
though not on a daily basis.The calculations assume that the project would be completed
consecutively within the 72-week time period.Construction air emissions will take place during
the 24-week excavation and building period,for which these calculations are based.The
calculations also assume that a maximum of two backhoes and two large trucks would be
operating for an average of six hours per day;five material deliveries would occur per day
traveling 30 miles each way;and 10 employees would travel 60 miles round trip per day.The
trenching and excavation activities would extract approximately 1,800 cubic yards of soil.The
soil would be hauled either to the Treatment Plant No.2 in Huntington Beach for temporary
storage or to a local landfill.

emissions estimates were calculated using EMFAC7G emissions factors.These emission factors
are approved by the California Air Resources Board (CARB)for planning purposes.Attachment
A of the document includes air emissions calculation worksheets.None of the estimated
emissions would exceed the SCAQMD thresholds of significance.No significant impact to air
resources would be anticipated during the repair of the pipeline.Nonetheless,the mitigation

within 50 feet of the existing 14th Street Pump Station.The project would not violate SCAQMD
thresholds of significance for air emissions.The following mitigation measures are recommended
to reduce potential impacts to local residences.
•Construction equipment will be shut off to reduce idling when not in direct use.Diesel
engines,motors,or equipment shall be located as far away as possible from existing
residential areas.
•Stationary and mobile equipment shall be placed as far from the residential areas and
schools as possible within the construction easement and new station site.
•The contractor shall notify residences on West Balboa Street and the Newport Beach
Grammar School by posting notices along West Balboa Boulevard of planned
construction activities at least one week in advance.The notification shall include a
planned schedule and contact information.
Short-term construction activities are not anticipated to significantly impact local sensitive
receptors.

The project would replace a sewage pump station.The new facility would operate similar to the
existing facility.OCSD maintains a system-wide odor control program that includes periodically
adding odor control chemicals to the certain sewer trunks.The proposed project would not

The proposed new location for the 14th Street pump station is a cleared vacant lot 150 south of
Newport Bay.The lot supports minimal weedy invasive plant species and two ornamental trees.
The lot is surrounded by urban development to the east and west.
The closest ecological area to the project site is Newport Bay.The project site is located on an
urbanized peninsula of Lower Newport Bay.Upper Newport Bay is designated as an Ecological
Reserve,but Lower Newport Bay includes several marinas.Upper Newport Bay is located
approximately two miles from the project Site.
The project site does not support any native habitat and would therefore have no impact on any
sensitive habitats,species and would not interfere with the migration or movement of wildlife.In
addition,the project site does not support any riparian or federally protected wetlands and is
located outside of the planning area of the Orange County Natural Community Conservation Plan
&Habitat Conservation Plan (NCCP/HCP,County of Orange Environmental Management
Agency,1996).The proposed project would not conflict with any other local conservation plan or
preservation policy,therefore,no impacts are anticipated and no mitigation measures are required.
V.CULTURAL RESOURCES
A.Cause a substantial adverse change in the significance of a historical resource as
defined in §15064.5?

The project would not cause substantial adverse impacts to any known historical resources.
Though built in 1945,the existing pump station and trunk sewer are not unique nor the oldest in
operation within the OCSD trunk sewer system.It is likely that the 1989 refurbishment destroyed

replacement is considered a less than significant impact and no mitigation measures are required.

or sacred uses are known to have occurred on the project site.Since development will be taking
place in an area previously disturbed by development,there is an unlikely potential that cultural
resources will be discovered.However,the potential for locating paleontological materials is
unknown,since the project will involve excavation of up to 27 feet below ground surface.
Mitigation measures are required in the event archaeological and/or paleontological resources are
encountered.Implementation of the following measure would reduce this impact to a less than
significant level.
•In the event cultural or paleontological materials are discovered during excavation
activities,all work in that area shall cease until a qualified archaeologist and/or
paleontologist examines the resources and provides recommendations for further
assessment of the site including collection and curation tasks.
VI.GEOLOGY AND SOILS

The 14th Street Pump Station replacement project site is not located within an Aiquist-Priolo
Earthquake Fault Zon&.The nearest active faults to the project areas are the Newport-Inglewood,
the Pelican Hill Fault,and offshore faults.Offshore traces of the Newport-Inglewood Fault are
mapped within five miles of the project site to the south.Other major faults in the region include
the Whittier Fault Zone and the Palos Verdes Fault.Seismic activity on any of these known faults
within the region could cause considerable ground shaking in the project area.
Geologic formations underlying the project site consist of Quaternary alluvium.Soils consist of
native sand and silty sands.No artificial fill material was observed during geotechnical
investigations conducted at the site in February 200 l~.The site is relatively flat,and no
substantial erosion or landslide impact is expected as a result of the project.
The proposed project,in and of itself would not expose people or structures to potential impacts
pertaining to seismic groundshaking.Since earthquake related hazards cannot be avoided in the
Southern California region,the project site may be subjected to ground motion which could affect

structures.Unconsolidated soil types and shallow groundwater in the area create a high
liquefaction potential,which would increase the potential for ground motion impacts.According
to the California Division of Mines and Geology,the project site is within a liquefaction hazard
area.However,a geotechnical study conducted for the site in May 2001 concluded that
liquefaction would not pose significant impacts to the project5.
The project would not construct habitable structures or place housing within a seismic hazard
area.The project would upgrade existing facilities,providing more protection from seismic
impacts than currently exists.Furthermore,the pump station would be designed to comply with
the California Building Code (CBC)and the Uniform Building Code (UBC)in order to reduce the
potential effects of seismic shaking that may occur in the vicinity of the project area.No impact
would be anticipated.No mitigation is required.
C.Be located on strata or soil that is unstable,or that would become unstable as a result
of the project,and potentially result in on-or off-site landslide,lateral spreading,
subsidence,liquefaction,or collapse?
D.Be located on expansive soil,as defined in Table 18-1-B of the Uniform Building Code,
creating substantial risks to life or property?
Less than Significant Impact
As discussed above,the potential for soil liquefaction in the project area is considered high due to
the sandy soils and high water table.Geotechnical analysis conducted for the site in May 2001
concluded that the site would pose minimal liquefaction impacts.In addition,subsidence is not
expected in the area and no expansive soils are anticipated.Compliance with the CBC and UBC
would minimize any potential impact.No mitigation is required.
E.Have soils incapable of adequately supporting the use of septic tanks or alternative
wastewater disposal systems where sewers are not available for the disposal of
wastewater?
No Impact
The proposed project would not involve the use of septic tanks.The nature of the proposed
project does not necessitate the need for septic tanks.Therefore,no impacts are anticipated and
no mitigation measures are required.

airstrip.The nearest airport to the project site,John Wayne International Airport,is located five
miles northeast of the project site.The proposed project would not result in a safety hazard for
the people working in the project area or visiting the project site.
In the event of an emergency,all emergency procedures would be implemented within local,state,
and federal guidelines during construction and operation of the proposed project.The OCSD will
contact emergency service providers and law enforcement of planned lane closures,as stipulated
in OCSD’s 1999 Strategic Plan PEIR.No full street closures are anticipated to occur.
The proposed project is not located adjacent to wildlands or near a substantial amount of dry
brush that could expose people to wildfire risks.
Implementation of the proposed project would not create impacts that would subject people or
structures to hazardous chemicals or conditions.No impacts are anticipated and no mitigation
measures being proposed.
VIII.HYDROLOGY AND WATER QUALITY
A.Violate any water quality standards or waste discharge requirements?

The project would involve excavating a 12-foot deep trench for approximately 800 feet for placing
new pipeline upstream of the existing pump station.Construction of the new pump station will
require excavation of a an area of approximately 1,000 square feet to a depth of approximately 27

feet.Operational discharge permits will not be necessary for the less than one-acre project,but a
Notice of Intent for dewatering activities will be required.Excavation,trenching and construction
activities would incorporate best management practices to minimize impacts to local receiving
waters,including preventing construction runoff from entering storm drains unimpeded.
The proposed excavation would be deeper than local groundwater levels and would require
dewatering during construction.The infiltrating groundwater would be discharged to the storm
drain,which empties into Newport Bay approximately 150 feet north of the site.The dewatering
would comply with OCSD’s existing National Pollution Discharge Elimination System (NPDES)
small-project dewatering permit issued by the Santa Aria Region,Regional Water Quality Control
Board (RWQCB).6 Since the groundwater in the area is hydraulically connected to the Bay,no
water quality impacts would be anticipated from the dewatering.Nonetheless,the effluent will be
monitored as part of the project pursuant to the monitoring requirements of the NPDES permit.In
addition,the contractor will be required to submit a Notice of Intent to the RWQCB prior to
initiating discharges.
•OCSD shall incorporate into contract specifications the requirement that the
construction staging areas be designed to contain contaminants such as oil,grease,and
fuel products so that they do not drain towards receiving waters or storm drain inlets.If
heavy-duty construction equipment is stored overnight drip pans will be placed beneath
the machinery engine block and hydraulic systems.
B.Substantially deplete groundwater supplies or interfere substantially with
groundwater recharge such that there should be a net deficit in aquifer volume or a
lowering of the local groundwater table level (e.g.,the production rate of pre-existing

There is no potential impact resulting from seiche or mudflow.However,the project site is
located near coastal waters and while a tsunami is possible,the chance of a tsunami occurring
during an extremely high tide is very small.In the event in an unforeseen catastrophic event,
OCSD would adhere to the Federal Emergency Contingency Plan and the Flood Protection Plan.
The subgrade portion of the pump station would be sealed and protected from flooding.This
impact is less than significant and no mitigation measures are required.
IX.LAND USE AND PLANNING
A.Physically divide an established community?

The proposed project would conduct construction activities within the vicinity of the existing
trunk sewer.A vacant lot would be purchased by OCSD and used to accommodate a public
facility.The location was chosen due to the need for a pump station in the near vicinity based on

Grammar School shall be notified of planned construction activities.The notification
shall include a planned schedule and contact information.

Orange County Transportation Authority operates a bus route (Route 71)that traverses West
Balboa Boulevard.Traffic on the local streets is not expected to be operating at unacceptable
levels during morning and evening peak hours.Construction activities would add short-term
traffic to the area.As part of the project,the contractor would obtain an encroachment permit
from the city of Newport Beach.The encroachment permit would include a traffic control plan to
be implemented during the work conducted within the street.One lane of traffic in each direction
will be kept open at all times and no full street closures are anticipated.Traffic on West Balboa
Boulevard and 14th Street may experience delays due to demolition of the existing pump station.
The following mitigation measure would reduce this short-term impact to less than significant
levels.
•OCSD shall notify Newport Beach Grammar School of any lane closures that may
impact access to the school at least one week prior to demolition of the 1 4th Street Pump
Station.The Contractor shall provide for a crossing guard and traffic police at the
intersection of I 4th Street and West Balboa Boulevard to ensure the safety of elementary

would require a permit from Caltrans.As part of the project,the contractor would obtain an
encroachment permit from the city of Newport Beach.The encroachment permit would include a
traffic control plan to be implemented during the work conducted within the street.No full street
closures are anticipated.No significant impacts to traffic would be anticipated.

The proposed trenching of the pipeline would temporarily impact approximately twelve metered
parking spaces.Metered parking is provided along the median that traverses east to west along
West Balboa Boulevard.Since trenching will take place along the inside lane of the eastbound
side of the road,access to these spaces will be impeded by construction activities for
approximately four weeks.Sensitive receptors for this issue include a nearby elementary school,
two churches,the public beach,and Los Arenas Park.These facilities utilize metered parking.In
order to reduce this impact to a less than significant level,the following mitigation measure is
required.
•OCSD shall notify the elementary school and two chruches that parking may be
impacted at least one week prior to trenching along West Balboa Boulevard.

The project involves replacing an existing pump station with a new pump station.The pump
station will be moved to the new location to provide OCSD with easier access to the equipment.
The assessment of the existing vault containing the equipment concluded that it could not be
refurbished.
The existing station does not have a potable water supply.However,the new Station will have a
potable water Supply for washdown and landscaping purposes and will require OCSD to connect
to the city of Newport Beach’s existing water line,located on Balboa Boulevard.The project
would not construct new Storm drain facilities,require new water supplies or increased capacity at
the treatment plant,or increase solid waste capacity needs.Therefore,the project would not
adversely impact regional utilities.

B.Does the project have impacts that are individually limited,but cumulatively
considerable?(“Cumulative considerable”means that the incremental effects of a
project are considerable when viewed in connection with the effects of past projects,the
effects of other current projects,and the effects of probable future projects)?
No Impact
The project would replace an existing pump station at a new location.The new location does not
support wildlife.No significant cultural resources are known to exist at the new location.No
impact is expected.
C.Does the project have environmental effects which will cause substantial adverse effects
on human beings,either directly or indirectly?
Less than significant Impact
The project enhances the reliability of existing infrastructure.The identified mitigation measures
would ensure that no significant adverse impacts to human beings would be associated with
operation or construction.

SECTION 4.0
SUMMARY OF MITIGATION MEASURES
This section provides a summary of mitigation measures identified in the Initial Study.
AESTHETICS
•OCSD shall provide landscaping on the pump station property incorporating low water-
use plants.
•OCSD shall ensure that all permanent exterior lighting installed on the new project site is
directed downward and oriented to insure that no light source is directly visible from
neighboring residential areas.Motion sensor lighting shall be installed on the project site.
This will lessen the amount of light used at any given time and will reduce this impact to a
less than significant level.
AIR QUALITY
•Construction equipment will be shut off to reduce idling when not in direct use.Diesel
engines,motors,or equipment shall be located as far away as possible from existing
residential areas.
•Stationary and mobile equipment shall be placed as far from the residential areas and
schools as possible within the construction easement and new station site.
•The contractor shall notify residences on West Balboa Street and the Newport Beach
Grammar School by posting notices along West Balboa Boulevard of planned
construction activities at least one week in advance.The notification shall include a
planned schedule and contact information.Therefore,short-term construction activities
would not significantly impact local sensitive receptors.
CULTURAL RESOURCES
•In the event cultural or paleontological materials are discovered during excavation
activities,all work in that area shall cease until a qualified archaeologist and/or
paleontologist examines the resources and provides recommendations for further
assessment of the site including collection and curation tasks.
HYDROLOGY AND WATER QUALITY
•OCSD shall incorporate into contract specifications the requirement that the construction
staging areas be designed to contain contaminants such as oil,grease,and fuel products so
that they do not drain towards receiving waters or storm drain inlets.If heavy-duty
construction equipment is stored overnight drip pans will be placed beneath the machinery
engine block and hydraulic systems.

NOISE
•Construction and pipe installation activities in the city of Newport Beach,shall be limited
to the hours of 7:00 a.m.to 6:30 p.m.,Monday through Friday.
•At least one week prior to construction,local residences and the Newport Beach Grammar
School shall be notified of planned construction activities.The notification shall include
a planned schedule and contact information.
TRANSPORTATION/TRAFFIC
•OCSD shall notify Newport Beach Grammar School of any lane closures that may impact
access to the school at least one week prior to demolition of the 14th Street Pump Station.
The Contractor shall provide for a crossing guard and traffic police at the intersection of
14th Street and West Balboa Boulevard to ensure the safety of elementary school children
arriving and departing from school.Implementation would reduce this short-term impact
to a less than significant level.
•OCSD shall notify the elementary school and two churches that parking may be impacted
at least one week prior to trenchmg along West Balboa Boulevard.
