APPROVING PROFESSIONAL SERVICES AGREEMENT
WITH ROBERT BEIN,WILLIAM FROST &
ASSOCIATES FOR DESIGN AND CONSTRUCTION
SERVICES RE CONTRACTS 5-31 AND 5-32
A JOINT RESOLUTION OF THE BOARDS OF DIRECTORS
OF COUNTY SANITATION DISTRICTS NOS.5 AND 6
OF ORANGE COUNTY,CALIFORNIA,APPROVING
PROFESSIONAL SERVICES AGREEMENT WITH ROBERT
BEIN,WILLIAM FROST &ASSOCIATES FOR DESIGN
AND CONSTRUCTION SERVICES RE REPLACEMENT OF
PORTIONS OF COAST HIGHWAY FORCE MAIN,CONTRACT
NO.5-31,AND IMPROVEMENTS TO BITTER POINT AND
ROCKY POINT PUMP STATIONS,CONTRACT NO.5-32
WHEREAS,the Boards of Directors of County Sanitation Districts Nos.1,2,
3,5,6,7,11,13 and 14 of Orange County have heretofore adopted a policy
establishing procedures for the selection of professional engineering and
architectural services;and,
WHEREAS,pursuant to said procedures an agreement has been negotiated with
Robert Bein,William Frost &Associates for design and construction services
required for Replacement of Portions of Coast Highway Force Main,Contract
No.5—31,and Improvements to Bitter Point and Rocky Point Pump Stations,
Contract No.5-32;and,
WHEREAS,pursuant to authorization of the Boards of Directors on
March 9,1988,the Selection Comittee,established pursuant to said procedures,
has certified the final negotiated fee for said services.
NOW,THEREFORE,the Boards of Directors of County Sanitation Districts
Nos.5 and 6 of Orange County,California,
DO HEREBY RESOLVE,DETERMINE AND ORDER:
Section 1 That the proposed Professional Services Agreement is for
projects which are included in the Master Plan Report for District No.5 and the
Southern Half of District No.6.The projects are to be designed as per the
Master Plan approval.In accordance with the California Environmental Quality
Act of 1970,as amended,and Section 15069 of the Districts’Guidelines,a Final
Environmental Impact Report covering these projects was approved by the
Districts’Boards of Directors on June 13,1984;and,
Section 2 That the certain Professional Services Agreement dated
April 13,1988,by and between County Sanitation Districts Nos.5 and 6 of
Orange County and Robert Bein,William Frost &Associates,for design and
construction services required for Replacement of Portions of Coast Highway
Force Main,Contract No.5-31,and Improvements to Bitter Point and Rocky Point
Pump Stations,Contract No.5—32,is hereby approved and accepted;and,
Section 3 That payment for said services is hereby authorized in
accordance with the provisions set forth in said agreement,as follows:
Engineering Services at hourly
rates for labor,plus overhead
at 130%,not to exceed $62,000.00
Direct Expenses,not to exceed 2,000.00
Subconsultants,not to exceed 2,000.00
Fixed Profit 7,000.00
TOTAL,not to exceed $73,000.00
Section 3 That the Chairman and Secretary of District No.5,acting for
itself and on behalf of District No.6,are hereby authorized and directed to
execute said agreement in form approved by the General Counsel.
PASSED AND ADOPTED at a regular meeting held April 13,1988.
