THEREOF AND DIRECTING FILING OF A NOTICE
OF DETERMINATION
The Board of Directors of County Sanitation District No.6 of Orange County,
California,
DOES HEREBY RESOLVE,DETERMINE AND ORDER:
Section 1 That the project for which this determination is made is the
Abandonment of Airbase Trunk Sewers and Construction of Watson Avenue Sewer and
California Street Sewer,Contract No.6-13,located in Costa Mesa,California.
The County Sanitation District No.6 of Orange County is the “Lead Agency”as
defined by CEQA;and,
Section 2 That an Initial Study and Environmental Impact Assessment,which said
assessment is attached hereto as Exhibit “A”,of the environmental effects of said project
has been undertaken and completed by the District,and the results thereof have been
reviewed by this Board;and,
Section 3 Based on the findings of the Initial Study,this Board determines that the
proposed project could have an effect on the environment,but there will not be a
significant effect because of the mitigation measures described within the Mitigated
Negative Declaration which is attached hereto;and,
Section 4 That said Mitigated Negative Declaration has been circulated for public
review for a period from November 19,1993 to December 29,1993,during which time
the following comments were received on the document:

(Concerns regarding design of replacement sewer and ownership)
B.Mesa Consolidated Water District dated December 9,1 993
(Concerns regarding impact on existing water facilities)

Section 5 That this Board hereby notes all comments received on the Mitigated
Negative Declaration for the Abandonment of Airbase Trunk Sewers and Construction of
Watson Avenue Sewer and California Street Sewer,Contract No.6-1 3;and,
Section 6 That,for reasons set forth in said Exhibit “A”and in accordance with
the mitigation measures incorporated in therein,and by this Resolution,it is hereby found
that said project will not have a significant effect on the environment and,therefore,the
Board hereby approves the Mitigated Negative Declaration regarding the environmental
impacts of said project;and,
Section 7 That the Secretary be,and is hereby,authorized and directed to file a
certified copy of this resolution,the aforesaid Initial Study and Environmental Impact
Assessment and the Mitigated Negative Declaration at the District’s office to be available
for public inspection and copying;and,
Section 8 That the Secretary be,and is hereby,authorized and directed to file a
Notice of Determination in accordance with the Guidelines Implementing the California
Environmental Quality Act of 1 970,as amended.

SUBJECT:Notice of Preparation of Mitigated Negative Declaration re
Abandonment of Airbase Trunk Sewers and Construction of Watson
Avenue Sewer and California Street Sewer,Contract No.6—13,
within the City of Costa Mesa
The County Sanitation District No.6 of Orange County,California has prepared
a Mitigated Negative Declaration for Abandonment of Airbase Trunk Sewers and
Construction of Watson Avenue Sewer and California Street Sewer,Contract
‘
No.6-13.The construction of the Baker—Gisler Interceptor provides an
opportunity to abandon two existing sewers——the Airbase Trunk Sewers——
constructed to serve the Army Airbase during World War II.The Airbase Trunk
Sewers would be filled with concrete and replaced by a single sewer to be
constructed in Watson Avenue and California Street.The new sewer would also
allow portions of an older Costa Mesa Sanitary District local sewer to be
abandoned.This proposed project is a “clean-up”project,replacing portions
of three sewers with one new sewer.
As required under Sections 15070 and 15073 of the State Guidelines
Implementing the California Environmental Quality Action of 1970,as amended,
this “Notice of Preparation”declares that the County Sanitation District
No.6 of Orange County,having reviewed an Initial Study of the project and
having found that the project will not have a significant effect on the
environment,has prepared and the Board of Directors will consider the
adoption of a Mitigated Negative Declaration for subject project on
February 9,1994,at 7:30 p.m.in the Districts’administrative offices at
10844 Ellis Avenue,Fountain Valley,California.

Description of Nature,Purpose and Beneficiaries of Project
The construction of the Baker—Gisler Interceptor provides an opportunity to
abandon two existing sewers,the Airbase Trunk Sewers,constructed to serve
the Army Airbase during World War II.Because of the poor condition of the
Airbase Trunk Sewers,they are planned to be replaced by a single sewer in
Watson Avenue and California Street with connection to the existing Baker—
Gisler at California.This will allow older local sewers to be abandoned.
This project is a “clean—up”project,replacing portions of three older
sewers with one new sewer.
This is to advise that the County Sanitation District No.6 of Orange County
(Lead Agency or Responsible Agency)
has approved the above described project and has made the following
determinations regarding the above—described project:

PROJECT DESCRIPTION
ABANDONMENT OF AIRBASE TRUNK SEWERS
AND CONSTRUCTION OF WATSON AVENUE SEWER
AND CALIFORNIA STREET SEWER
CONTRACT NO.6-13
Background
This project is the abandonment of fifty—year—old sewers now
possible because of the construction of large regional sewers.
The sewers to be abandoned,located in Watson Avenue and
California Street in the northerly portion of the City of Costa
Mesa,have served their useful life.
Discussion
Construction of the Baker-Gisler Interceptor,soon to be
completed,will allow the abandonment of the existing Airbase
sewers in Watson Avenue and California Street.The sewers are
called the “Airbase Trunk Sewers”because they were built by the
Army Airbase in the first half of World War II.The sewers have
been in continuous operation since that time,converted from
military use to serving the northerly half of the City of Costa
Mesa.In general,the sewers are in poor condition.Proposed is
the construction of connections to existing local sewers and the
construction of a small diameter replacement sewer in Watson
Avenue which will allow the abandonment of the Air Base Trunk
Sewers.
Environmental Setting
All of the work will be within Costa Mesa city streets.
Baker—Gisler Interceptor Project
The Baker—Gisler Interceptor is a very large diameter sewer which
will serve Costa Mesa,Tustin,Irvine and portions of
unincorporated County.The project has been in development for
about ten years.It will intercept the flows in the existing
Airbase Trunk Sewers near Baker Street and Fairview Road.The
Airbase Trunk Sewers should be abandoned westerly of that point
for several reasons,including the fact that they are failing.

Existing Environmental Conditions
All of the work is within existing city streets.
Transportation
Access will be maintained at all times.
The City of Costa Mesa requested that driveway,pedestrian and
bicyclists access and detours be discussed.These are short-term
construction impacts which will be addressed in the design and
permitting phase.
Air Quality
The City of Costa Mesa questioned if there will be odors.
Objectional odors will be controlled in design.
Noise
The City of Costa Mesa requested that construction hours and
length of construction be described.Construction hours will be
required.Most construction work will be done during regular
business hours (7 A.M.to 4 P.M.)Monday through Friday,except
for tie-ins to existing lines which are done at night during low
flow periods.A notice will be distributed to surrounding
homeowners prior to the beginning of construction advising them
of the working hours and schedule for construction,as well as
giving them a 24-hour telephone number to call if there questions
or problems.
Sensitive,Rare and Endangered Species
None.All work is within existing city streets.
Earth
The City of Costa Mesa expressed concern about dust and clean—up
plans.Dust control and clean up are required by the contractor
in the construction documents.The City also questioned if
utilities to residences would be disrupted.There is no intent
to disrupt utilities.Access will be maintained at all times.
The City of Costa Mesa stated that backfilling must be approved
by their City Engineer and that the roadway section be restored.
It will.Damage to existing improvements and adjacent structures
as a direct result of this project will be corrected.Excess
vibration is not anticipated.Finally,interfering portions of
abandoned lines will be removed.All will be taken care of in
the design and permitting phase.The City of Costa Mesa will
review the design and construction documents prior to the start
of construction to ensure compliance with their requirements.

Section IV
ALTERNATIVE ANALYSIS
The alternative to abandoning the Airbase Trunk Sewers would be
rehabilitation.This would result in costly duplication and a
less satisfactory alternative.
The no—project alternative is not acceptable because of increased
risk to public health should the sewers fail.
Section V
ENVIRONMENTAL ASSESSMENT
All of the environmental concerns center around the construction
period.The project will result in less—not more—capacity.
Control of noise,dust,debris,existing utilities and traffic
will be of prime importance and will be addressed in the
construction documents.
Section VI
FINDINGS
This project does not increase capacity and will provide greater
reliability and lower maintenance charges.There are no adverse
long—term environmental impacts as a result of the project.
MITIGATION MEASURES
Construction is within public rights-of-way,i.e.,streets,
therefore the mitigation measures will include construction
procedures adopted by the County Sanitation Districts relative to
construction within streets.All construction will be in
accordance with the plans and specifications approved by the
Costa Mesa Sanitary District,City of Costa Mesa,Mesa
Consolidated Water District,and will include requirements of
other regulatory agencies.
The streets will be kept clean.Work will be done within normal
business hours.Groundwater dewatering and storm water runoff
will be handled in accordance with permits issued by the Santa
Ana Regional Water Quality Control Board.Traffic control will
be in accordance with approved construction traffic detours.
Section VII
REOUIRED PERMITS
A permit will be required from the City of Costa Mesa for work
within city streets.Coordination meetings between the District
and the City Public Services Department will be scheduled to
discuss street excavations,trench and backfill operations and
roadway resurfacing.All final permit requirements will be
included in the construction documents.
Close coordination and agreements will be required with the Costa
Mesa Sanitary District,particularly in Watson Avenue where
portions of a Costa Mesa Sanitary District may be abandoned.
A permit will be required from the California Regional Water
Quality Control Board for control of storm and ground water.
