HomeMy WebLinkAboutResolution 1982 - 0007RESOLUTION 82-7 AMENDING PRIDE PROGRAM A JOINT RESOLUTION OF ThE BOARDS OF DIRECTORS OF COUNTY SANITATION DISTRICTS NOS.1,2,3,5, 6,7 AND 11 OF ORANGE COUNTY,CALIFORNIA, AMENDING RESOLUTION NO.81-65 RE PRIDE PROGRAM MONETARY AWARDS FOR COST-SAVING IDEAS WHEREAS,the Boards of Directors have heretofore adopted Resolution No. 81—65 implementing the PRIDE Program effective July 1,1981,whereby employees who submit cost—saving ideas will be eligible to receive monetary awards in recognition of such cost—saving ideas that benefit the Districts by improving efficiency and cost effectiveness;and, WHEREAS,the Boards of Directors wish to encourage employees to submit ideas that will improve the efficiency and cost—effectiveness of the Districts’ operations;and, WHEREAS,after a review of the program during the first six months of operation the Boards of Directors have determined that it is in the best interests of the Districts,the taxpayers and their employees to amend PRIDE to provide further incentive for submittal of cost saving and other beneficial suggestions. NOW,THEREFORE,the Boards of Directors of County Sanitation Districts Nos. 1,2,3,5,6,7 and 11 of Orange County,California, DO HEREBY RESOLVE,DETERMINE AND ORDER: Section 1 That Section 2 of Resolution No.81—65,approving PRIDE Program is hereby amended to read as follows: “2 That the Fiscal Policy Committee be,and is hereby, authorized to consider recommendations and approve or modify such recommendations and issue certificates of commendation and/or authorize and approve payment for cost—saving or other beneficial ideas in accordance with the program provisions,as follows: Suggestions That Result In Ongoing Savings —Monetary award shall be 10%of the first year’s estimated net savings not to exceed an aggregate total of $1500 or be less than $50. Suggestions Resulting In A One—Time Savings —Monetary award shall be 5%of the net saving not to exceed $1500 or be less than $50.” Section 3 That the PRIDE Suggestion/Idea Program Processing Procedures dated January 13,1982,amended to incorporate revised provisions of Section 2, are attached hereto as Exhibit “B”and by reference are incorporated herein. PASSED ~ND ADOPTED at a regular meeting held January 13,1982. EXHIBIT “B 1/13/82 P.R.I.D.E.PROGRAM (Personal Responsibility In Daily Effort) Summary Program Statement IDEAS ARE THE BUILDING BLOCKS OF PROGRESS Assets appear in ledgers and journals.Our most significant asset,however,never appears in these.The asset is the know ledge,experience,and creativity that the Districts’men and. women bring to their jobs in the form of ideas.The O.C.S.D. is where it is today because people had ideas,and will continue to have ideas.Our future is limited only by our ability to generate,recognize,and use good ideas. We must be sure that good ideas are not overlooked or neglected. WHY SHOULD THE DISTRICTS HAVE A P.R.I.D.E.PROGRAM The ‘PRIDE Program’has been established to motivate you and your fellow employees to submit ideas concerned with improving the Districts’operations.The program encourages you to extend your thinking and influence beyond the normal confines of your particular job.It provides a convenient method for presenting ideas to the Districts. Allof us must think progressively if the Districts are to remain a leader in the wastewater field. HOW DO I BENEFIT FROM SUGGESTION Good ideas which result in higher efficiency at lower cost means improved operation.This,in turn,means better jobs for all employees.The program gives you the opportunity to gain recog nition for your contributions to the development of the Districts. It also affords you the personal satisfaction of seeing your ideas put into use. In addition,if your suggestion is used by the Districts you will be issued a Certificate of Commendation and an appropriate record of the level or benefit of your suggestion will be entered in your personnel.file and you may be eligible for a monetary reward of up to $1500.At review time,consideration will be given for your contribution to the PRIDE Program. WHO IS ELIGIBLE TO PARTICIPATE IN THE PRIDE PROGRAM All employees of the Orange County Sanitation Districts. An employee that submits an idea that is found by the PRIDE Committee to be within the scope of the employee’s normal duties and responsibilities shall not be eligible for monetary awards. HOW DO I SUBMIT A SUGGESTION Suggestion form (PRIDE)are available at the Personnel Department and at suggestion boxes posted throughout the plant.Simply com plete the required form,sign it,and drop it in a suggestion box. You may also take it directly to the Personnel Department. WHAT IF SEVERAL OF US WORKED OUT AN IDEA TOGETHER “Two heads are better than one”.Form “Idea Teams”if you wish. Any number of employees can submit one idea as a suggestion. Recognition achieved by “Idea Teams”will be shared equally by all employees signing the form. WHAT HAPPENS TO MY SUGGESTION AFTER I TURN IT IN The first stop is the PRIDE Committee where it undergoes routine processing and screening for eligibility.Your Department Head will contact you immediately to acknowledge receipt of your sug gestion and obtain additional information,if necessary,to assure that your idea receives full and complete consideration.Your suggestion is then investigated and evaluated by the PRIDE Committee. The Coinmittee.decides whether or not the Districts can use your suggestion and ~ubrnits its recommendation to the General tlanagcr and the Boards’Fiscal Policy Committee for approval.One of the more important functions of the Committee is to see that all good ideas are used.Where possible,improvements will be made to your suggestions,and its use in other District locations will be explored. If,for any reason your suggestion is considered ineligible,you will receive a full explanation. If your suggestion cannot be used because it appears there are no prospects for its being used,it will continue to be considered as your suggestion for one year from the date it was submitted. If your idea is used during that year,you will be given recognition. If it is not used,you may resubmit your suggestion during the twelfth month of the eligibility period. HOW DO 1 BECO~AN “IDEA CREATOR” Ask yourself questions about different jobs.Is everything that is being done really necessary?Why are things being done this way? How can they be done easier?How can better final results be achieved?Are things being done in the proper sequence? Keep your eyes peeled for ideas in all areas.As you walk through your work location,watch for unnecessary operations,excessive waste or scrap,needed tools,work rearrangements,and means of combining or simplifying.operations.Consider new uses f or old ideas. —2— Know the problem well.Define it,isolate it,and break it down into its smallest parts.The simpler the target,the easier the solution.Consider all the possible alternatives before coming to a final solution. Be alert to new ideas.Write them down as soon as they occur to •you.Many good ideas are lost forever because no one made a note of them;carry a note pad on which you can jot down ideas. Do not get discouraged if some of your ideas cannot be used.Keep trying,keep suggesting. STATE OF CALIFORNIA) SS.
