AUTHORIZING GENERAL MANAGER TO NEGOTIATE AND
EXECUTE AN AGREEMENT WITH ARTHUR YOUNG &COMPANY
FOR DATA PROCESSING PROGRAM DESIGN
A JOINT RESOLUTION OF THE BOARDS OF DIRECTORS OF
COUNTY SANITATION DISTRICTS NOS.1,2,3,5,6,
7,11 AND 13 OF ORANGE COUNTY,CALIFORNIA,
AUTHORIZING THE GENERAL MANAGER TO NEGOTIATE AND
EXECUTE AN AGREEMENT WITH ARTHUR YOUNG &COMPANY
FOR DATA PROCESSING PROGRAM DESIGN TO ACCOMMODATE
DISTRICTS’BILLING AND COLLECTION OF SUPPLEMENTAL
USER FEES ON THE ANNUAL PROPERTY TAX BILL
WHEREAS,the Orange County Assessor’s Office has provided data processing
support for the various Sanitation Districts’supplemental user fee programs for
the past several years;and,
WHEREAS,the Assessor’s Office is converting all of their records to a new
data base management system,and as a part of this conversion,the Assessor has
reevaluated the services provided to outside agencies and determined that they
do not wish to support the Districts’supplemental user fee program in the
future;and,
WHEREAS,the Assessor’s data processing consultant,Arthur Young &Company,
has designed the new data base management system of the County Assessor;and,
WHEREAS,Arthur Young &Company has submitted a proposal to design a system
to interface with the County Assessor and the County Auditor to enable the
Districts to continue to process supplemental user fees on the property tax bill
separately,without the Assessor’s support,using the same professional staff
that developed the Assessor’s new data base management program,which would save
considerable time and effort in the development of the Districts’program;and,
WHEREAS,the Districts’new programs must be written,debugged,installed
and working by July 1989 to include the supplemental user fees on the 1989—90
property tax bills,which said effort will take an estimated four and one-half
months to complete;and,
WHEREAS,staff has reviewed the design proposal and the level of effort
required to complete the project and recon~ends that Arthur Young be selected to
do the work because of extremely tight time constraints and Arthur Young’s
familiarity with the County’s and the Districts’systems and requirements.
NOW,THEREFORE,the Boards of Directors of County Sanitation Districts
Nos.1,2,3,5,6,7,11 and 13 of Orange County,California,
DO HEREBY RESOLVE,DETERMINE AND ORDER:
Section 1~That the certain agreement dated January 11,1989
,by and
between County Sanitation Districts Nos.1,2,3,5,6,7,11 and 13 and Arthur
Young &Company,providing for the functional design and redevelopment of the
Districts’supplemental user fee data processing programs to interface with the
County Assessor’s and County Auditor’s new data base management systems and for
the training and oversight necessary to implement the new programs for billing
and collecting the Districts’supplemental user fees on the annual property tax
bill,to replace the services previously provided by the County Assessor,is
hereby approved and accepted;and,
Section 2 That payment in an amount not to exceed $161,882.00 for said
services Is hereby authorized,in accordance with the terms and conditions of
said agreement,the cost of which shall be shared by each District,as follows:

Section 3 That the General Manager is hereby authorized and directed to
execute said agreement in form approved by the General Counsel.
