RESOLUTION NO. 97-05
AUTHORIZING ACTIONS TO ADOPT CEQA PROCEDURES
MANUAL AND GUIDELINES
A JOINT RESOLUTION OF THE BOARDS OF DIRECTORS OF
COUNTY SANITATION DISTRICTS NOS 1, 2, 3, 5, 6, 7, 11, 13
AND 14 OF ORANGE COUNTY, CALIFORNIA, AUTHORIZING
ADOPTION OF THE MANUAL OF PRACTICE AND CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES

WHEREAS, the County Sanitation Districts of Orange County, hereinafter
referred to as "Districts," are a public agency whose responsibilities include the
management of the collection treatment disposal and reclamation of wastewater in the
urbanized areas of Orange County; and
WHEREAS, the Districts construct and operate major wastewater treatment
works including over 600 miles of trunk stations, pump stations, and two major
treatment plants and ocean disposal facilities; and
WHEREAS, protection and maintenance of a high quality environment is a
responsibility of the Districts; and
WHEREAS, the California Environmental Quality Act (CEQA) was originally
enacted in 1970 to set forth public policy and to require the state government to
regulate activities of private individuals, corporations, and public agencies which are
found to affect the quality environment; and
WHEREAS, CEQA required government agencies at all levels to develop
standards and procedures necessary to protect environmental quality; and
WHEREAS, government agencies at all levels are required to consider
qualitative factors as well as economic and technical factors, and short-term and
long-term benefits and costs, and alternatives to proposed actions affecting the
environment; and

WHEREAS, the California Environmental Quality Act and its various
amendments provides that public agencies shall use the environmental impact report
and environmental assessment procedures to identify significant effects of a project on
the environment, to identify alternatives to a given project, and to indicate a manner in
which significant effects can be mitigated or avoided; and
WHEREAS, the State of California periodically publishes revisions to the
California Environmental Quality Act and Guidelines for implementation of said Act; and
WHEREAS, the latest Guidelines became effective in March 1996; and
WHEREAS, public agencies are required to adopt or utilize the State Guidelines
or local guidelines for fulfilling their responsibilities under the California Environmental
Quality Act; and
WHEREAS, the Districts periodically review and update their California
Environmental Quality Act Guidelines; and
WHEREAS, the amount of activity taking place under the provisions of CEQA in
recent years has increased; and
WHEREAS, the staff of the Districts is required to fulfill the provisions of the
California Environmental Quality Act via the preparation of environmental
documentation and review of the environmental documentation of other agencies; and
WHEREAS, the Districts have recently prepared a new set of guidelines
implementing the provisions of the Environmental Quality Act and a step-by-step
procedures manual for use by staff in implementing the provisions of the California
Environmental Quality Act and completing the necessary documentation; and
WHEREAS, these two documents have been deemed to be complete;
NOW, THEREFORE, the Boards of Directors of County Sanitation Districts Nos.
1, 2, 3, 5, 6, 7, 11, 13 and 14 of Orange County, California,
DO HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. Be it resolved that the Boards of Directors of the County Sanitation
Districts of Orange County do hereby adopt the Guidelines for Implementation of the
California Environmental Quality Act and Implementation Procedures Manual for use by

I, PENNY KYLE, Secretary of the Boards of Directors of County Sanitation
Districts Nos. 1, 2, 3, 5, 6, 7, 11, 13 and 14 of Orange County, California, do hereby
certify that the foregoing Resolution No. 97-05 was passed and adopted at a regular
meeting of said Boards on the 26th day of March, 1997, by the following vote, to wit:

IN WITNESS WHEREOF, I have hereunto set my hand and affixed the official

11, 13 and 14 of Orange County, California, this 26th day of March, 1997.

staff, consultants, and other interested parties in guiding the Districts' activities in
fulfilling the provisions of the Environmental Quality Act; and
Section 2. Be it resolved that the Districts will maintain and update these
Guidelines on a periodic basis as needed to be consistent with California State CEQA
Guidelines.
PASSED AND ADOPTED at a regular meeting held March 26, 1997.
